BACKGROUND

Purpose of Activity/ Assignment:

The digital engagement plays a crucial role in UNICEF's response to global shifts in the fields of communication, fundraising, advocacy and development. Effective use of a variety of digital channels to communicate UNICEF’s key messages through relevant content, interactive experiences and dialogue, allow individuals to connect with our work directly, thus creating valuable relationships with both online and offline supporters.

UNICEF in Belarus is present in most of the social media platforms. As youth and children are one of the primary target audiences for UNICEF, the office established the TikTok account in 2021 to galvanize young people’s support and participation as well as reach new and younger audiences, inspiring them to support UNICEF’s work and cause for children and be advocates of positive behaviours and practices. TikTok has national and international audience, and UNICEF around the world have found TikTok as an engaging platform for youth. Being the sixth largest social network, TikTok has more than 1.65 billion downloads to date.

To strengthen engagement through digital platforms and help position UNICEF in Belarus as a knowledge leader, expand outreach and broaden engagement around children’s rights, the Country Office would like to engage an individual consultant for TikTok content creation and account management. While the office has a capacity in managing social platforms, it is critical to outsource a young blogger who will help reaching the peer audience with key messages on adolescent health and development, 21st century skills, eco-friendly habits, etc. The young TikTok manager will also help boost UNICEF brand galvanizing the support among his/her network of like-minded bloggers.

To drive awareness and advocacy around the youth and involve the youth in content creation, UNICEF is promoting communications approach which relies on providing opportunities for young people to show their perspective on issues and programmes that affect them. To plan and implement this approach, we require youth expertise of a social media (TikTok account management) which in turn will ensure youth participation in developing UNICEF’s programmes for young people.

Scope of Work:

Under the supervision of the Digital Communication Officer and overall guidance of the Chief of Communication and Partnerships Section, the consultant will support UNICEF in:

  1. Develop engaging content for UNICEF Belarus TikTok account
  • Develop a content plan
  • Participate in different communication and advocacy events and fundraising campaigns to generate (live) social media content
  • Draft and edit written materials for the account
  • Adapt multimedia assets from HQ/RO Communication Division for the local audience
  1. Engage UNICEF volunteers in content creation (training, assistance in drafting scripts and videos)
    • Actively engage with online audiences through TikTok
    • Generate and analyze social media KPIs and analytics reports
    • Report monthly using an agreed template
    • Draft tasks and work closely with external designers to make sure all visibility materials designed for TikTok meet UNICEF visibility standards
    • Work in close contact with external contractors on digital campaigns
  2. Maintain UNICEF Belarus online presence to support the implementation of the Country Office Communications Strategy, as well as Programme and Fundraising objectives, in line with the Country Programme Document, Global and Regional Communication and Public Advocacy Strategy.
    • Provide learning and training to UNICEF volunteers
    • Assist in volunteer video production.

Qualifications

Education:

  • Completion of the secondary education

Work experience/****Knowledge/Expertise/Skills required:

• At least 1 year of experience in managing a TikTok account, experience in managing other social media platforms is an asset

• Intermediate knowledge of English

• Experience in using other social media platforms and SMM management tools as well as Sharepoint, Outlook, Google docs

• Experience in shooting and editing videos

• Experience in working with UN agencies will be useful, but not necessary.

  • Financial proposal: all-inclusive lump-sum cost (including travel and accommodation cost for this assignment as per work assignment) that will include/ reflect:
    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
