Result of Service The ultimate results of services provided by the consultant will be: 1) Project implementation The incumbent will be responsible for leading implementation of the active POPs portfolio of Full-Size Projects: - DDT project in India #4612 - DDT project in Africa II #4668 - DDT project in Central Asia #9421 - PCB project in Cameroon #5367 - PCB project in SADC #5532 For these projects, the incumbent will be the Task Manager and as such will: - Hold quarterly (monthly for projects at risk) management meetings with the executing agencies - Review and approve quarterly reports from executing agencies - Coordinate with reporting officer for quarterly update to C&W management system, PIMS+ and IMPR - Represent Implementing Agency at annual on-line Steering Committee Meetings - Coordinate with Executing Agency for the Annual Project Implementation Report - Work with Executing Agency for development and approval of annual workplan and budget forecasts - Coordinate with Evaluation officer for the development of TORs and recruitment of consultants for the Mid-Term Review and Terminal Evaluation - Provide Evaluation of the Executing Agency for internal records

2) Monitoring of POPs elimination contracts The incumbent will be responsible for the monitoring of POPs elimination contracts currently operational in the unit. These include: - DDT elimination in Ethiopia for project #9080 - DDT SCWO destruction for project #9421 - PCB elimination in Cameroon for project #5367 - PCB elimination in SADC for project #5532 - PCB de-chlorination in SADC for project #5532 - For these contracts, the incumbent will: - Develop/review/update procurement Request for Proposal documentation including technical TORs and criteria for waste management services, and conduct Technical Evaluation of vendor proposals, as needed - Coordinate with UN procurement, executing agencies and vendors to obtain HQ approvals for contracting and negotiate contractual documents, including consultations with UN Office for Legal Affairs, Risk Management and Compliance Unit and others, as needed. - Monitor progress of disposal activities and provide necessary technical support and facilitation including issuing task orders and approving workplans - Provide necessary technical support to contractor for smooth progress of disposal/ decontamination services including review and approval of any changes to Health and Safety, travel or logistical, COVID-related, or any other changes required to the contract during implementation - Ensure coordination between contractor, Executing Agency and country government focal persons including regular updates on contract progress and facilitating shared responsibilities such as obtention of import permits, Basel import/ export permits, and others. - Review the workplans, progress reports, supporting documents, invoices from the contractors and clear them

3. Monitoring and Progress Controls

The incumbent will be under the direct supervision of the Senior Task Manager in charge of the technical team in the Chemicals and Waste GEF unit. The incumbent will prepare a workplan for the duration of the contract. Each quarter, in order to account for adjustment of priorities, the workplan will be reviewed jointly with the Senior Task Manager and the Portfolio Manager. Report on the delivery of the workplan will be prepared at the end of each calendar month in combination with the monthly progress report to monitor and identify issues.

For project implementation, the incumbent will be responsible for collecting and approving quarterly progress and financial report as well as coordinating the annual Project Implementation Report

Duties and Responsibilities a) Organization Setting: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the UNEP's Economy Division is to encourage decision makers in government, local authorities, and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals, and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. GEF--The GEF Unit of the Chemicals and Health Branch is responsible for the development and management of all GEF projects implemented by UNEP in the Chemicals and Wastes focal area. To date, the team has a portfolio of 100 projects represented over $200 mil of GEF investment supporting countries in their implementation of the Stockholm Convention, the Minamata Convention and SAICM. The GEF helps developing countries and those with economies in transition to meet the agreed incremental costs of measures designed to achieve global environmental benefits in six focal areas: biological diversity, climate change, international waters, ozone layer depletion, land degradation and chemicals and waste. An important component of almost all UNEP’s GEF projects is building capacity to manage the environment in a sound manner. The Chemicals and Health Branch plays a key role in supporting countries to implement, develop and execute chemicals related GEF projects that fit within its comparative advantage. UNEP’s comparative advantage within the GEF has been defined as: - Scientific assessments, monitoring, early warning; - Linking science to policy (Capacity Building, Enabling Activities) at national, regional and global levels; - Innovation, technology transfer and lifting barriers; - Regional and global cooperation; - Awareness raising, advocacy, and knowledge management. AAs part of its duties, the GEF Chemicals & Waste Unit is in charge of supervising a portfolio of ongoing projects, develop new projects to be submitted to the GEF and assist countries to close finished projects. The Chemicals team also provides coaching and advice to UNEP colleagues in the Chemicals and Health Branch and in other divisions. GEF Chemicals & Waste Unit has been successful in developing a series of projects which now require the completion of the package for GEF CEO endorsement. Supervision of the development of these proposals has been assigned across the GEF team but the volume of work to be undertaken requires additional inputs from a specialist consultant with experience in drafting of GEF proposals. The development of the submissions is time sensitive and the work load requires the support to be available as early as possible. Additionally, the GEF C&WU is responsible for organizing the terminal review of the enabling activities projects which require the assistance of an independent consultant.

b) Specific tasks to be carried out by the consultant.

Qualifications/special skills Academic Qualifications: Advanced university degree in a field related to Environmental Sciences (chemistry, chemical engineering, environmental studies, environmental management), or equivalent experience Experience: At least 5 years of working experience in POPs project management at international level is required. Experience in POPs elimination is required. Working knowledge of GEF Chemicals and Waste projects (development and supervision) is required. Language: Fluency in English, including good drafting/writing skills is required. Working knowledge of other UN languages is an asset
