Travel:

a) UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

b) Official travels between Riyadh and Jeddah may be undertaken during the assignment

Office/Unit/Project Description

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives.

The Air Quality Specialist is required to fulfil the needs for expertise under air quality management. The objective of the expertise is to support the development of the National Air Quality Strategy for Saudi Arabia.

Institutional Arrangement

This consultancy is established at the West Asia Office within the framework of the Strategic Cooperation Agreement between UNEP and the Kingdom of Saudi Arabia. The Air Quality Specialist will report to the Programme Manager at UNEP West Asia Office.

Duties and Responsibilities

Under the direct supervision of the Programme Manager in UNEP West Asia Office and in coordination with the respective department in the Ministry of Environment, Water and Agriculture in Saudi Arabia, the Air Quality Specialist will carry out, inter alia, the following duties & responsibilities:

  • Develop scope of work, including conceptual framework, design, medium-term plan, and resource requirements, for the establishment and operation of a central unit to monitor air quality and emissions from the source as envisaged in the National Transformation Program.
  • Assess existing and needed national capacities to model, forecast, and diagnose air quality parameters and state
  • Propose an approach or system for regular preparations of inventory the sources of air pollutants and recommend programs and actions for mitigation and control, using international best practices and modern technologies
  • Map out and assess existing air quality monitoring systems or networks with special reference to urban centres. Propose a conceptual framework and approach to developing air quality monitoring network and strategy taking into consideration future urban expansion
  • Review the existing national environmental standards regarding air quality management and provide recommendations on updating them

Required Skills and Experience

Min. Academic Education

Master’s in Environmental Sciences or fields related to Air Quality or equivalent

Min. years of relevant Work experience

Minimum 7 years of experience in environmental management, laboratories and/or air quality management

Required Language(s) (at working level)

Fluency in written and spoken English is required, proficiency in Arabic is preferred.
