Background

The Department of Safety and Security is responsible for providing leadership, operational support, and oversight of the security management system to enable United Nations system operations through trusted security leadership and solutions. To facilitate this responsibility, a Security Operations Centre (SOC) is established to provide operational support.

A SOC is a cost-shared resource, established to support the safety and security of personnel, premises, assets, and operations working for various organizations covered by the United Nations Security Management System (UNSMS). The SOC monitors, facilitate, and coordinates the communications of data and voice messages using the Security Communications System (SCS), within one or more operational areas. Additionally, responsibilities can include maintaining administrative data supporting security communications, such as aggregating contact data for UNSMS personnel, offices, vehicles, and emergency services. The SOC operates on a 24/7 basis.

The role of a SOC Supervisor is to coordinate the SOC activities so it delivers reliable and consistent services to UNSMS personnel and security managers. Under the overall supervision of the Chief Security Advisor in the operational area, the SOC Supervisor is responsible for all aspects of the daily operations of the SOC and the operational status of the Security Communications System, and the supervision of Security Operations Assistants who man the SOC. The contract duration for the position is 12 months and the Service Contract extension will be conditioned to satisfactory performance evaluation as well as the availability of funding under the Local Cost-Shared Security Budget (LCSSB).

Duties and Responsibilities

The primary responsibilities of the position are as follows:

1. Coordinate scheduling, training, performance and activities of the Security Operations Center (SOC)-Assistants.

2. Overseeing daily operations of the Security Operations Center (SOC)

3. Monitoring the use of the Security Communication System

4. Sharing Information of Security Incidents with United Nations Security Management System (UNSMS) and Non Governmental Organization (NGO) personnel

1. Coordinate the scheduling, training, performance and activities of SOC assistants:

• Coordinate the shift system to ensure effective coverage hours as defined in SRM, or as

applicable, taking into consideration coverage during absences of personnel or where

additional support is required during an emergency.

• Ensure SOC assistants are trained and capable of delivering services at the expected level. Ensure regular refresher training is provided. This includes training components related to SOPs, supporting gender-based security incidents, initial actions, response , and handling of sensitive information cognizant of confidentiality requirements.

• Monitor individual team members’ performance; provide guidance and instruction, as and

when required.

2. Overseeing daily operations of the SOC:

• Coordinate the reception, transmission, and relay of security and safety messages and

information on behalf of the Designated Official (DO)/Area Security Coordinator

(ASC)/Chief Security Advisor (CSA)/Field Security Coordination Officer (FSCO), as applicable, via all identified means of communication to personnel.

• Oversee the monitoring of the movement of field missions, per the identified measures from the security risk management (SRM) process and appropriate local standard operating procedures (SOPs).

• Ensure all incoming/outgoing information messages to concerned UN personnel/entities are registered, timely distributed, and logged appropriately.

• Coordinate the undertaking of personnel headcount and communications checks in accordance with instructions from the DO/ASC/CSA/FSCO, as applicable, or an established SOP in a timely and accurate manner.

• Supervise the SOC personnel to direct personnel to the nearest response team emergency services and support structures of the host government and local authorities during times of security or safety incidents.

3. Monitoring the use of the SCS:

• Monitor the usage of the SCS and ensure it is used according to established SOPs; report non-compliance in the usage of the SCS to the most senior security professional.

• Coordinate and guide SOC personnel on the appropriate use of the SCS.

4. Sharing information of Security Incidents with UNSMS/NGO:

• Monitor and track the notifications of security and safety incidents and escalate these via the appropriate channels for follow-up and support;

• Ensure that SOC personnel, based on the local SOPs, provide appropriate timely support to the UNSMS and non-governmental organization (NGO) personnel involved in security or safety incidents: alert the response and support functions through defined channels, provide appropriate feedback and input to personnel involved in incidents, maintain the communication link to personnel, act in an overall supportive role; monitor records of all information and communications related to incidents.

• Ensure that the SOC notifies the respective UNSMS organization or NGO security focal point when their personnel is involved in a security or safety incident.

5. Monitoring the SCS status:

• Verify the operational status of the SCS to ensure that personnel can use or access the SCS and that the SCS is working properly; report any anomalies to the appropriate authority for further action or guidance.

• Ensure proper use of the equipment and report any misuse by any person to the appropriate authority. This includes monitoring the use of all telephony and other third-party “paid” services.

• Responsible for daily routine service checks of all equipment maintained by the SOC and logging the serviceability status; reporting any problem observed to the appropriate authority and notifying affected users promptly.

• Conduct Radio Checks for Security Areas per the approved SRM measures and provide completed compliance sheets to FSCOs/FSAs in their Security Areas within 48 hours.

• Ensure that a preventive maintenance plan for the SOC is in place and oversee its implementation: verify that maintenance and repair work is implemented as planned and according to standards.

6. Managing information:

• Maintain, an appropriate level of confidentiality, per UN information management policies and established SOPs for personnel, the current contact, and residence details of all UNSMS personnel and their eligible dependents (and, if applicable, contact details of NGO and implementing partners), and the contact details of vehicles, premises and assets;

• Ensure that a current UN warden list is provided to the SOC;

• Ensure availability of the current contact details of the response team emergency services and support structures of the host government and local authorities, working closely with the senior security professional to maintain accurate and up-to-date information.

• Ensure that actions and communications are undertaken to support security or safety incidents, or any other critical communications are recorded and logged.

• Supervise the preparation and submission of reports and summaries, as directed by the most senior security professional.

7. Monitoring the procedures:

• Review SOC SOPs, as appropriate.

• Train and inform SOC personnel on the latest version of the SOC SOP.

• Monitor the adequate implementation of the SOPs by SOC personnel.

8. Perform other duties, as directed by the most senior security professional.

Impact of Results

The impact is expected to support the United Nations Security Management System (UNSMS) with the daily operation of the Security Operations Center (SOC) and the Security Communications System (SCS). SOC-Supervisors will supervise professional client-oriented security support services, operations, and enhanced capabilities in the performance of the SOC for the desired outcome of security operations service delivery to UNSMS in IoPtJ.

Required Skills and Experience

Education:

• A minimum of a High School Diploma.

• BA Degree in Business Administration or related fields would be an asset.

Experience:

• 6 years of work experience related to operational communications and direct interaction with a broad range of clients is required with a high school diploma or 3 years of work experience related to operational communications and direct interaction with a broad range of clients is required with a bachelor’s degree.

• Experience supervising small and medium-sized teams is required, including developing work plans based on corporate requirements, overseeing implementation, and providing feedback on the performance of individual team members.

• Prior working experience within the UN system, an international organization, or an international NGO is desirable.

Language Requirements:

• Fluency in English and Arabic is required.

• Hebrew is required for Jerusalem.

Other:

• Computer-based tools (MS office suite and other computer-based, web, and smartphone applications) are essential

• Possession of a valid driver’s license.

• Experience with VHF radio and web-based communications is an asset.
