Background

Hurricane Lisa made landfall approximately 10 miles south of Belize City as a category 1 hurricane with maximum sustained winds of 85 mph at 3:20 pm on the afternoon of Wednesday, November 2, 2022. Radar data and surface observations showed the eastern edge of the eyewall began affecting the Belize City area from midday with conditions deteriorating into the afternoon. Hurricane Lisa brought with it an estimated 9 inches of rainfall coupled with 3-5 feet of storm surge resulting in flooding in the low-lying regions of Belize City and Ladyville Village. Hurricane Lisa making landfall adjacent to Belize City meant that some 61,500 of city residents were directly exposed to associated winds, rains and storm surge. After landfall Hurricane Lisa continued tracking to the northwest exposing the communities of the rural Belize, Orange Walk and Cayo Districts to hurricane/ tropical storm force winds and rains, and the capital city of Belmopan to Tropical storm force winds.

The Initial Damage Assessment prepared by the government of Belize suggests in excess of 10,000 persons (3044 households; 6735 Adults, 3721 children) recorded direct losses in the aftermath of the hurricane. Of the Adult population impacted by Hurricane Lisa, 54% were female while 46% males. Of the children population 49% of those affected were female, while 51% male. Affected households included 301 households listed as single parent households, 256 households as elderly only households, 312 housing disabled persons, and 73 housing pregnant women. In the immediate aftermath of the hurricane, some 53,000 residents were without electricity and water for between 3-7 days as utility infrastructure were damaged or compromised by Hurricane Lisa.

Duties and Responsibilities

FUNCTIONS AND KEY RESULTS EXPECTED

  • Support the development, maintenance and editing of questionnaires in KoBo Toolbox software environment;
  • Support the data export, conversion, cleaning and export in different data formats;
  • Participate in and support enumerator training and monitor data collection progress on the ground;
  • Support design of data collection tools, especially for mobile data collection, sampling frameworks, data storage systems, and analytical products;
  • Monitor quality of data collected, perform data cleaning activities, log any changes to the dataset on the cleaning log, ensure regular updates on data quality;
  • Support on data analysis and the creation of data visualization products, including dashboards, infographics, and maps, especially using Power BI;
  • Support the technical team in the GIS/Satellite Imagery analysis; quality control of spatial databases; and production of GIS-based information products;
  • Assist on preparing the data reports to handover data, methodology, logistics arrangement to the government and any other national or international partner involved in the assessment;
  • Support the UNDP CO in any UN coordination and interagency mechanism related to assessments and information management;
  • Any other tasks as required by the UNDP CO.

Required Skills and Experience

Education:

  • Currently enrolled or recently completed an Undergraduate or Post Graduate degree in geography, disaster risk management, information management, GIS, social science or related.

Language:

  • Fluency in English, both oral and written, is required. Spanish is an asset.
