UNDP is currently implementing its flagship crisis response programme, ABADEI (Area Based Approach to Development Emergency Initiatives), as part of the ongoing UN-led response to prevent a humanitarian catastrophe and the breakdown of Afghanistan’s economy following the August 2021 shift in power.

Under the direct supervision of the Deputy Resident Representative for the Programme, the Programme Advisor leads strategic planning, coordinates programme formulation and implementation, and ensures effectiveness and delivery. The Programme Advisor ensures quality programming and results-based management as well as effective delivery of programme finance services. S/he leads the design of UNDP’s programmatic offer, coordinates and collaborates on the UN Joint Programme for the Special Trust Fund for Afghanistan (STFA), develop strategic partnerships, and supports resource mobilization in coordination with the Partnership and Communications Unit and other relevant Units.

The Programme Advisor will be responsible for the development and implementation of interdisciplinary and inter-sectorial interventions, including programmes and projects, in relevant areas related to community resilience and socio-economic recovery, including livelihoods, service delivery, community engagement/governance, social development, social protection, and private sector development including support for MSMEs, payments/banking sector, in line with UNDP’s ABADEI (Area-based Approach for Development Emergency Initiatives) programmatic priorities and framework.

Duties and Responsibilities

The Programme Advisor will be responsible for the following duties:

  • Lead strategic development and oversight of programme activities from design through implementation
  • Ensure effective quality programming and results-based management of CO’s programmes and projects, including planning, monitoring, reporting and evaluation
  • Ensure effective CO programme finance management
  • Establish and maintain strategic partnerships and support resource mobilization.
  • Promote knowledge building and management

Lead strategic development and oversight of programme activities from design through implementation:

  • Advises the Deputy Resident Representative/Programme (DRR/P) on the strategic focus of the programme development, allocation of resources, implementation, and delivery of the programme as well as innovative approaches and modalities to achieve programmatic results.
  • Coordinates and provides substantive contributions from UNDP to the UNCT programming process, including the promotion of thematic and sectoral synergies and coordination of programme activities and execution.
  • Leads the Programme Management Unit team to identify new project design opportunities, including UN Joint Programme for the STFA, coordinate the implementation of programmes and projects, conduct timely projects, budget and grant reviews, revisions and monitoring and complete reporting obligations in accordance with UNDP policies and regulations as well as applicable donor’s requirements.
  • Quality assures the project management cycle for the ABADEI programmes as well as other projects, including the pipeline and project management in Atlas/Quantum, project appraisal and approval process through the Local Project Appraisal Committee (LPAC), Multi-Year Work planning, including timely operational and financial closure of projects, and timely completion of Project Quality Assurance assessment.

Ensure effective quality programming and results-based management of CO’s programmes and projects, including planning, monitoring, reporting and evaluation:

  • Ensures coordination and efficient support to planning, monitoring, and reporting of the country programme, including through corporate and regional tools, such as Integrated Work Plan (IWP), CO Annual business plan, ROAR, IRRF, etc.
  • Ensures effective application of RBM tools, monitors unit work plans, programme effectiveness and achievements of results, including technical support for the STFA.
  • Ensures effective pipeline management system at the CO, including pipeline development, analysis, and monitoring; and provides technical support for CO business development.
  • Develops monitoring framework and systems (in line with POPP) as well as guidance, protocols, and tools for defining M&E framework for CO’s projects and programmes.
  • Prepares CO Results Reports and other periodic information and reports for the government partners, donor community and other key stakeholders.
  • Develops and manages the implementation of the CPD Evaluation Plan, and provides technical advice to ensure strategic, robust and quality evaluations to ensure learning and programme effectiveness.
  • Ensures gender concerns are mainstreamed in strategies, programming and policy papers.
  • Ensures project’s compliance with corporate Social and Environmental Standards (SES).

Ensure effective CO programme finance management:

  • Ensures monitoring of overall delivery and implementation status of projects through regular review of financial resources received, disbursed and expected or already available.
  • Ensures optimal cost recovery and oversees cost-sharing, trust fund agreements and basket funding.
  • Advice to Programme and Project Staff on different donor reporting requirements; monitoring of financial reports to be submitted to donors in a timely manner.
  • Ensures implementation and support to the Harmonized Approaches to Cash Transfer (HACT).
  • Capacity building of project and programme staff and counterparts on Atlas and UNDP project implementation.

Establish and maintain strategic partnerships and support resource mobilization:

  • Supports the DRR/P in the implementation and coordination of overall resource mobilization strategy and ensures that UNDP mobilizes the support and partnerships needed.
  • Suggests programmatic areas of cooperation based on UNDP´s strategic goals, country needs and donor priorities.
  • Supports the DRR/P in building and deepening partnerships, engaging diverse stakeholders, and fostering strategic partnerships with other UN entities as well as the private sector, NGOs, donor community, and international financial institutions.
  • Advocates for UNDP and catalyze advocacy activities and information sharing.
  • Represents UNDP at external meetings as requested by the DRR/P.

Promote knowledge building and management:

  • Promotes identification, synthesis, and dissemination of best practices and lessons learned from the country programme for organizational sharing and learning.
  • Promotes a knowledge sharing and learning culture in the CO, including exchanges with other context-relevant COs across regions globally.
  • Extracts lessons learned to support programme improvement and feed into new policies and programming knowledge globally.
  • Conducts and supports advocacy in the relevant UNDP practice area and contributes to the design/development of communication and media outreach activities.

Supervisory/Managerial Responsibilities: The Programme Advisor manages the Programme Management Unit and supervises a team of programme staff responsible for programme design, implementation, oversight, and quality assurance as well as results-based management and programme resources management.

Minimum Education requirement****:

  • Master’s degree in Economics, Social Sciences, Development Studies, Environment, Public Policy, or related areas is required

Experience:

  • Minimum of ten (10) years of progressively relevant work experience required in development management and advisory services.
  • At least seven (7) years of experience in crisis response and early recovery programming is required.

Required Skills:

  • Knowledge of UN/UNDP policies, programming frameworks, and procedures, and proven ability to design and facilitate complex development interventions and programmes in crisis settings is required.
  • Results-oriented and demonstrated teamwork, good interpersonal skills, and well-developed communication skills are required.
  • Proven networking and partnering skills with a demonstrated successful resource mobilization record, and the ability to develop proposals are required.
  • Ability to assess complex situations and provide timely and effective advice to inform decision-making is required.
  • Exposure to crisis and post-crisis contexts, including working with national counterparts, civil society, and humanitarian and development partners is required.
  • Working or relevant collaboration experience with UN agencies and bilateral aid organizations is an asset.
  • Experience in developing countries especially countries with complex settings is desirable.
  • Previous UNDP experience would be highly desirable.

Language Requirements:

  • Proficiency in English is required – both written and oral.
  • Proficiency in Pashto and/or Dari is desirable but not essential
