UNDP is currently implementing its flagship crisis response programme, ABADEI (Area Based Approach to Development Emergency Initiatives), as part of the ongoing UN-led response to prevent a humanitarian catastrophe and the breakdown of Afghanistan’s economy following the August 2021 shift in power.

ABADEI

The ABADEI Strategy is a tailored area-based integrated programming approach to support basic human needs, complementing short-term humanitarian life-saving assistance with the safeguarding of livelihoods and the strengthening of community resilience. It is centered around addressing worsening poverty and vulnerability, supporting community resilience and social cohesion, addressing climatic vulnerability and enabling the rehabilitation of small-scale infrastructure vital for basic human needs. It supports the creation of immediate sources of income through vocational skills training, cash-for-work, cash for market, small businesses and livelihood opportunities with particular focus on agri-business and regenerative agriculture infrastructure and services (critical for food security) that are under threat. It is sensitive to the chronic and newly emerging vulnerabilities of Afghan women and girls and aims at providing them assistance in a manner that does not exacerbate their susceptibility to violence and deprivation of opportunities and rights.

The Gender Mainstreaming Specialist will work closely with partner UN Agencies, technical advisors and experts, multi-lateral and bi-lateral donors, and civil society to help implement gender as a cross-cutting issue in the UNDP Programme. S/he provides quality technical support to partners in his or her area of work. The Gender Mainstreaming Specialist will be based in Kabul with regular field visits.

Duties and Responsibilities

The Gender Mainstreaming Specialist will:

  • Support Gender Mainstreaming in the overall ABADEI program
  • Support partnership building and resource mobilization
  • Support knowledge management

1) Supports gender mainstreaming in ABADEI program activities from design through implementation, focusing on achievement of the following results

  • Provides leadership with technical guidance in planning, implementation, monitoring and evaluation, ensuring that results are delivered in accordance with the workplan, standards, allocations, framework and rules and regulations
  • Supports effective application of RBM tools, establishment of management targets, and monitoring achievement of results.
  • Maintains regular contact with UNDP’s implementing partners and other programme counterparts to ensure monitoring of programmes' progress and effectiveness and achievement of results.
  • Conducts analysis and research of the gender dimension in political, social and economic situation and collaborates in preparation/revision of programme documents, AWP and other documents.
  • Identifies, in close collaboration with national and international partners, programme areas of cooperation on gender equality issues.
  • Facilitates assessment of the country’s policies and their impact on women’s economic empowerment, social cohesion and SDG design.
  • Facilitates research and analysis on specific issues related to gender and development issues, (e.g., social cohesion, women’s economic empowerment, SDG programme design and approaches).
  • Designs and formulates gender components of ABADEI programme, translating gender priorities into local interventions and ensuring coordination and networking with clients, stakeholders and programme partners.
  • Conducts training and capacity building on gender equality for implementing partners
  • Assists in the development of gender-based budgets and in monitoring and reporting on gender equality.
  • Works closely with UN agency counterparts.
  • Monitors and reports on gender indicators; and
  • Contributes to and prepares the ABADEI gender mainstreaming strategy in cooperation with CO program teams
  • Develops a gender communication strategy for ABADEI program, ensuring visibility of the gender equality component.

2) Supports ABADEI program in the creation of strategic partnerships and in resource mobilization for gender equality results, focusing on achievement of the following;

  • Supports UNDP’s role in various gender working groups led by donors, or other coordination mechanisms.
  • Provides input and supports engagement to policy dialogue on gender issues with the donors, civil society, private sector.
  • Contributes to the implementation of CO partnerships and resource mobilization strategy to support achievement of effective integration of gender equality perspectives.
  • Conducts research and analysis of information on existing and new partners.
  • Develops ideas and concepts for possible areas of cooperation.
  • Supports working relationships and creates programmatic linkages with relevant UN Agencies and counterparts as guided by the supervisor; and
  • Supports the identification of funding opportunities for ongoing and new programmes and projects
  • Lead application of RBM tools in the joint programmes and provide technical support to project staff on results-based management strategies and tools, project management platforms and systems as well as business processes in line with programming and reporting requirements.

3) Supports the provision of high-quality technical support and facilitation of knowledge building and management, focusing on achievement of the following results

  • Identifies and synthesizes best practices and lessons learned directly linked to gender equality goals
  • Coordinates and ensures gender equality inputs in the development of policies, institutions and advocacy that will address the country’s challenges and needs in achieving gender equality in collaboration with counterparts and strategic partners
  • Ensures that lessons learned are captured and recorded into the CO knowledge networks

Min. Education requirement****:

  • Master’s degree in Gender Studies or in Social Sciences, Development Studies, Political Sciences or related field

Relevant Experience:

  • Minimum of five (5) years of progressively advancing experience and responsibility in managing gender equality programmes in international development organizations and/or bilateral development agencies.

Required Skills:

  • Experience with the UN system is an asset.
  • Demonstrated experience in developing projects targeting promoting gender equality and women’s empowerment, and mainstreaming gender into programming across sectors is required.
  • Demonstrated experience in designing gender equality indicators, monitoring gender equality achievements, and reporting on gender equality results for development projects is required.
  • Proven ability to work in multi-cultural teams. Demonstrated programme/project management experience with sound knowledge of all aspects of the project cycle (design, implementation, monitoring & evaluation) is required.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and working knowledge of spreadsheet and database packages, as well as experience in the handling of web-based management systems is required.
  • Experience from previous UN assignments and/or multilateral and bi-lateral aid organizations would be an asset
  • Knowledge of Results-Based Management methodologies would be an asset.

Language Requirements:

Proficiency in English is required – both written and oral is required.

Proficiency in Pashto/Dari is desirable but not essential.
