Duties and Responsibilities The UN Disability Inclusion Strategy (UNDIS) was launched in 2019 to establish the foundation for systemic and sustainable change on disability inclusion across all three pillars of the Organization. The Strategy plays a key role in enabling the UN system to support Member States in their achievement of the 2030 Agenda, the implementation of the Convention on the Rights of Persons with Disabilities (CRPD) as well as a range of other development and humanitarian commitments.

The Strategy consists of a system-wide Policy and an Accountability Framework with two inter-linked components — an Entity Accountability Framework for individual UN entities, and a UN Country Team (UNCT) Accountability Scorecard. Through its policy and accountability framework, the UNDIS provides a comprehensive and practical road map for ensuring that the UN system is translating disability inclusion not just at the policy level, but at the programmatic and operational levels. The UNCT scorecard has been designed to monitor progress and address challenges and gaps at the country level.

The UNCT in Mozambique is an early roll-out of the UNDIS. The UNCT is implementing a work plan guided by the Accountability Scorecard on Disability Inclusion that has prioritized for 2023-2024 a set of indicators, notably leadership, strategic planning, accessibility, joint programming, and capacity development of UN staff. In the drafting of the workplan, the enhancement of knowledge and skills on disability inclusion of UN staff, both at technical and senior management levels, was identified as a need and an essential foundation towards more informed implementation of the UNDIS in Mozambique.

Duties and Responsibilities:

The consultant will be responsible for the following duties:

- Design, manage and deliver of four training courses and sessions for technical and senior management UN staff in Mozambique (in person and online), focusing on key concepts and international frameworks related to disability inclusion, relevant UN policy framework on disability inclusion, mainstreaming of disability in UN programming and overall implementation of the UNDIS at country level. - Draft a report providing an overview of training courses and sessions delivered, including main aspects discussed and key recommendations to improve disability inclusion in UNCT work in Mozambique. - Review UNDIS work plan for Mozambique based on the report.

The consultant will work under the guidance of the Senior Human Rights Adviser. S/he will work closely with the Un Human Rights Network/ UNDIS task Team in Mozambique.

Qualifications/special skills Advanced degree in law, political science, international relations, social sciences, or related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A minimum of five years of relevant work experience is required. Experience in training design and delivery is required. Knowledge of UN policy frameworks on disability inclusion is required. Experience of mainstreaming disability issues in UN planning and programming is desirable.

Languages Fluency in oral and written English is required.
