Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Under the oversight of the Deputy Executive Director and Assistant-Secretary-General Resource Management, UN System Coordination, Sustainability and Partnerships, and the regular supervision of the Director DMA as well as guidance and coordination of the UN Women ERP Project Board, the Senior Enterprise Resource Planning (ERP) Project Manager & Change Management Advisor will determine the strategy and prepare the work plan to operationalize the institutional, managerial and business process transformation to leverage the opportunities and mitigate the risks of transitioning to a new ERP.

The Senior ERP Project Manager and Change Management Advisor will further be the primary responsible for the management of the non-IT aspects of the new ERP project including aspects of organizational change and readiness for the ERP system, among other things, ensuring strategies and workplans are in place for training, communication and required updates of organizational policies, procedures and processes. Finally, s/he will coordinate with the technical (IT) ERP Lead and Project Team on project planning and implementation coordination.

The Senior Enterprise Resource Planning (ERP) Project Manager & Change Management Advisor will work in close consultation and collaboration with a wide range of clients and stakeholders throughout UN Women including the organizational Change Management team as well as external partners in the implementation of the ERP to promote critical thinking and innovation to design simplified and streamlined processes that will strengthen and enhance organizational performance and efficiency.

NOTE: The duration of the assignment is for 364 days. Whereas an external candidate will be offered a temporary appointment, subject to release agreements, staff members in UN Women may be administered as a temporary assignment and staff members in the UN Common system may be administered under a loan arrangement.

Duties and Responsibilities

Provide strategic vision and leadership in Project Management, strategies, and ERP workplans including leveraging the transformation and change opportunities emanating from the project and mitigating its risks:

  • Identify strategic issues, opportunities and risks and give high level advice to executive leadership as needed;
  • Communicate and manage links between the Organization's strategy and the expected benefits of the project’s opportunities of cloud-based ERP and allied sub-systems;
  • Provide tactical leadership in the development and strengthening of strategic relationships with business owners and collaborate with the Project Board to drive business process changes and simplification;
  • Monitor, track and control outcomes to resolve issues, conflicts, dependencies and critical path deliverables;
  • Oversee and facilitate process improvement discussions between business owners, build project momentum and manage escalations to the Project Board;
  • Engage and manage business owners and focal points across the Organization globally and provide them with updates;
  • Ensure solutions are proposed and implemented that address the Organization’s goals and are in line with industry best practices;
  • Advise and review on potential business process transformation opportunities generated by ERP project functionalities offered; related potential organizational effectiveness or process efficiencies. Identify processes for re-engineering.

Manage the assigned ERP Project Implementation team including co-managing team members assigned to Business Process Owners:

  • Provide support to personnel in the achievement of project objectives and actively participate in timely planning and assessing staff performance.
  • Provide guidance and performance feedback to line managers of staff working on the project.
  • Manage the financial resources allocated to the project ensuring they are properly invested.
  • Plan efficient and effective deployment of human and financial resources including as necessary recruitment and procurement of additional resources.
  • Identify and integrate efficiency gains and cost reductions in all operations.

Coordinate organizational change and readiness, cross functional and bridging roles

  • Serve as ERP Change and Transition lead and Coordinator between ERP implementation teams and technical experts to promote clear understanding of (existing) system functionality and how this translates to ERP functionality and throughout all stages of systems implementation including end user training, change management and roll out and post production support;
  • Manage and coordinate cross technical and common application issues to ensure seamless and integrated processes and procedures are developed for ERP;
  • Coordinate and integrate the work and efforts of the ERP project implementation teams;
  • Resolve day-to-day project planning and coordination issues with service vendors, stakeholders and other clients;
  • Establish and coordinate necessary ERP system collaboration with other UN System Organizations and UN Women partners.

Risk management

  • Design, implement and manage an overall risk management process for the ERP implementation, including identifying, assessing and helping to mitigate risks related to the implementation of the project.
  • Monitor and report on effectiveness of program risk framework, related controls and indicators to the Project Board.
  • Help address dependencies among business streams as well as overall progress of the ERP project and resolve any issues during the project.

Lead the development of ERP project plans, budgets and implementation coordination

  • Lead the coordination with the IT Technical lead on the development of ERP project plans, budgets and implementation coordination;
  • Provide input to and review implementation plans, component plans, contingency plans, milestones, dependencies etc. attached to the project’s high-level deliverables;
  • Provide input to and review project budgets to ensure they are based on outputs and deliverables and clearly linked to milestones and project phases.

Lead Knowledge management and training initiatives:

  • Determine and establish effective means of measuring and assessing the impact and achievements of management changes for future ERP enhancement and update;
  • Promote critical thinking and advocate for innovative approaches for process and systems design and contribute to the development of knowledge products and tools to promote good practices and processes;
  • Lead and coordinate the institutionalization and documentation of best practices and knowledge learned and ensure wide dissemination for the use and application of practitioners/stakeholders throughout the organization;
  • Lead the organization and facilitation of workshops and trainings to ensure ERP is effectively launched, understood and appropriately used by stakeholders.

Required Skills and Experience

Education:

  • A Master’s degree in business administration, management and other related field is required. An equivalent combination of education and relevant experience may be considered.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

The following qualifications are desirable:

  • Change Management Certification.
  • Project Management Certification (Prince2; PMI).
  • Programme Management Certification.
  • Portfolio Management Certification.
  • IT related PM certification an asset.

Experience:

  • A minimum of 15 years of experience that combines strategic and managerial leadership in complex programme and project planning, design development and implementation, in a large and/or international institutions and/or corporations in international development context and/or developing countries is required.
  • Experience in strategy development and implementation.
  • Experience with cloud software projects.
  • Experience with leading a team.
  • Experience in the UN system organization and agencies, is an advantage.

Languages:

  • Fluency in English, including excellent drafting and editing skills.
  • Knowledge of another official UN language is an asset.
