Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, humanitarian action, human rights and peace and security. UN Women provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.

One of UN Women’s key programme areas worldwide and in the country of Georgia is women’s economic empowerment. UN Women Georgia is implementing the Women’s Economic Empowerment in the South Caucasus (WEESC) Project with funding from the Swiss Agency for Development and Cooperation (SDC) and Austrian Development Cooperation (ADC). The overarching goal/impact of the project is to ensure that women, particularly the poor and socially excluded, in Armenia, Azerbaijan and Georgia are economically empowered and participate in relevant decision-making. Output 2 and Output 3 of the WEESC Project focus on legislative and policy frameworks and the gender-responsive programs, public services, strategies and plans delivered by the government and public institutions to support women’s economic empowerment in Georgia.

One of the key state partners of the project is the Ministry of Environmental Protection of Agriculture of Georgia and its Non-commercial Legal Entity Rural Development Agency (RDA). UN Women facilitated a Participatory Gender Audit (PGA) exercise for RDA in 2019 which looked at whether internal practices and related support systems for gender mainstreaming are in place and effective at RDA and reinforce each other; identified the gaps and challenges, in terms of effective gender mainstreaming and generated recommendations for addressing them.

One of the recommendations of the PGA is to create a post of a Gender Adviser at the RDA who will work for the agency and mainstream gender into policy documents, manuals, procedures and guidelines of the agency. As a follow up on recommendations of PGA, UN Women and RDA signed a Memorandum of Understanding on September 18, 2020 In order to support the achievement of the results spelled out in the Memorandum of Understanding, UN Women Georgia Country office would like to hire a Project Analyst / Gender Adviser for RDA.

Duties and Responsibilities

The Project Analyst will carry out the following functions under the direct supervision of WEE Programme Analyst:

  • ensure that the RDA has its internal gender equality strategy and an action plan that is greatly informed by the findings and recommendations of the PGA as well as the Parliamentary Thematic Inquiry and other relevant international and national commitments of the Government of Georgia;
  • facilitate the establishment of an effective institutional mechanism within the RDA for mainstreaming gender into its programmes, policies, practices and communication interventions of the entity as well as for supporting RDA in delivering on its national and international gender equality and women’s economic empowerment commitments;
  • mainstream gender in the entity’s all relevant policies’, programmes’ and action plans’ implementation, monitoring, and evaluation processes (as relevant);
  • ensure entity’s active engagement in the implementation of national gender equality and women’s empowerment policies (Action Plans) as well as in the work of the Inter-agency Commission on Gender Equality Violence against Women and Domestic Violence;
  • support capacity development interventions of the RDA staff in the areas of gender equality, women’s rights and women’s economic empowerment issues;
  • support RDA in setting up sex-disaggregated data collection and analysis system;
  • support the entity in operationalizing the sexual harassment complaints mechanism and raising awareness of staff;
  • establish effective cooperation and communication mechanisms with all the relevant departments of RDA, but also other governmental structures;;
  • establish effective cooperation and communication mechanisms with non-governmental organizations, especially organizations working on women’s rights in Tbilisi and in regions of Georgia;
  • actively participate in generating data on the situation (needs and priorities) of women entrepreneurs in Georgia;
  • mainstream gender in the work of regional branches/hubs of RDA (when established);
  • supporting communications department in promoting women’s entrepreneurship through RDA’s outreach and communication interventions, including but not limited to promotion of female entrepreneur role-models;
  • organize regular outreach meetings in the regions to inform grassroots women and women entrepreneurs on RDA’s funding opportunities;
  • Perform other relevant duties as required.

Required Skills and Experience

Academic Background:

  • Bachelor’s ’s degree or equivalent in gender/women's studies, international development, economics, law or a related field;
  • Master’s degree or equivalent in gender/women's studies, international development, economics, law or a related field will be an asset.

Relevant work experience:

  • Minimum 3 years of relevant work experience in development programme/project implementation, research, monitoring and evaluation, donor reporting and capacity building
  • At least three years of work experience on women’s issues. Experience of work on women’s economic empowerment issues will be an asset
  • Experience coordinating and liaising with government agencies, CSOs and/or donors is an asset

Languages:

  • Fluency in English and Georgian
