Background

Violence against women and girls (VAWG) is one of the most widespread, persistent and devastating human rights violations in the world today, including the Caribbean. It is a major obstacle to the fulfilment of women’s and girls’ human rights and development and therefore a threat to the achievement of the Sustainable Development Goals (SDGs).

The Spotlight Initiative is a global partnership launched in 2017 between the United Nations (UN) and the European Union (EU) to eliminate all forms of violence against women and girls in support of the 2030 Agenda on Sustainable Development. The 500 million Euro Initiative provides a model for partnerships with donors, civil society, and the UN to deliver on the SDGs in a comprehensive manner leveraging comparative expertise. SDG 5 and the achievement of gender equality are placed at the centre of efforts (alongside Goal 16) with the aim to provide an enabling environment for the implementation of all goals. Within the UN, the Spotlight Initiative will operationalize the UN development system reforms and model a new way of delivering on the SDGs in an integrated way, leveraging collaborative advantages.

In the Caribbean, the Spotlight Initiative focuses on family violence through six key pillars: 1/. developing and implementing relevant legislation and policies, 2/. strengthening national and sub-national institutions, 3/. preventing violence through evidence-based programmes and campaigns, 3/. establishing and strengthening essential services for victims and survivors, 5/. ensuring the collection and use of prevalence and incidence data, and 6/. partnering directly with women’s movements and civil society. There are six (6) national Spotlight Initiatives in Haiti, Jamaica, Guyana, Belize, Trinidad and Tobago, and Grenada.

Complementing these six Country Programmes, the Spotlight Regional Programme will support and enhance a regional approach to eliminating Family Violence aimed at adding value, maximizing investment, and contributing to the scale, sustainability, visibility, lessons learnt and replication of programming throughout the region. The Regional Programme contributes to four out of the six Spotlight Programme Strategy pillars, namely: Pillar 2/. strengthening national and sub-national institutions, Pillar 3/. preventing violence through evidence-based programmes and campaigns, Pillar 5/. ensuring the collection and use of prevalence and incidence data and Pillar 6/. partnering directly with women’s movements and civil society. The Spotlight Regional Programme total funding is US $ 11.3, which includes contributions from the implementing UN agencies: UN Women (Technical Coherence Agency), UNDP UNFPA and UNICEF as Recipient UN Organizations (RUNOs) and Programme will be implemented also in collaboration with ECLAC, ILO and PAHO as Associate UN Agencies. The Regional Programme will work with regional institutions: CARICOM, OECS, CDB, CXC, CDEMA, CAJO as well as with various regional CSO networks to address in a synergistically manner the challenges that hinder regional progress towards the achievement of SDG 5.

Supervision and coordination:

The Spotlight Programme Coordinator and Technical Coherence has a dual reporting line, : under the overall oversight and direct reporting to the UN Resident Coordinator for Barbados and the Eastern Caribbean as responsible Resident Coordinator for the overall programme performance and accountability of the Spotlight Regional Programme, and a matrixed reporting line to the UN Women MCO Caribbean Representative as Technical Coherence Agency, the Spotlight Regional Programme Coordinator will support the RC’s leadership role and coordinate the overall implementation of the Regional Programme by ensuring strategic coherence and coordination of the programme’s results within each specific pillar as well as across all four Recipient UN Agencies (UN Women, UNDP, UNFPA and UNICEF) and with all involved implementing partners. He/she will be responsible for the overall planning, coordination, implementation, monitoring and evaluation, communication and visibility and knowledge management of the Regional Programme.

The Spotlight Programme Technical Coordination Specialist will support and work closely with Heads of UN Agencies (RUNOs and Associate Agencies) promoting a One UN approach of the Regional Programme results in close collaboration with implementing partners representatives/focal points: Government officials, multi and bi-lateral donors and civil society. He/she will also work collaboratively with UN Resident Coordinators across the Caribbean to ensure they are informed of cross-country exchanges.

The Spotlight Programme Technical Coordination Specialist will be situated in the UN Resident Coordinator’s Office. He/she will provide technical guidance and supervise the Programme Management Unit, a team comprised of a Monitoring and Evaluation Officer, Communications Officer and a Programme Finance Assistant. Along with the PMU and Agencies’ technical specialist support, the Spotlight Technical Coordination Specialist will ensure that activities are carried out in accordance to the Regional Programme Document ensuring high quality of results and promoting best practices and innovative approaches.

This position will be supervising 3 staff within the Programme Management Unit.

Duties and Responsibilities

Oversee and manage the implementation of the Spotlight programme:

  • Report to the UN Resident Coordinator for Barbados and the Eastern Caribbean and UN Women MCO Representative on the programme overall performance and results of joint workplans;
  • Ensure the set-up of programme oversight, reporting and quality assurance mechanisms in accordance to the Regional Programme document;
  • Finalize the annual workplan and budget and manage their implementation;
  • Establish an adequate financial monitoring and reporting mechanism and advises on required financial revisions for successful results implementation;
  • Manage the technical implementation of the programme, monitoring implementation of activities at all stages, paying special attention to the analysis of risks and other difficulties, initiate remedial actions when necessary;
  • Develop systems and processes necessary for the tracking, planning and execution of all project activities and project-related governance structures;
  • Provide periodic reports and secretariat support to the Regional Programme Steering Committee and the Civil Society-National Reference Group;
  • Organize Technical Team meetings, project review and/or evaluation meetings, as needed;
  • Support the organization of joint annual EUD-UN-Government monitoring missions;
  • Provide guidance to staff and partners on Results Based Management tools and performance indicators;
  • Manage the submission of implementing partner financial and narrative reports and facilitate the independent Mid-Term Review and final evaluation;

Provide technical assistance, programme development advisory services, and capacity development to Spotlight initiative Technical Team and project/programme partners:

  • Coordinate with all key partners including at the UN, regional institutions, donor and women´s organizations, NGOs to ensure harmonization of Spotlight activities and interventions across all pillars, identify synergies and areas of complementarity and make proposals for connectivity across pillars;
  • Oversee and provide technical leadership on capacity-building of partners and the Spotlight Initiative Technical Team on implementation approach and strategy to ensure alignment with theory of change, results framework and programme principles;
  • Provide technical advisory services and guidance on best practice in tackling family violence and other forms of gender-based violence promoting innovative approaches;
  • Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners
  • Organize periodic consultations with RUNOs, Associate UN agencies, regional institutions, women leaders, human rights experts and other key stakeholders, to gather inputs on programme design and implementation, as necessary;

Build strategic partnerships and support in developing resource mobilization strategies:

  • Advise and support the UN Resident Coordinator for Barbados and the Eastern Caribbean in his engagement with regional level institutions and stakeholders.
  • Advise the UN RC for Barbados and the Eastern Caribbean and UN Women MCO Representative on potential strategic partnership opportunities for resource mobilization;
  • Establish and maintain relations with regional institutions, donor, women´s movement, civil society organizations, project implementation partners and any other stakeholders to achieve active collaboration, cooperation and strategic alliances on programme implementation;
  • Develop and implement partnership and resource mobilization strategies to support implementation and expansion as well as sustainability of the Spotlight Programme;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

Manage advocacy, knowledge management and communication efforts:

  • As designated, represent the Spotlight Regional Programme in the Caribbean in regional, global and national meetings, events and policy dialogues on issues related to Family Violence, GBV and the Spotlight programme as delegated;
  • Develop and review background documents, briefs and presentations related to Family Violence /GBV or on delivery and results of Spotlight Programme;
  • Lead and manage advocacy and communication efforts (in collaboration with RCOs and RUNO´s);
  • Develop knowledge management strategies, products and methodologies on Spotlight Regional Programme in the Caribbean, Family Violence/GBV to collect and document good and promising practices;
  • Manage the process of collecting and sharing lessons learned to guide programme improvement and strategy planning;

Required Skills and Experience

Education:

  • Master’s degree in international development, public administration, public policy, human rights, gender/women´s studies or other relevant social science fields is required; a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification would be an added advantage.

Experience:

  • At least 7 years of progressively responsible professional experience in design, planning, implementation, monitoring and evaluation of development projects with a strong focus in the area of violence against women, gender equality and women’s empowerment at the national or international level, preferably in the Caribbean or Small Island Developing States within the UN system, Agencies, Funds or Programmes;
  • Demonstrated Technical experience on family violence/intimate partner violence/ domestic violence;
  • Experience in Coordinating Joint Programmes/Interagency or Intersectoral Programmes is a strong asset;
  • Experience coordinating and liaising with government agencies, regional institutions, civil society organizations and donors;
  • Experience in leading/managing a team is an asset;
  • Experience working in the UN System is an asset;
  • Field based experience working with multi-cultural teams.

Languages:

  • Fluency in English is required;
  • Knowledge of French, Haitian, Saint Lucian or Dominican Kreyol is an asset.
