Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The MCO Caribbean 2022 -2025 programme builds on the works of the 2017-2021 Strategic Note with a focus on the Normative Framework (Proposed Outcome 1), Women’s Economic Empowerment (Proposed Outcomes 2 and 3), Ending Violence against Women and Girls (Proposed Outcome 4) and Climate Change and Disaster Risk Resilience (Proposed Outcome 5). All the Outcomes like the SDGs are interconnected and interrelated. The MCO will focus on Governance and Participation in Public Life across all Outcome Areas and Peace and Security within the context of Outcomes 4 and 5. The programme will be implemented both at the regional and multi-country level.

Based at the UN Women MCO – Caribbean in Barbados, the Gender Equality Programme Specialist will support the implementation of the Build Back Equal project in collaboration the OECS Commission and other relevant national partners. The Build Back Equal project applies a comprehensive approach to addressing the barriers women face to economic empowerment and providing increased sustainable opportunities for women’s economic growth.

Reporting to the Representative, MCO Caribbean, the Programme Specialist, Gender Equality exercises overall responsibility for planning, implementing, and managing UN Women interventions under their portfolio. The Programme Specialist works in close collaboration with the programme and operations team. UN Women HQ staff, Government officials, the OECS Secretariat and civil society ensuring successful UN Women programme implementation with the OECS under the Women’s Economic Empowerment portfolio.

Duties and Responsibilities

1. Design and develop relevant programme strategies in the area of Gender Equality and Gender Mainstreaming

  • Support draft inputs to country strategy documents, briefs, policy dialogue and other documents related to Women’s Economic Empowerment.

2. Coordinate the implementation and management of the Gender Equality and Women’s Economic Empowerment programme

  • Finalize the annual workplan and budget and manage their implementation;
  • Manage the technical implementation of the programme/project; ensure synergies with other teams;
  • Manage the submission of implementing partner financial and narrative reports;
  • Provide guidance to personnel and partners on Results Based Management tools and performance indicators;
  • Organize Project Steering Committee, project review and/or evaluation meetings, as needed.

3. Manage technical assistance and capacity development to project/programme partners

  • Manage the implementation of technical advice and guidance;
  • Develop and implement technical tools, and initiatives relevant to the programme;
  • Build and manage relationships with national partners to support implementation and expansion of Gender Equality and Women’s Economic Empowerment programme; respond to any potential problems;
  • Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners.

4. Manage the monitoring and reporting of the programme/ project

  • Manage the monitoring of programme/ project implementation and finances using results based management tools;
  • Oversee field missions and review reports on monitoring missions;
  • Write quarterly reports and donor reports, focusing on results, output and outcomes;
  • Contribute to office donor and UN Women reports.

5. Build partnerships and support in developing resource mobilization strategies

  • Support the development and implementation of partnerships and resource mobilization strategies for the National Gender Machineries in Saint Lucia, Dominica, Grenada and St Vincent and the Grenadines and the OECS Secretariat on GEWE;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

6. Contribute to coordination on Gender Equality and Women’s Economic Empowerment to achieve coherence and alignment of programmes

  • Provide technical support to the OECS Director General in collaboration with the following OECS Staff and Units: Gender Officer, Health Unit, Social Development Unit and Statistical Services Unit, on project coordination related activities by attending meetings, events, and participating in groups and committees;
  • Provide technical support to the Bureau of Gender Affairs in collaboration with the Project Coordination Analyst on project coordination related activities by attending meetings, events, and participating in groups and committees;
  • Coordinate quarterly regional coordination meetings of relevant projects;
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts.

7. Manage advocacy, knowledge building and communication efforts

  • Develop and review background documents, briefs and presentations related to Gender Equality and Women’s Economic Empowerment;

  • Develop advocacy strategies and oversee their implementation;

  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Develop knowledge management strategies, products and methodologies on Gender Equality and Women’s Economic Empowerment.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage.

Experience:

  • At least 7 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects;
  • Technical experience in Gender Equality and Women’s Economic Empowerment;
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience in the OECS is an asset;
  • Experience with Small Island Developing States is an asset;
  • Experience working in the UN System is an asset;
  • Experience in leading/managing a team is an asset.

Language Requirements:

  • Fluency in English is required;
  • Working knowledge of another official UN language is an asset.
