Background

The duration of the assignment is until 31 August 2022. Whereas an external candidate will be offered a temporary appointment, subject to release agreements, staff members in UN Women may be administered as a temporary assignment and staff members in the UN Common system may be administered under a loan arrangement.

UN Women’s Civil Society Division plays a key role in helping to drive commitment and action on gender equality, women’s rights and women’s empowerment through its partnership and engagement with civil society across the globe. The crucial contribution of civil society organizations in the advancement of gender equality, women’s empowerment and women’s rights, the role of civil society and the women’s movement as partners, supporting UN Women’s leadership, is seen as fundamental in the full realization of gender equality, women’s rights and women’s empowerment. UN Women has a unique and critical role in engaging civil society and partnership building with women’s organizations as stakeholders to achieve gender equality and women’s empowerment and the Civil Society Division helps drive this partnership.

UN Women’s Civil Society Division works to strengthen civil society’s historically crucial role in leading global action on gender equality including promoting reform, influencing policies, monitoring and upholding accountability of duty bearers.

Under the guidance and supervision of the Deputy Director – Civil Society Division, the Programme Manager- Field Engagement Specialist the is responsible for providing strategic support to ensure movement building and civil society support with UN Women field offices. The Programme Manager will manage and implement the overall stakeholder engagement strategy for movement building and sustainability efforts; both with external actors and internal UN Women colleagues, with the aim of building an extensive network of civil society supporters and allies. The Programme Manager will support the transformative programming of movement building and civil society at the field level.

The Programme Manager is an HQ function operating from Istanbul and will work closely with all UN Women Regional Offices and in full coordination with UN Women’s relevant HQ Divisions, including Programme, Policy & Intergovernmental Division (PPID), Strategic Partnerships Division (SPD), UN System Coordination Division and Executive Director Office (EDO).

Duties and Responsibilities

Manage the development and implementation of the Civil Society Division’s Movement Building strategy:

  • Manage the development and implementation of an inclusive engagement strategy of relevant stakeholders including Member States, civil society, UN System, private sector, donor community, academic and influencers to support to the successful implementation of the Division’s Movement Building stakeholder engagement and expansion strategy.
  • Identify relevant actors, and mapping touchpoints for strategic engagement, in close collaboration with UN Women’s relevant Divisions including Programme, Policy & Intergovernmental Division (PPID), Strategic Partnerships Division (SPD), Coordination Division and the Executive Director Office (EDO).
  • Develop tailored narratives for engaging different stakeholders; with specific focus on underrepresented regions, outlining their opportunities for engagement to support consensus building efforts aligned with Agenda 2030 and in line with the Secretary General’s Common Agenda.
  • Partner with feminist civil society including youth for deeper engagement in inter-governmental processes through the multi-stakeholder approach, including in UN General Assembly (UNGA), Human Rights Council (HRC), High Level Political Forum (HLPF) among others.
  • Strengthen programming capacities of field colleagues to better co-create transformative programming with civil society partners.

Provide programmatic and coordination support to support expansion of UN Women’s engagement with civil society at the field level:

  • Develop initiatives to create an enabling environment and develop a programming strategy to create the eco-system of movement growth and sustainability, including through knowledge sharing and best practices with coordination of Regional Focal Points.
  • Provide substantive and coordination support to Regional Offices to initiate political dialogues and regional convenings with key stakeholders in support of expanding UN Women’s partnership with civil society; ensuring a co-created approach at the regional and country level; including through engagement of regional commissions.
  • Provide substantive support to UN Women colleagues and Regional Focal points to support their understanding and engagement of work with civil society actors, including by delivering webinars, on-line and face-to-face sessions, and coordinating the production of tools and materials as needed.

Provide substantive and coordination support to internal and external mechanisms to expand and scale Civil Society’s partnership with UN Women:

  • Manage the provision of substantive and technical support on issues as appropriate, to facilitate UN Women representation with internal and external stakeholders.
  • Provide substantive inputs and write briefing notes, talking points, presentations, and other briefing materials for senior management meetings, and events.
  • Provide coordination support on key consultations to internal and external stakeholders, including donors, members of the Senior Management Team and others (eg. ED’s meetings with civil society at regional levels).
  • Coordinate preparations for the CSD Director’s participation in meetings and missions/key events.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in one of the following disciplines: social sciences, political science, international relations, business administration or management, public administration, or other related fields.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 7 years of progressively responsible varied experience with international organizations.
  • Experience in or with the United Nations system.
  • Experience working with Civil Society and UN partnership required.
  • Previous experience in supporting multi stakeholders’ engagement, strategic planning and coordination functions will be considered as assets.
  • Experience working with civil society at the field level is an asset.

Languages:

  • Fluency in English is required.
  • Knowledge of the other UN official working language is an asset.
