Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Violence against women and girls (VAWG) is among the most pervasive and serious violations of human rights, with inextricable links to broader peace and security. Globally, one in three women have been subjected to violence; the global cost of violence against women has been estimated at approximately US$ 1.5 trillion.

Against this background, Spotlight Initiative was launched in 2017 as the world’s largest effort to end violence against women and girls (EVAWG). A pooled fund of the United Nations (UN) system, Spotlight Initiative is an SDG Accelerator, a United Nations High Impact Initiative to deliver on the 2030 Agenda and a model for localization, unifying communities, civil society, governments, donors, and experts under a common approach rooted in local needs. Spotlight Initiative is also a model for operationalizing the UN Development System reforms.

Spotlight Initiative has over 6 years, delivered proof of concept across 25 countries and 5 regions and will now scale up to greater investment and reach, bringing on board new countries and new partnerships. The Initiative will deepen its "whole-of-society" approach, placing the goal of ending violence against women and girls at the center of national development priorities. Spotlight Initiative promotes a multi-sectoral approach to the complex issue of violence against women and girls and its variety of root causes. The Initiative's workstreams include four main pillars: 1. Laws, policies, and institutions; 2. Prevention and social norms change; 3. Response and services for survivors and perpetrators’ accountability; and 4. Support to civil society and women’s movements.

Under the leadership of the Executive Office of the UN Secretary-General and following the guidance received from the Spotlight Initiative’s Governance Mechanisms, the day-to-day management of the Spotlight Initiative is led by a Secretariat, housed within the Development Coordination Office (DCO) with a reporting line to the Executive Office of the Secretary-General and servicing the whole UN System.

The Secretariat's core technical responsibilities are to support the design, implementation, and monitoring of comprehensive and effective country programmes on EVAWG, to contribute to increased global awareness, knowledge sharing, and networking on EVAWG as well as to ensure that the achievements and results of the Spotlight Initiative are expanded and sustained. Specifically, the Secretariat is responsible for the following outputs: 1) data and research on GBV and various forms of violence at global and regional levels is enhanced and disseminated; 2) technical package in line with the Spotlight Initiative model, and evidence-based strategies, knowledge, and tools on violence against women and girls is consolidated and made available for new programmes and advocacy purposes 3) global and regional strategic partnerships are expanded to advance efforts on ending gender-based violence, including through communication, behavior change strategies, events, and campaigns; and 4) increased expertise at country level to ensure the development and sustainability of comprehensive programmes to end violence against women and girls in line with Spotlight Initiative model.

Under the supervision of the Technical Specialist, the Programme Analyst will provide programmatic and coordination support to civil society engagement for Spotlight Initiative. S/He will also support the development and roll-out of tools and resources on EVAWG programming, civil society engagement, monitoring and evaluation as well as knowledge exchange activities.

Duties and Responsibilities

Provide programmatic and coordination support to the Global Civil Society Global Reference Group (GRG) and Civil Society engagement with the Spotlight Initiative

  • Support and coordinate the Global Reference Group with the implementation of the Group’s work including its advocacy, communication, shadow reporting, and monitoring work, and manage the group’s budget and expenditures.
  • Support the GRG Selection Committee with the recruitment of new members and ensure meaningful and robust civil society engagement in the Spotlight Initiative.
  • Support civil society participation in global and regional EVAWG convening, building new global and national partnerships and networking.
  • Prepare and provide the necessary support and guidance to the civil society participation in the governance bodies of the Spotlight Initiative.
  • Organize quarterly calls, annual retreats, gatherings, and other meetings with strategic partners.

Provide coordination support to the meaningful engagement of Civil Society Regional and National Reference Group members of the Spotlight Initiative

  • Provide coordination support to thein-person regional, national, and global gatherings of reference groups to share best practices and lessons learned from Spotlight Initiation on civil society engagement for EVAWG programmes.
  • Contribute to the development and roll out of capacity-building tools for Reference Group members to continue advising and partnering with the UN on EVAWG programmes.

Provide support to civil society engagement in the co-design of Spotlight Initiative fund, and other relevant UN initiatives and funds.

  • Organize consultations of civil society reference groups and broader civil society on the design of the Spotlight Initiative 2.0 and EVAWG fund.
  • Coordinate recommendations/standards/principles from civil society and facilitate dissemination and integration with Spotlight Initiative strategy.
  • Organize capacity-building workshops with civil society reference group members to strengthen engagement in the Spotlight Initiative programming, and beyond.
  • Support civil society reference groups’ engagement in the co-design of a new country and regional Spotlight Initiative programmes.
  • Organize regular engagement and support synergy with relevant UN initiatives on civil society, including the UN Trust Fund on EVAW, and the UN Women A.C.T programme towards a harmonized strategy of civil society engagement in EVAWG programming.

Provide support to the development and roll out Spotlight Initiative Civil Society engagement tools for EVAWG programming support knowledge exchange and documentation of lessons learned.

  • Coordinate consultations and workshops on the Grassroots Action Plan (GAP), and support rollout to strengthen better reach and engagement of local and grassroots organizations in the Spotlight Initiative, other GBV programmes, and the broader UN system, and document lessons learned.
  • Support the global civil society reference group in monitoring and documenting reference group mechanisms and sharing evidence and lessons on EVAWG.

  • Support the rollout of Spotlight Initiative’s Participatory Monitoring and Evaluation approaches to ensure civil society and women’s organizations’ involvement in the monitoring of EVAWG interventions.

  • Coordinate and consolidate lessons learned from the first iteration of the Spotlight Initiative related to civil society engagement.
  • Provide inputs to the CSO advocacy action plans, briefing papers, key messages, and other materials to undertake joint collective and solidarity advocacy on the Spotlight Initiative.
  • Socialize and amplify the data from the Spotlight Initiative's various assessments, final evaluations, and other studies with Civil Society actors.

FUNCTIONAL COMPETENCIES:

  • Experience in programme/project management in the field of social justice, gender or GBV

Required Skills and Experience

Experience:

  • Master’s degree (or equivalent) in gender studies, social sciences, public policies, or relevant social science or related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum of 2 years of professional experience in project management related to social justice, gender/EVAWG is required.
  • Experience in civil society engagement in GBV/gender initiatives is required.
  • Good understanding of human rights-based and LNOB approaches to gender/EVAWG programming is required.

  • Experiencing in advocacy, capacity development knowledge management, and monitoring of gender/GBV programmes is desirable.

  • Strong coordination and facilitating skills for regional and global gatherings is highly desirable.
  • Familiarity with the UN system is desirable.
  • Excellent analytical and strong written and verbal communication skills is desirable.

Languages:

  • Fluency in English is required.
  • Knowledge of another UN official working language is desirable (French, Arabic, Chinese, Russian or Spanish).
