Background

The Policy, Programme and Intergovernmental Division (PPID) provides global support to UN Women offices at Headquarters and in all field locations to deliver results in support of UN Women’s Strategic Plan 2022-2025 and internationally agreed goals on gender equality and the empowerment of all women and girls, including the Beijing Declaration and Platform for Action and the 2030 Agenda for Sustainable Development. he Division provides intellectual and strategic leadership on normative support and the delivery of integrated policy and programme advice, including through policy analysis and gender mainstreaming. The Division leverages innovation, knowledge management, and cutting-edge technical expertise to support UN Women programmes and to build the capacity of partners to deliver results on gender equality and the empowerment of all women and girls.

The work of UN Women’s Ending Violence against Women (EVAW) Section is focused on a comprehensive approach to ending violence against women that addresses legislation and policies, prevention, services for survivors, research and data, creating safe public spaces in different settings and strengthening women’s rights movements to end violence against women. The Generation Equality Action Coalition on GBV has galvanized governments, CSOs, international organizations, philanthropies and the private sector to deliver transformational progress towards the elimination and prevention of GBV through four concrete actions: (1) Creating enabling policy, legal and resource environments; (2) Scaling up evidence driven prevention programming; (3) Scaling up comprehensive, accessible and quality services for survivors; and (4) Enabling and empowering autonomous girl-led & women’s rights organizations to exercise their expertise. In this context UN Women is partnering with the EU and the UN Trust Fund to implement a new programme to strengthen women’s rights movements, coalition building and advocacy to end gender-based violence against women and girls.

Under the supervision of the Chief of the EVAW Section, the Policy and Programme Management Specialist is responsible for overseeing the management, development, implementation, monitoring and reporting of this new programme as well as for managing the human and financial resources of the team. This includes providing technical support to the implementation of the Regional components of the programme, overseeing the monitoring of progress against mutually agreed results frameworks and performance indicators, monitoring all compoments of the programme’s financial situation to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results, reviewing and developing partnerships and resource mobilization strategies; and leading knowledge management efforts. The Policy and Programme Management Specialist will also be responsible for establishing and strengthening partnerships with civil society and women’s rights organizations, regional and global organizations and human rights mechanisms, member states and other multi-stakeholder actors to advance the objectives of the programme, coordinate policy advocacy actions and develop relevant knowledge products on ending violence against women and girls.

Duties and Responsibilities

1. Oversee the development of UN Women programming focused on strengthening women’s rights movements, coalition building and advocacy to end violence against women and girls

  • Advise and guide the development of regional and country level programming including design and formulation of programme/ project initiatives;
  • Review and provide feedback to ongoing projects/ programmes on related strategies and documents, workplans, case studies, and related knowledge products and publications;
  • Provide strategic and specialized technical advice on the development of systems, processes and mechanisms to support programme planning, implementation, monitoring and progress reporting;
  • Review and evaluate proposals and oversee the preparation of donor proposals and reports;
  • Finalize policy documents, briefs and other strategic papers/ materials for the use in the development and presentation of policy and programmatic positions.

2. Manage and oversee the implementation of global and regional programme

  • Assess annual work plans and provide recommendations to assure compliance with programme goals and results based indicators;
  • Analyze and ensure alignment of project budgets with logical framework matrices and work plans;
  • Oversee programme quality control and identification of potential challenges;
  • Ensure all regions and business units have aligned programme plans with operations plan.

3. Oversee monitoring and reporting of programme

  • Review and recommend programme monitoring standards, criteria, and other indicators for measuring and assessing progress/results;
  • Oversee the monitoring of progress against mutually agreed results frameworks and performance indicators;
  • Gather information and prepare reports on progress of programme implementation for; prepare technical reports;
  • Provide technical support in the preparation of audits and follow up on the implementation of audit recommendations;
  • Develop, coordinate and provide training on results-based management to staff involved in implementing the programme at HQ and Regional Offices.

4. Review budget management and manage people

  • Lead a team, perform staff performance reviews, ensure capacity development of staff members by suggesting development opportunities;
  • Monitor programme financial situation across regions/business units to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results;
  • Ensure effective information flow, communication and coordination between offices, programmes and projects.

5. Oversee the design of research, policy advocacy and campaigning initiatives and the development of relevant knowledge products under the programme

  • Provide policy recommendations and guidance to strategic planning and positioning on EVAW priorities and strengthening women’s rights movements.
  • Oversee any research initiatives in line with the programme document to advance advocacy priorities of women’s rights organizations.
  • Research, develop and present analytical reports, research papers, briefing notes, background papers, summaries, correspondence, and knowledge products on ending violence against women.
  • Work with regional offices, communications team, women’s rights organizations and other partners to develop, design and implement advocacy actions and campaigns to advance the priorities of the programme.
  • Work closely with and provide advice to global/regional/ national bodies and interagency groups to influence policies, resolutions and other outcomes related to EVAW and women’s rights movements and where necessary represent UN Women;
  • Identify promising practices, technical expertise, and strategic opportunities in ending violence against women and strengthening women’s rights movements.

6. Establish and strengthen strategic partnerships with stakeholders particularly civil society, regional/international actors

  • Build and maintain alliances and coalitions with women’s rights organizations, civil society and other development partners to advance global and regional advocacy agendas to end violence against women and girls.
  • Ensure strong coordination and maintain close contact with the Generation Equality Action Coalitions, UN Women EVAW Section, the UN Trust Fund the Spotlight Secretariat and other UN agencies to ensure strong synergies in the implementation of advocacy actions and all other components of the programme.
  • Establish strong connections with relevant coalitions, thematic groups and alliances to advance collective advocacy priorities including but not limited to the Platform of Independent Expert Mechanisms on the Elimination of Discrimination and Violence against Women DVAW Platform, Global Alliance for Feminist Movements, the Group of Friends for the Elimination of Violence against Women and any other relevant partnerships or coalitions.

7. Develop resource mobilization strategies

  • Review and develop partnerships and resource mobilization strategies to advance the thematic area.
  • Finalize relevant documentation on donors and develop potential opportunities for resource mobilization;
  • Analyze and research information on donors and development partners, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing;
  • Produce periodic updates and briefs on progress and results of programme to support resource mobilization efforts.
  • Maintain close contact with relevant staff in UN Women HQ, regional and country offices.

8. Lead knowledge building and sharing efforts

  • Lead the process of identifying and synthesizing of best practices and lessons learned that are directly linked to the implementation of the programme and contribute to their global dissemination.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, Gender is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 7 years progressively responsible experience in designing and managing programmes and advocating for ending violence against women and girls ideally with some experience in developing countries;
  • Experience in policy analysis, and strategic planning in ending violence against women and girls.
  • Experience in programme management, including programme design, programme coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience working with, and building partnerships with governments, donors and civil society organizations internationally and in the field.
  • Experience in setting priorities, budgets, work plans, participating in programme development and programme/proposal writing;
  • Experience in coordinating and implementing advocacy campaigns in ending violence against women an asset.
  • Proven experience in leading teams effectively
  • Experience working with the UN is an asset;

Language Requirements:

  • Fluency in English is required;
  • Working knowledge of Spanish and/or French is an asset.
