About the UAE Liaison Office for the Gulf Cooperation Council (GCC)

The UAE Liaison Office for the GCC was inaugurated in 2016 to focus on 3 areas in terms of its mandate. These include advocacy for UN Women to drive its global mandate, resource mobilization for UN Women programs globally and coordination of partnerships to drive the work and strategic priorities of UN Women in the GCC region. The office acts as a liaison between UN Women globally and stakeholders in the GCC from the private sector, government, academia and non-profits. The office reports to UN Women global headquarters.

Under the direct supervision of the Head of the Liaison Office the Operations Associate carries out varied and inter-related operational, financial and logistical activities ensuring high quality and accuracy of work. The Operations Associate is results and client oriented producing administrative services of the highest quality in a timely and proactive fashion.

Duties and Responsibilities

Contribute technically to the operations in the liaison office in accordance with UN Women rules and regulations and policies and strategies:

  • Contribute to an annual workplan for the Operations Team and assist with its implementation and monitoring;
  • Provide substantive inputs to business process mapping and the establishment of internal standard operating procedures in all areas of the Operations Team’s functions;
  • Provide substantive inputs to the implementation of corporate, budget, financial, procurement, and HR policies and systems and support in the training of staff in liaison office these issues;
  • Provide technical support and guidance to liaison office on operational issues;
  • Ensure a continuous and up-to-date flow of information between the liaison office and SPD.

Contribute technically to the planning, expenditure tracking and auditing of financial resources in accordance with UN Women rules and regulations and policies and strategies:

  • Provide substantive inputs to the management of office and programme financial resources while exercising proper financial controls;
  • Review and verify accuracy and relevancy of the supporting documents for payments and financial reports;
  • Maintain data in Atlas;
  • Prepare for internal and external audits and coordinating implementation of audit action plan by drafting periodic status update reports and collating supporting documents.

Contribute technically to the provision of Human Resources services in accordance with UN Women rules and regulations and corporate policies and strategies:

  • Provide substantive inputs to recruitment processes and contract management; liaise with the HQ as necessary;
  • Administer and implement HR processes to ensure full compliance with corporate human resources policies and strategies;
  • Facilitate recruitment processes in accordance with the organization rules and regulations;
  • Administer contract management including appropriate use of different contractual modalities;
  • Help ensure proper administration of staff benefits and entitlements and ensure staff is advised on request on entitlements;
  • Keep track of the maintenance and implementation of the proper performance management and learning strategy for the office.

Contribute technically to procurement processes in accordance with UN Women rules and regulations and corporate policies and strategies:

  • Ensure full compliance of procurement activities with UN Women rules, regulations, policies and strategies; implementation of the effective internal control, proper functioning of a client-oriented procurement management system;
  • Prepare procurement plans for the office and support their implementation monitoring;
  • Review of procurement processes including submissions to the Procurement Review Committee;
  • Organize joint procurement processes for the UN Agencies in line with the UN reform;
  • Ensure proper management of UN Women assets, facilities and logistical services;
  • Identify and promote different systems and applications for optimal content management, knowledge sharing, information provision and learning including e-registry, web-based office management systems etc.

Contribute to knowledge sharing:

  • Ensure knowledge is shared and adequately applied between the Training Center and other LO in the region.

The key results have an impact on the overall effectiveness of the Regional Office Programme implementation and on the efficiency and effectiveness of the use of corporate resources, human, financial and material and the safety of staff and assets of UN Women. The key results also impact on the image of the organization and its ability to deliver on its mandate.

Required Skills and Experience

Education:

  • Secondary Education.
  • University Degree in Business, Administration and Finance, would be desirable, but it is not a requirement.

Experience:

  • 7 years of progressively responsible experience in administration, finance, procurement, human resources or logistic support services at the national or international level;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.)

Languages:

  • Fluency in English and Arabic language is required.
  • Working knowledge of another official UN language will be an asset.
