Background

Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The United Nations Trust Fund to End Violence against Women (UN Trust Fund) was established through the UN General Assembly Resolution 50/166 in 1996 with UN Women as its Administrator on behalf of the UN system. The UN Trust Fund (UNTF) is a global multi-lateral grant making mechanism supporting national efforts to prevent and end violence against women and girls, one of the most widespread human rights violations in the world. The UN Trust Fund provides technical assistance and funding to advance the development of innovative models and strategic interventions in the area of ending violence against women and girls. To date, the UN Trust Fund has awarded US $129 million to 426 initiatives in 139 countries and territories.

Under the supervision of the Chief of the UN Trust Fund, the Monitoring & Evaluation and Knowledge Management Manager will be responsible for leading and executing the UN Trust Fund’s knowledge management and monitoring and evaluation M&E strategy.

Duties and Responsibilities

1. Lead and execute the UN Trust Fund’s knowledge management and Monitoring and Evaluation (M&E) strategy

  • Lead the development of monitoring and evaluation policies and guidelines to ensure that the projects generate evidence and produce knowledge – including the management of centralized final project evaluations and advice to grantees on decentralized final project evaluations
  • Design and manage knowledge sharing events and the co-production of knowledge products based on lessons from the work of grantees – ensuring that grantees’ practice-based knowledge informs UN Women’s policy and programming
  • Identify and manage useful partnerships with donors, research institutions, universities or other networks involved in evidence on what works in the priority areas of women’s economic empowerment, political participation and leadership and ending violence against women and girls – with a focus on brokering useful partnerships for grantees to develop their own capacity in M&E and KM in a sustainable manner
  • Conduct high-quality and effective missions to monitor the work of grantees in country, and advise the team on conducting missions as well as tracking lessons and generating evidence from these
  • Produce data analysis and knowledge products on results and lessons arising from the work of grantees (from reports, evaluations and knowledge products) to support the communications and advocacy efforts (including analysis for the annual reports, contribution to the CSW report etc).

2. Lead on corporate performance monitoring and reporting and provide advice to the UN Trust Fund Chief on the strategy and grant-giving approach from an M&E perspective.

  • Ensure that the strategies of the UN Trust Fund are monitored regularly and the Results Frameworks are used effectively as a management tool to manage corporate performance
  • Produce technical reports on the UN Trust Fund Strategic Plan (2021-2025) and Results Frameworks and lead on the evaluations as specified by the UN Trust Fund.
  • Produce data analysis and visualization products on strategic results which can be used effectively for communications and resource mobilization
  • Provide technical advice on the design of the annual Call for Proposals to enhance its focus on results, high quality planning and to enable appraisal to ensure short-listed applicants align with the UN Trust Fund Strategic Plan.
  • Provide technical advice on proposals from short-listed applicants from an M&E perspective, to inform decision-making
  • Provide detailed, written feedback on the results and M&E sections of those grantee proposals which are selected for approval to ensure each grant has a solid foundation to begin project management
  • Act as a focal point for UN Trust Fund inputs and indicator reporting into UN Women’s Strategic Plan (2022-2025)

3. Lead and manage the capacity development for grantees to ensure that organizations funded have the skills necessary to manage projects effectively, monitor and report results

  • Design and lead the development of the capacity of grantees in project planning, management and monitoring and evaluation
  • Design and implement a curriculum of workshops and online webinars and training to transfer the skills and knowledge required on the project management procedures
  • Ensure that grantees comply with the mandatory requirements for effective project planning and M&E
  • Ensure that programming procedures and guidance on planning, M&E are up-to-date and informed by best practice and any changes in UN standards
  • Monitor the grantees performance and satisfaction with capacity development efforts, including through the implementation of an annual online satisfaction survey and post-workshop evaluation forms – and ensure any lessons learned lead to improvements.
  • Support Programme Specialists to identify grantees that may need additional capacity development support or advice and provide one-on-one coaching as necessary.

4. Oversee the design and management of information systems to track results and manage M&E and KM information, including SHINE Hub

  • Working with the Grants and Programme Manager and GMS Analyst, lead on enhancements to the current Grants Management System to ensure it is more user-friendly and results orientated
  • Lead on the design and roll-out of any new information systems and knowledge exchange platforms, including SHINE Hub.
  • Identify and design modules in the GMS and SHINE to ensure that data on results and lessons in a manner that can be effectively co-created and analyzed for use in decision making, communications or advocacy purposes.
  • Update all M&E guidance (on planning, monitoring, reporting and evaluation guidelines) and improvements made in accordance with new system design and areas that can be simplified and/or improved.

5. Manage the M&E team and ensure its effective functioning

  • Provide managerial direction, guidance and leadership to staff and provide performance feedback and coaching to staff under supervision
  • Manage the preparation of reports as required;
  • Develop team work plan and budget; and oversee its implementation, including providing direction, guidance and technical support.

6. Contribute to UN Women’s knowledge management and M&E activities at a corporate level as required

  • Liaise with relevant sections in Programme, Policy and Intergovernmental Division to share knowledge and coordinate on knowledge management on initiatives related to women’s economic empowerment, political participation and ending violence against women.
  • Manage the preparation of UN Trust Fund inputs for the UN Women Annual Evaluation Report to the Executive Board
  • Serve as the main RBM and M&E focal point in the UN Trust Fund to coordinate with relevant divisions of UN Women and to contribute to the UN Women corporate initiatives including UN Women’s strategic planning, annual work planning and corporate results reporting as required
  • Serve as the main focal point in the UN Women Corporate Evaluations to coordinate with the Evaluation Office and the UN Trust Fund staff, and to provide necessary data and documents to evaluation teams

The key results have an impact on the overall quality of the grants supported as well as efficiency and effectiveness in implementation of programme strategies. Accurate analysis, monitoring and oversight of grants enhance UN Women’s reputation as a strategic funder of initiatives to address violence against women as well as UN Women’s position as a strong development partner on women’s economic empowerment, women’s political participation and leadership and ending violence against women:

  • Quality inputs to project development, reports, presentations, and other high quality materials;
  • Quality inputs into trainings and tools to increase capacity of grantees on RBM to implement, monitor and deliver results;

Required Skills and Experience

Education:

  • Advanced university degree in International Development or in the field of social sciences or other relevant field.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum of seven years of experience working in monitoring and evaluation including:
  • Experience working in the field of monitoring: developing plans, tracking results, reporting to different constituencies,
  • Evaluation design – competency to formulate well focused evaluation terms of reference with minimal supervision; good understanding of monitoring and evaluation methodologies.
  • Data collection and analysis – good understanding of baseline data issues; questionnaire design; interviewing skills.
  • Evaluation process management – mastery in developing evaluation work plan and task management; able to independently assume responsibility for managing complex evaluations and to supervise evaluation team members; skills to negotiate outside the agency on issues related to evaluations and conflict resolution skills.
  • Familiarity with, and practices ethical standards for evaluation and result-based management (RBM).
  • Substantive knowledge of and experience on gender equality and women’s empowerment issues. Knowledge and working experience on ending violence against women highly desirable.
  • Experience of the UN context and the role of the UN and its agencies funds are desirable.
  • Excellent oral and written communication skills in English; ability to use critical thinking, conceptualize ideas, and articulate relevant subject matter in a clear and concise way.

Language Requirements:

  • Fluency in the English language. Proficiency in another UN language would be an asset.
