Contract

This is a P-4 contract. This kind of contract is known as Professional and Director staff. It is normally internationally recruited only. It's a staff contract. It usually requires 7 years of experience, depending on education.

Salary

The salary for this job should be between 159,743 USD and 205,956 USD.

Salary for a P-4 contract in New York

The international rate of 90,970 USD, with an additional 75.6% (post adjustment) at this the location, applies. Please note that depending on the location, a higher post adjustment might still result in a lower purchasing power.

Background

The Information Systems and Telecommunication (IST) Section, located in DMA (division of management and administration), is responsible for the strategic planning and development of ICT solutions and services, information security, sourcing of information systems and equipment to support business needs and for the maintenance, availability, reliability, and quality of performance of information and telecommunications systems and services globally in all UN Women offices.

As part of organizational digital transformation journey, UN Women is migrating and implementing Oracle Cloud ERP (Enterprise Resources Planning) platform from the current legacy Peoplesoft ERP platform, through a joint inter-agency project including UNDP, UNFPA, UNV, and other agencies. The project scope includes all key ERP modules covering human resources, project management, procurement and financials management.

Under the direct supervision of Chief IST Office, the incumbent is responsible for business requirements analysis, design, configuration, testing, rollout and maintenance of Oracle Cloud ERP Platform for UN Women. The incumbent promotes a client, quality, and results-oriented approach. The incumbent works in close collaboration with business stakeholders including Finance, Budget, Programme and Procurement teams and lead ERP partner agency (UNDP) to ensure consistent service delivery and to resolve complex technical issues and system delivery to meet the business needs.

The Manager of ERP Platform will be a key member of the Information Systems and Telecommunications office for the management, administration and maintenance of Oracle Cloud ERP platform and aligning it with the business and technical needs. This position is expected to be a critical contributor to plan, manage to build a scalable Oracle Cloud ERP system for UN Women and work on multiple projects with focus on supporting the architecture and development of Oracle Cloud ERP enhancements, integration, workflows, extensions, and reporting. This position will be responsible for working with business users to gather requirements, design, analyze, process definition, testing, training, and delivering an integrated solution. This position will also perform a wide variety of enterprise-level management activities, including managing team members, assist contractors in building and delivering the overall solution, and ensuring system changes are appropriately documented.

Duties and Responsibilities

Lead the design and build of business solutions in Oracle Cloud ERP platform:

  • Participate in the design, build and implementation of business system solutions, utilizing the Oracle Cloud ERP platform, to solve complex business requirements;
  • Act as a liaison between the business and technical communities to help bridge the gap between business problems and technology solutions;
  • Define and document current state processes and future state solutions;
  • Lead the development of functional specifications, system configurations and system testing;
  • Collaborate with technical development teams/ vendors and coordinate work efforts when addressing implementations, functionality enhancements, application updates and performance issues;
  • Effectively communicate software solution expectations to internal customers, team members and other stakeholders;
  • Lead the design and development of required integration technologies to feed the data from ERP to UN Women’s internal applications and data warehouse;
  • Identify potential integration points within the IT systems landscape for the business area and coordinate with business experts to deliver efficiency gains at a system level and across business areas.

Management, administration and maintenance of ERP platform:

  • Manage the maintenance and optimization of the newly released ERP (Oracle Cloud) solution in the areas of Oracle Cloud Financials modules (GL, Budgetary Control, AR, AP, FA),SCM, HCM(Core HR & Talent Management) and PPM;
  • Lead the analysis of new Oracle releases on quarterly basis, do regression testing of all cloud updates & patches and monitor roll out of new features;
  • Maintain Master data model and relevant configurations in ERP platform to support the on-going need of change in Organizational hierarchy and relationship (i.e. BU / OU / Cost Center changes) & the maintenance of various trees in system for reporting and management purposes;
  • Manage, maintain and support UN Women specific configurations in ERP platform such as CVR (cross validation rules) rules, Cash control budget, Flex fields management, and custom rules for different functionalities;
  • Create change requests for all the setups and configuration alternations and participate/ collaborate in the change management process with partner agencies;
  • Perform the impact analysis of UN Women specific functionalities and business processes validation when there is a change applied by other partner agencies;
  • Manage data model relationship across different streams such as PPM, Financials, SCM and HCM to support the data feed for internal home-grown applications on ERP data;
  • Create technical documentation including implementation guides, data flow mapping documents and diagrams, training materials as needed etc.

Provide Oracle Cloud ERP platform and end-user support:

  • Lead the ERP Global Helpdesk team to provide production support for the UN Women’s ERP platform and related systems and coordinate with external vendors for the resolution of any issues;
  • Train and manage ERP Global Helpdesk team and coordinate with the stakeholders to meet the SLA and produce KPIs and performance metrics to be presented to the leadership;
  • Investigate and resolve application functionality related issues and provide support for issues and matters surrounding system utilization, functionality and data;
  • Analyze data contained in ERP databases and identify data integrity issues with existing and proposed system changes and implement solutions;
  • Make recommendations for enhancements and improvements based upon lessons learned;
  • Provide functional guidance to business users and other stakeholders to implement and optimize business processes for financial modules;
  • Liaise with users in business units, UNDP, UN Women IT team and governing bodies and provide specialized advice to users;
  • Collaborate with internal and external auditors and legal specialists to ensure that the system related policies, processes and procedures comply with UN regulations;
  • Provide analytical and technical support to the business units in UN Women and other stakeholders on the effective utilization of ERP system.

Lead the design and development of corporate data warehouse and reporting solution:

  • Collaborate with clients to understand their business requirements and design effective data warehouse solutions;
  • Develop and implement data warehouse architecture, data models, schemas, and structures;
  • Design and implement efficient Extract, Transform, and Load (ETL) processes to populate and update data warehouses;
  • Ensure data quality and integrity by establishing appropriate data validation and cleansing procedures;
  • Collaborate with analysts to design and develop visualizations, dashboards, and reports;
  • Provide training sessions for end users to effectively use and interpret the reporting solutions.

Education and certification:

  • Master’s Degree in Computer Science, Engineering, Information Systems, Business Administration or related discipline;
