Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women is committed to the achievement of equality between women, men, boys and girls as partners and beneficiaries of humanitarian action. In September 2019, UN Women established its Women, Peace, Security and Humanitarian Action Section to consolidate its advocacy, coordination and capacity development role for the integration of gender equality across peace security and humanitarian action. The Women, Peace, Security and Humanitarian Action Section of the Policy, Programme and Intergovernmental Division supports UN Women to fulfill its coordination mandate in the areas of peace and security and humanitarian action. It supports the UN system in its efforts to promote improved implementation, and monitoring and reporting of global commitments on the integration of gender equality and the empowerment of women and girls, including as set out in World Humanitarian Summit’s Agenda for Humanity and all other related normative and accountability frameworks established by the UN system. The Humanitarian Action Unit with teams in Geneva and New York is addressing, humanitarian norms and standards, coordination, accountability, humanitarian crisis response and country support for prevention, preparedness and resilience.

The Lake Chad Basin (LCB) humanitarian emergency is amongst the most severe in the world and requires urgent and innovative interventions along the Humanitarian Development Peace (HDP) nexus due to the complexity of the crisis. The affected countries around Lake Chad, particularly Cameroon and Nigeria – have experienced unprecedented effects of multiple ongoing crises. These include the effects of climate change, violent attacks and human rights abuses by Boko Haram (BH), which have caused; hunger and malnutrition, loss of livelihoods, destruction of property, the disruption of government institutions, medical and educational facilities, as well as the unprecedented displacement of more than 2.5 million people in the region.

Given the context in the region, urgent, targeted, life-saving, sustainable and gender-responsive humanitarian assistance and programmatic interventions in support of women’s resilience, in line with the HDP nexus, are critical to address immediate needs and enable women and girls in the LCB region to be prepared to withstand crises, recover from their impact, and increase resilience to future crises.

Under the supervision of the Chief of Women, Peace, Security and Humanitarian Action, the team is implementing and coordinating the project, UN Women’s global project ‘Promoting women’s resilience in the Lake Chad Basin Region’ 2020/2022 funded by the Government of Japan focuses on two key outcomes:

Outcome 1: Crisis affected women and girls are prepared to withstand crises, recover from these and increase their resilience to future crisis.

Outcome 2: Prevention, preparedness and recovery systems, plans and tools are gender-responsive and inclusive through enhancing women’s leadership, and decision-making, and building the capacity of women leaders and key stakeholders.

The overall goal of UN Women’s project is to ensure that women and girls lead, participate in, and are empowered by and benefit from humanitarian response and recovery and resilience building efforts by meeting specific needs of women and girls as well as mainstreaming gender into humanitarian actions and resilience building.

Under the overall guidance of the Chief of Women, Peace, Security and Humanitarian Action (WPSHA) and with matrix reporting to the DRR & Resilience Programme Specialist and the humanitarian specialist, the LCB Programme Manager is responsible for the management and substantive coordination of the LCB Global Programme. From the WPSHA section based in Geneva, the Programme Manager will work closely with Country Project Managers in selected countries and the regional manager. The Programme Manager will be responsible for day-to-day management, implementation and effectiveness of the LCB Programme. In particular, he/she is responsible for the monitoring and review of the programme portfolio, workplans and budget, for preparing reports as required by donor and UN Women management, and to mobilize resources as needed.

Duties and Responsibilities

Lead the coordination of the LCB programme:

  • Develop and oversee the implementation of annual workplans plans (AWP), provide overall advice, guidance and supervision of programme activities, and provide technical support throughout the programme cycle.
  • Manage implementation of the day-to-day program activities to ensure prompt and adequate delivery of results.
  • Ensure effective use of resources and compliance with UN Women rules, policies, and procedures as well as donor/fund requirements.
  • Coordinate the programme activities between regional and country offices and report the programme delivery & status of implementation to the supervisors and the head of the unit.

Provide technical guidance and capacity development support:

  • Provide policy and practice advice to the country offices and facilitate knowledge building and management in consultation with the DRR specialist and Humanitarian action specialist.
  • Contribute to the mapping of capacity development needs across the different levels of project implementation and contribute to the organization and preparation of webinars and other training initiatives.
  • Conduct analysis and research of the situation in the regions, in collaboration with the supervisors and prepare substantive inputs into briefing notes and other policy documents as necessary.
  • Develop policy and thematic briefs on women’s resilience, gender and humanitarian action and DRR.
  • Provide partners and UN Women offices with technical assistance, training, and capacity development initiatives as needed.
  • Facilitate strategic connection, result-based reporting and knowledge management with global Women’s Resilience to Disasters and Crisis program and support strategic cooperation particularly between the Sahel Resilience Programme and the Promoting women’s resilience in the Lake Chad Basin Region” programme”.

Manage the implementation of programme/ project activities:

  • Establish an effective monitoring system and tools to track and support the delivery of programme results.
  • Prepare project progress reports, annual reports and donor reports and organize progress reviews as necessary.
  • Undertake field missions in coordination with LCB regional programme coordinator and write reports on monitoring missions.
  • Provide technical and policy support to the LCB programme implemented country offices and WCARO-West Central Africa and Regional Office as required and necessary.

Lead and organize project board meetings and prepare necessary documents, agenda, presentation and other required materials:

  • Monitor the project budget use at different levels to ensure alignment with the original project budget and donor agreement.
  • Write terms of reference for consultants and contractors and oversee the recruitment process, as necessary in close collaboration with the WPSHA Geneva Operations team.
  • Consolidate and submit the reports to the donor as per the donor reporting requirements.
  • Maintain regular contacts with the Japan Focal Point in Geneva and UN Women’s Japan Liaison Office on issues, developments and priorities emerging from the implementation of the project at different levels.

Support inter-agency coordination and collaboration in support of UN Women’s work and advocacy at global level on issues related to DRR, Humanitarian Action and Crisis Response:

  • Prepare background documents in support of UN Women’s engagement in UN inter-agency and other coordination platforms in support of impactful advocacy and positioning on issues related to Gender Equality, Disaster Risk Reduction (DRR), Humanitarian Action and interventions along the Humanitarian-Development Nexus.
  • Provide an analysis of UN Women’s experiences in engaging in inter-agency coordination and multi-stakeholder platforms on DRR and humanitarian action related discussions.

Support development of new partnerships and resource mobilization initiatives in support of UN Women’s humanitarian and DRR work under the broader umbrella of promoting women’s resilience:

  • Support the development of new partnerships and resource mobilization strategies in close collaboration with WPSH Senior Management and Program Specialists.
  • Produce relevant documentation on donors and potential opportunities for resource mobilization.
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation.
  • Support the development of project documents in support of resource mobilization initiatives.

Advocate and facilitate knowledge building and management and communication:

  • Ensure documentation of programme implementation and products are in line with UN WOMEN guidelines.
  • Ensure that knowledge product, including recommendations and best practices, as well as expertise for gender-responsive resilience building is available, accessible and widely disseminated internally within UN Women and other stakeholders and partners.
  • Support and coordinate development of knowledge and communication products for the project in close collaboration with the Communications specialists in WCARO and COs in Nigeria and Cameroon.
  • Identify and synthesize of best practices and lessons learned to dissemination information through the production of policy and thematic briefs.
  • Make regular contributions to the global Women’s Resilience to Disasters Knowledge Hub, to reflect disaster resilience best practices and lessons learned from LCB region; develop and contribute to knowledge products for the Hub.
  • Organize major advocacy campaigns, events, trainings, workshops and knowledge products.
  • Produce communications products to feed into UN Women’s global website and other platforms.

Organize global events and contribute to regional events to enable knowledge sharing among HQ, RO and COs to enable exchange of experiences and practices on gender responsive humanitarian action, DRR and resilience:

  • Support the organization of a South-South knowledge exchange and training of trainers (ToT) with key stakeholders, including the LCBC, JICA and Sasakawa Africa Association (SAA).
  • Support the organization of high-level events and roundtables on gender equality, DRR, Humanitarian Action.

  • Timely and quality program delivery in line with the project budget and workplans as agreed with the donor in the original agreement.
  • Timely, quality and accurate reports submitted to donors.
  • Timely and quality support to RO and COs on specific thematic areas, relevant to the programmatic focus and scope.
  • Development of new partnerships with UN agencies and other actors on priority issues emerging from the implementation of the project (resilience, DRR, gender and humanitarian action, leadership.
  • High quality policy and thematic briefs available internally within UN Women; as well as external stakeholders and partners, including UN agencies, Member States and women’s organizations.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required; a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/program management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 5 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to gender responsive disaster risk reduction, and humanitarian action;
  • Experience in coordinating, implementing, monitoring and evaluating development programmes and projects;
  • Previous experience working in the UN system is an asset;
  • Experience in establishing partnerships among international organizations and national governments;
  • Experience in the field of gender and human rights of women, humanitarian action, DRR and resilience, climate security is an asset;
  • Experience in administrative systems and UN system norms is an asset;
  • Experience in country and/or region is an asset;
  • Experience in working independently with minimal supervision.

Languages:

  • Fluency in written and spoken English;
  • Working knowledge of French and Japanese is an asset.
