Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Information Systems and Telecommunication (IST) Section, located in DMA (Division of Management and Administration), is responsible for the strategic planning and development of ICT solutions and services, information security, sourcing of information systems and equipment to support business needs and for the maintenance, availability, reliability, and quality of performance of information and telecommunications systems and services globally in all UN Women offices.

As part of organizational digital transformation journey, UN Women has recently implemented Oracle Cloud ERP (Enterprise Resources Planning) platform (Quantum) from the current legacy Peoplesoft ERP platform, through a joint inter-agency project including UNDP, UNFPA, UNV, and other agencies. The project scope includes all key ERP modules covering human resources, project management, procurement and financials management.

Alongside the Quantum ERP implementation, UN Women utilizes an Identity and Access Management (IDAM) application within the UNall Portal, pivotal in managing access to Quantum ERP. This IDAM solution is integral to enforcing the Segregation of Duties (SoD) within Quantum and aligning user roles with UN Women’s Internal Control Framework (ICF) and Delegation of Authority (DOA) Framework.

Under the overall guidance and direct supervision of Chief of IST, the incumbent’s key responsibilities include:

  • Manage IDAM and DOA/ICF automation solution ensuring DOA and ICF compliance systematically
  • Promote and solidify Information Technology Change and Release Management
  • Oversee ERP and Enterprise Applications Helpdesk operations
  • Foster agile planning and ICT governance

The ICT Systems Specialist works in close collaboration with BPOs and colleagues in DMA, SPRED, PPID, SPD, IST and UNDP IDAM and ERP Teams ensure successful Change and Release Management.

Duties and Responsibilities

Manage IDAM and DOA/ICF automation solution ensuring DOA and ICF compliance systematically:

  • Serve as the technical lead for Quantum user and access management (UNall/IDAM);
  • Collaborate with business units, BPOs, UNDP’s IDAM team, and vendors to integrate UN Women’s requirements into Quantum UNall/IDAM;
  • Lead the DOA and ICF automation design and deployment to streamline user provisioning;
  • Oversee and manage the Quantum ERP user provision process and related system enhancements across the organization;
  • Provide advisory support and capacity building for Quantum UNall/IDAM focal points in HQs, regional and country offices;
  • Offer ICF/DOA guidance and solutions, supporting the Deputy Director of DMA;
  • Effectively communicate IDAM system and ICT policy/ procedure related guidance to internal customers, team members and other stakeholders.

Promote and solidify Information Technology Change and Release Management:

  • Act as Release Manager to manage the release lifecycle process for corporate ICT systems ensuring its compliance with the change control and release management procedure;
  • Socialize and coordinate different parties involved such as business offices, development teams, third-party vendors, etc. to implement the change and release management process;
  • Review Change Management Dashboard and prepare regular releases monthly;
  • Constantly monitor the emergency release requests (ERs) submitted and ensure the ERs are approved timely;
  • Monitor release milestone progress and conduct release readiness review and sign-off through utilizing Global Service Tracker (GST) Change Request and Emergency Release Request systems;
  • Coordinate release lifecycle activities and tasks among teams;
  • Coordinate UN Women Quantum ERP related change requests including UN Women master data changes with UNDP team to ensure compliance with Quantum Change and Release Management procedure as required;
  • Maintain change and release management SharePoint site and develop release documentation templates as required.

Oversee ERP and Enterprise Applications Helpdesk operations:

  • Perform oversight of UN Women Quantum ERP and Enterprise Applications Support Helpdesk functions;
  • Facilitate and coordinate with UN Women BPOs, IST and UNDP teams and vendors, on timely resolution of complex UN Women Quantum ERP and applications support issues;
  • Promote effective usage of GST and ServiceNow platform and workflow for Quantum and applications support related queries and requests;
  • Contribute to the development and update of adequate Frequently Asked Questions to enhance effective Quantum ERP usage and foster learning and building users’ capability for self-troubleshooting;
  • Provide technical inputs and support in the development of systems user procedures and guidelines, SOPs as required;
  • Provide Quantum ERP capacity building support to the Regional Offices support teams and other offices as required ;
  • Collaborate with internal and external auditors and legal specialists to ensure that the system related policies, processes and procedures comply with UN regulations;
  • Provide analytical and technical support to the business units in UN Women and other stakeholders on the effective utilization of Quantum and Enterprise applications.

Foster agile planning and ICT governance:

  • Coordinate new ICT project requests across the house, provide guidance to the requesting department about the policy and process, and facilitate the in-take process through the ICT governance process;
  • Serve as “Rapporteur” of ICT Board Secretariate and assist Chief of IST in organizing and coordinating ICT Board and ICT Coordination Group meetings;
  • Provide coordination support in the audit process including both external UNBoA (board of audit) and internal audit;
  • Manage large agreements, renewals and licensing such as Microsoft Enterprise Agreement, Oracle;
  • Manage oversee IST cost recovery process for services provided by IST to internal clients;
  • Assist the Chief of IST in Annual/Biennial work planning process and other IST financial/budget management tasks as required.

Required Skills and Experience

Education and certification:

  • Master’s Degree in Computer Science, Engineering, Information Systems, Business Administration or related discipline;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of five (5) years of experience in information technology, including business process design, ERP platforms and Helpdesk operations;
  • Experience in the design and rollout of identity and access management solutions for ERP systems, is required;
  • Experience with Peoplesoft or Oracle Cloud ERP and Service-Now is required;
  • Experience in managing onsite and offshore technical teams and vendors is required;
  • Experience in application support including problem analysis and resolution is required;
  • Experience with Iterative or Agile project methodologies and tools is required;
  • Experience with UN entities in ICT projects is desired.

Language Requirements:

  • Fluency in English is required;
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
