Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Duties and Responsibilities

Under the direct supervision of the Executive Director and under the guidance of the Deputy Executive Directors, the Chief of Staff will be responsible for the responsibilities listed below:

Provide high level strategic advice:

  • Provide high level strategic advice to the Executive Director, the Executive Leadership Team and the Senior Management Team.
  • Liaise with relevant Divisions and offices to highlight political implications for UN Women’s mandate and opportunities for interventions, partnerships, diplomacy, etc., which would require the active and direct intervention of the Executive Director.
  • Liaise with the Deputy Executive Directors, Division Directors and Regional Directors on their respective portfolios with a view to advising the Executive Director on corporate priorities and related compliance.
  • Provide strategic advice in planning for the Executive Director to fulfill her political and managerial objectives in cooperation with UN Women Deputy Executive Directors and the SMT.
  • Manage the preparation of and review draft correspondence, official statements, communication outputs and reports for the Executive Director's signature or clearance. Oversee the preparation of relevant research, background papers, talking points, speeches, official statements. Coordinate follow-up across UN Women.

Representation role and liaison with external stakeholders:

  • In the absence of the Executive Director or the Deputy Executive Directors, receiving visitors, performing representational functions, organizing and attending meetings on their behalf.
  • Ensure active and open communication to and from the Executive Director’s office and keep the Executive Director informed of critical issues requiring intervention, decision internally and externally.
  • Anticipate and respond to major policy and operational issues, under the direction of the Executive Director and in close consultation with the Executive Leadership Team and the Business Review Committee.
  • Participate in or lead taskforces, working groups and meetings in support and on behalf of the Executive Director.
  • Advise the Executive Director on all UN protocol requirements as needed, and supervise and provide guidance on the preparation and coordination of official visits.

Lead the administrative management of the Office of the Executive Director:

  • Manage the Executive Director’s compact with the Secretary-General, to ensure objectives are met.
  • Supervise the overall functioning of the Office of the Executive Director, providing leadership and direction to personnel.
  • Report to legislative and oversight bodies on budget/programme performance or on programmatic/substantive issues as appropriate.
  • Foster teamwork, healthy workplace culture and trusted and transparent communication among staff in the Executive Office, within UN Women, and across organizational boundaries.
  • Promote a working environment where personnel are provided with clear objectives, goals, direction, guidance and appropriate tools to enable them to meet their responsibilities effectively and efficiently, in a nurturing and enabling and environment; ensure compliance on performance management.
  • Oversee the development and implementation of the Executive Office Bi-Annual Workplan and Budget.

  • Timely and quality strategic advice and guidance provided to the Executive Director and high-level management bodies.
  • Executive Director is well informed of critical issues requiring intervention in a timely manner.
  • Executive Office team is well managed.
  • Bi-annual workplan of the Executive Office is implemented on time on scope and on budget.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in one or more of the following disciplines: gender issues, social sciences, business administration or management, public administration or other related fields.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Over fifteen years of progressively responsible experience that combines strategic and managerial leadership in administration, business management, planning and operations in a large international and/or corporate organization preferably in the United Nation system and its organizations.
  • Experience in policy and programmatic work in gender and development, feminist economics, women’s economic empowerment or related areas.
  • Proven track record of leadership and management in multicultural settings, including coordination of interdisciplinary teams is required.

Language Requirements:

  • Written and oral proficiency in English is required. Working knowledge of another UN language is desirable.
