Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Division of Management and Administration (DMA) is responsible for financial and administrative resources including information systems and telecommunications, the effective and efficient delivery of essential operations services in UN Women, continuous development and improvement in operations, policies, and methods to align with UN Women and stakeholders' evolving business needs and advisory support to the Executive Director in the formulation and implementation of the UN Women overall mission, strategy and plans of actions.

The Information Systems and Telecommunication (IST) Section, located in DMA, is responsible for the strategic planning and development of ICT solutions and services, information security, sourcing of information systems and equipment to support business needs and for the maintenance, availability, reliability, and quality of performance of information and telecommunications systems and services globally in all UN Women offices.

The IST Office strategically outsources significant parts of its infrastructure to commercial vendors as well as UN system partners. UN Women is fully leveraging cloud solutions for all core corporate hosting needs, including Office365 and Microsoft Azure. Operations of cloud hosted solutions as well as core network components are outsourced to United Nations International Computing Centre (UNICC).

Under the guidance of the Director, DMA, the Chief, Information Systems and Telecommunications, is responsible for the strategic planning, implementation, management and delivery of secure, effective, reliable, and optimally functioning information systems and telecommunication services in support of UN Women global commitments, operations and business needs.

Duties and Responsibilities

Lead UN Women’s ICT strategy, governance, policies and procedures:

  • Lead the development and implementation of UN Women's ICT strategy in support of the UN Women's corporate goals, focusing on opportunities and challenges at the technology end and match this with the business requirements.
  • Advise on emerging ICT issues and act as the organization's principal ICT focal point internally and externally.
  • Champion change management and re-engineering initiatives within the ICT area.
  • Provide technical support to broader change management objectives in UN Women where ICT is a driver or an enabler.
  • Establish and maintain appropriate ICT governance processes
  • Establish ICT related policies, procedures and guidelines

Manage t****he IST section:

  • Finalize IST section workplan and manage UN Women's ICT budget and reporting with a view to ensure steady improvements in productivity and quality in the UN Women ICT platform and architecture.
  • Plan the human resources requirements of the UN Women IST Section to ensure goals are met on time and within budget; establish an enhanced performance and learning culture within the Section; empower personnel through communication, participation, team-building and nurturing innovation and creativity. Oversee performance of the UN Women IST Section, including its service provision, using appropriate results-based performance systems.
  • Manage outsourcing and other vendor contracts, including the components of the UN Women ICT architecture managed by externa, providers, to ensure performance levels and cost effectiveness.

Manage relationships with clients in UN Women and with other UN Agencies related to IST:

  • Maintain a strong client relationship with business owners and the user community.
  • Provide technical clearance for ICT initiatives managed by HQ units and ROs.
  • Lead the establishment and maintenance of ICT related partnerships with UN System agencies, funds and programmes and represent UN Women in UN inter-agency fora.
  • Lead the involvement of the IST Section with other UN Women and UNDP business units for ERP customization and applications development and support activities.
  • Facilitate public and private sector information partnerships.
  • Manage facilitation of innovation, knowledge building and knowledge sharing related to ICT within UN Women
  • Participate in and provide technical support to the organization of related training for personnel on ICT issues.

Provide leadership and oversight of the Information Security programme and practices:

  • Oversee the development of the information security programme including ICT risk management.
  • Oversee operation and implementation of information security operations.
  • Ensure Disaster recovery plans are in place and tested.
  • Provide technical contributions to the development and management of a UN Women Business Continuity Plan.
  • Oversee IST’s contribution to Data Privacy and Protection project and programme.

Provide leadership and oversight of Applications and Knowledge Platform services:

  • Provide substantive advice and support to overall systems architecture and direction of key global initiatives.
  • Manage the office automation in UN Women, including designing the information architecture, business processes and workflows to be supported in line with HQ and field requirements.
  • Manage system development consistent with the IST strategy.
  • Manage the establishment of adequate systems supporting and automating business processes.
  • Manage the establishment of Websites and knowledge portals.
  • Manage services to support and guide the use of ICT in UN Women’s programmatic work.
  • Provide web technology to provide internal and external users with access to corporate information and learning materials.
  • Provide substantive support to corporate business intelligence tools for data analysis and reporting.
  • Provide substantive support to development and implementation of executive information systems and ensuring they are consistent with the ICT strategy.

Provide Leadership and oversight of Platform and End User services:

  • Oversee the promulgation, and enforcement of corporate hardware and software standards.
  • Manage HQ infrastructure support.
  • Manage the provision of advice and support for CO and RO information technology.
  • Oversee the planning and coordination of cost-effective procurement of information technology.
  • Ensure provisioning, management and support for HQ end user devices.
  • Oversee the provisioning of end user support through the Service Desk.
  • Oversee the secure and effective provisioning, management and operation of all cloud based services, including IAAS, PAAS and SAAS services.
  • Oversee cost control and management of cloud services.

  • Timely and quality advice to the senior management on development of ICT solutions and services to address business needs of the organization at the global level.
  • Appropriate Information Security programme and ICT governance processes are established and maintained.

Required Skills and Experience

Education:

  • Advanced university degree in information technology, computer science, business administration or other related discipline.
  • A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 10 years of progressively responsible experience at least half of which should be in high-level information and communication technology positions in a large international organizations or multi-national corporations in information systems and telecommunications strategic planning and project design, management and implementation to meet business needs and operations.
  • At least 5 years’ experience with managing, supporting and overseeing software development, ICT operations management, and partnership creation.
  • Experience in information communications technology, especially of large cloud based ERP systems, preferably Oracle, and web-based ICT solutions.
  • Experience in leading a multicultural team and creating a nurturing work environment.

Language Requirements:

  • Fluency in English is required.
  • Proficiency in another UN working language is desirable.
