Building on the above, the Thailand Country Office sees the UN Volunteer’s assignment with UNDP in Thailand as working across various teams while focusing on governance of digital transformation of Thailand. The UNV will engage in Thailand country office’s targeted projects and collaborate with multiple local partners. Additionally, it requires contributing to policy formulation and dialogues, conducting research, capacity building, knowledge sharing, community and private sector engagement, communications, and resource mobilization efforts. Other duties as assigned by the supervisor may also be part of the role.

Under the direct supervision of the Integrated Team Leader, the UN Volunteer will undertake the following tasks:

  1. Advisory Support to Thailand CO • Support provision of programmatic advice to the Country Office management and various projects of UNDP Thailand to ensure integration of digitalization across various thematic portfolios.
    • Provide advice across Thailand CO teams on identification of entry points, adoption, and application on digital transformation. • Dynamically review, identify, and manage emerging learnings, cross-country patterns and novel digital programmatic opportunities on the account of this work. • Jointly, with other Thailand CO members, support cross-country learning on the digital transformation; and

  2. Digital Transformation Capability Development across the country • Support Thailand, by working closely with the Digital Government Development Agency, and the Office of the Public Sector Development Commission among others, in developing inclusive digital policies and frameworks which provide overarching, whole-of-society guidance and are rooted in human rights and ethics, and that protect governments and citizens from potential risks related to cybersecurity and data privacy. • In close cooperation with the Gender Specialist in the UNDP CO, ensure that all digital technology related policies are gender sensitive, enhancing safe digital spaces for women and different social groups and increasing accessibility to digital technology for women and girls. • Serve as a Focal Point in Country Office on Digitalization, contributing to implementation of the UNDP’s corporate Digitalization Strategy and to monitoring and compliance with the relevant Regional KPI on digitalization.

  3. Engagement and Offer Development • Continuously horizon scan to identify new/emerging opportunities for Thailand CO. • Identify and support Thailand CO on external engagement and positioning on topics relevant for digital transformation. Convene key stakeholders to foster digital collaboration and innovation in order to close the digital divide. • Leverage strategic partnerships to catalyze inclusive approaches to digital development by collaborating with global and local entrepreneurs, technologists, academics, researchers, activists, policymakers, private sector leaders. • Support Thailand in designing and developing more inclusive and resilient digital ecosystems. Create a network of actors and systems that ensures that human rights are protected, and no one is left behind in this digital environment. • Help build pipeline of initiatives and support development of distinct digital transformation offers. • Develop at least one project concept focusing on digital transformation in Thailand in collaboration with relevant Programme team and/or Accelerator Lab Team; and

or demonstrated experience in providing digital transformation advice. • Proven ability to plan, organize, and control resources, procedures, and protocols to achieve specific goals. • Ability to engage collaboratively with partners (including other UN agencies), donors, and other development stakeholders and forge productive working relationships is highly desirable. • Knowledge of project and fund management (budgeting, expenditure, reporting) related procedures to ensure that quality requirements and goals are fulfilled. • Strong communication and writing skills.

Thailand is a family duty station. The city if Bangkok is vibrant and safe, it is a home for many global and regional offices of various international organizations making it very international and open to host expats.
