- A first level university degree plus two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of five (5) years of experience in training impact evaluation and UN peacekeeping is required.
- Proven familiarity with peacekeeping mandates, operational environments, deployments, military and police training challenges and opportunities, and performance in the field is required.
- Excellent communication and drafting skills is desirable.
- English language proficiency is required.

Duties and Responsibilities
In accordance with General Assembly Resolution 49/37 (1995), the UN Secretariat is responsible for developing and rolling out training materials and standards to UN troop- and police-contributing countries (T/PCCs). Within the Secretariat, the Integrated Training Service of the Department of Peace Operations (ITS-DPO) leads this task. UN peacekeeping missions operate in challenging environments and need the right capabilities to meet the challenges. Many T/PCCs need support to fully prepare their personnel for peacekeeping operations. Peacekeeping training is funded by the Peacekeeping Support Account and extrabudgetary resources, including the UN Nations Peace and Development Fund (UNPDF). ITS has received extrabudgetary funding from the UNPDF since 2018 to strengthen the operational performance of African T/PCCs as an overarching objective. In 2023, at the request of the Executive Office of the Secretary-General (EOSG), ITS conducted a five-year evaluation of the management and utilization of the UNPDF. This evaluation covered training activities undertaken by ITS and OMA from 2018 to 2022, under UNPDF phases 1 to 5. ITS is now tasked with commissioning an external evaluation to assess the implementation of the recommendations made by the UNPDF Evaluation Report (2018-2022) and evaluate the training activities conducted from 2023 to 2025, under UNPDF phases 6-8. To this end, ITS is hiring one Individual Contractor (IC) who will be responsible for delivering the following outputs: 1. Develop a two-part inception report of the evaluation, including outlined methodologies, timelines, and expected outcomes of the evaluation. 2. Carry out an assessment of the UNPDF Evaluation report recommendations from 2018-22. 3. Evaluate the 2023-25 training programmes, including analysis and findings of the desk reviews, and soft data collected via surveys, interviews, and focus groups. 4. Submit a draft of the evaluation report with overall recommendations for ITS and EOSG review and comments. 5. Deliver a final evaluation report to the acceptance by the Executive Office of the Secretary-General.
