Background

The “HAYA” Joint Programme “Eliminating Violence Against Women in the West Bank and Gaza Strip” is a seven-year joint programme funded by the Government of Canada with an overall programme objective of building just and secure communities for women and girls in the West Bank and Gaza Strip. This will be achieved through progress against three main outcomes focusing on: (1) Decreased harmful practices and attitudes that perpetuate and validate violence against women and girls within targeted households and communities; (2) Increased access by women and girls of gender- responsive EVAW services (economic, medical, psychosocial, security, shelter) free of discrimination1; (3) Strengthened institutional capacity to develop and implement legal and policy frameworks that promote and protect women’s and girls’ rights with regards to VAW. Under outcome (1), there is a special focus on building an enabling policy environment to combat violence against women and increase the knowledge and capacity to undertake comprehensive local interventions for prevention and response on EVAW by local authorities and municipalities.

UN-Habitat intends to use part of the grant to hire a Project Coordinator. The Project Coordinator will be part of a team working, under the direct supervision of Senior Urban Programme Officer / Project Manager, on achieving the objectives of the joint programme with a special focus on providing technical support and overseeing the development of the detailed master plan for Al Mawasi area and the construction of one safe and inclusive public space in the area. Moreover, he/she will maintain a close coordination with the implementing partners and liaise with relevant counterparts on planning related matters. In addition, he/she will follow up on any required administrative work or any other tasks requested by the Senior Urban Programme Officer.

The purpose of this advertisement is to hire a Project Coordinator who will be part of a team working on achieving the objectives of HAYA Joint Programme, in particular UN-Habitat’s components implemented in Gaza Strip. He/she will build up and maintain a close coordination with local organizations and professionals working on planning related matters and liaise with relevant counterparts and project partners on project activities. The Project Coordinator will oversee the development of a master plan for Al Mawasi area and the construction of one safe and inclusive public space in the area

Duties and Responsibilities

The Project Coordinator will carry out the following tasks and responsibilities:

- Act as the main focal point for the project, representing UN-Habitat in front of the implementing partners and relevant stakeholders. Coordinate among all project partners and stakeholders to ensure streamlined and efficient implementation of all programme activities in Gaza Strip.

- Work closely with the implementing partners and oversee the implementation of the planned activities to ensure quality results and timely execution. Conduct regular site visits and meetings to the targeted municipalities to coordinate and oversee the implementation of the programme activities

- Monitor the implementation of the planned activities and ensure that the expected results are achieved according to the programme’s workplan.

- Review the reports submitted by the implementing partner and provide feedback and comments where needed. Prepare monthly progress reports to brief the Senior Urban Programme Officer and the project’s team on the progress made and, on any delays, or issues that might appear during the implementation.

- Review the prepared plans, public space design, shop drawings and BoQs developed by the implementing partner and ensure that the developed documents are according to the highest technical standards. And oversee the construction of the safe and inclusive public space by conducting regular monitoring site visits.

- Prepare annual progress and financial reports that will be submitted to the donor. Ensure full documentation for the project activities and draft posts and press releases documenting the project’s progress and support the team in proper knowledge management and sharing, and strengthening information flow between UN-Habitat’s local office, Regional Office, Head Quarters, and partners through representation, liaison, networking, and attendance of meetings, workshops and conferences.

- Support the team in developing new programmes and drafting concept notes and project proposals, and undertake on any other tasks requested by the Senior Urban Programme Officer

Required Skills and Experience

Education:
