Duties and Responsibilities THE ORGANIZATIONAL SETTING

This consultancy is in Environment (ENV) within the Air Transport Bureau (ATB) of the International Civil Aviation Organization (ICAO). ICAO's activities in the environment field aim to limit or reduce the impact of international aviation on noise, local air quality, and the global climate. ENV is responsible for the development of a range of standards, policies and guidance material and provides capacity building and assistance for the implementation of mitigation measures to achieve these objectives. Measures include aircraft technology, operational improvements, the development and deployment of sustainable aviation fuels, and the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA). In addition, ENV maintains close relations with other UN policy-making bodies that have expressed an interest in environmental aspects of civil aviation.

The UN Coordination and Environment Outreach Consultant will support the work on the implementation of the Climate Change Section and will report to Chief, Climate Change (C/CC).

MAJOR DUTIES AND RESPONSIBILITIES

Function 1 (Incl. Expected Results):

Supports the following tasks related to the ICAO’s coordination with other UN bodies and international organizations on environment, achieving results such as:

  • Support the development of a roadmap for ICAO to participate in the UNFCCC COP28, including the organization, in coordination with the host government, of promotional activities related to possible SAF flights to the meeting venue;
  • Monitor and follow-up recent activities and events of other UN bodies and international organization, of relevance to ICAO, including those related to environment-related issues on aviation and other transport modes, aviation’s impacts on climate change, adaptation and disaster risk reduction measures for aviation, sustainability of aviation fuels and biodiversity, clean energies for aviation, as well the activities under the UN system-wide coordination mechanism on the environment;
  • Inform DD/ENC, C/CC and relevant Environment Officers of such external activities and events that are relevance to ICAO, through the development of memos, briefing notes and other necessary documentation; and
  • Prepare inputs and documentation from ICAO to the activities and events of other UN bodies and international organizations, as requested.

Function 2 (Incl. Expected Results):

Assists in the development and preparation of material, documentation, reports, and presentations related to environment, achieving results such as:

  • Review the ICAO homepage on Environment strategic objective and propose updates to the navigation features and technical content, in line with the guidance provided by COM and the current activities undertaken by the Organization to restructure and revamp the ICAO website;
  • Review and suggest possible updates to existing documentation and presentations developed by ENV related to ICAO’s work on environment;
  • Draft replies to public enquiries related to ICAO’s work on environment.

Function 3(Incl. Expected Results):

Supports the following tasks related to the organization of ICAO events related to environment, achieving results such as:

  • Plan, prepare, execute and follow-up on ICAO events, including CAAF/3 in November 2023, under the guidance of DD/ENV, C/CC and relevant Environment Officers;
  • Identify, contact and coordinate with potential speakers and attendees of the ICAO events;
  • Develop agenda, programme, presentations, scenarios, as well as outreach materials for the ICAO events; and
  • Post-event follow-up, including the summary of events and reporting to relevant ICAO bodies and external parties.

Function 4 (Incl. Expected Results):

Performs other related duties, as assigned.

Qualifications/special skills Education

Essential:

An advanced level university degree (master’s degree or equivalent) in business administration, law, finance or economics, aviation and/or environment with knowledge of socio-economic aspects of sustainable development, is required.

A first level university degree in the above-mentioned disciplines in combination with three additional years of experience may be accepted in lieu of the advanced university degree.

Professional Experience

Essential:

  • A minimum of 2 years of relevant experience in international aviation and environment, is required;
  • Proven experience of coordinating in different phases of project management including development, planning, implementation, and evaluation of programme activities, is required;
  • Interpersonal skills that create openness and trust among colleagues. Excellent coordination skills, with ability to work under pressure and handle multiple activities and projects concurrently, is required;
  • Ability to work independently and to participate effectively in a team-based information sharing environment, is required;
  • Spoken and written communications that are compelling, convincing, and reassuring, and can articulate complex technical ideas to non-technical stakeholders, is required;
  • Ability to multi-task and meet strict deadlines, is required;
  • Ability to work creatively and independently both in the field and in the office, is required;
  • Interpersonal skills that create openness and trust among colleagues, is required;
  • Excellent coordination skills, with ability to work under pressure and handle multiple activities within the project scope concurrently, is required;
  • Experience with the development of a database and compilation of data;
  • Experience in supporting the organization of international meetings on aviation and the environment, is required;
  • Experience interacting with aviation officials and technical experts, is required;
  • Ability to handle multiple tasks and work under pressure, is required;
  • Experience with analysis of international policy, is required.

    Languages Essential:

  • Fluent reading, writing and speaking abilities in English. A working knowledge of French.

Desirable:

  • A working knowledge of another language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

    Additional Information It should be noted that this consultancy is to be filled for an initial period of five months with the possibility of renewal.

Please note that the monthly rate for Band A varies from CAD $3,991 and CAD $5,172.
