Background:

The cluster approach ensures clear leadership, predictability and accountability in international responses to humanitarian emergencies by clarifying the division of labour among organizations and better defining their roles and responsibilities within the different clusters of the response. It aims to make the international humanitarian community better organised and more accountable and professional, so that it can be a better partner for the affected people, host governments, local authorities, local civil society and resourcing partners.

The Ukraine Education Cluster is co-led by UNICEF and Save the Children and was activated in December of 2014. Before the recent escalation, the cluster supported coordination of the Education-in-Emergencies (EiE) response led by the Ministry of Education and Science of Ukraine (MoES) and local education authorities in Government Controlled Areas. With the recent escalation of the conflict and deteriorating humanitarian situation, the Ukraine Education Cluster requires additional support in the area of information management to ensure that coordination functions are delivered effectively and efficiently.

Purpose of assignment:

The Information Management Specialist is a core Cluster Coordination team member. The purpose of this post is to manage the collection, analysis and sharing of information that is important for the Cluster participants to make informed, evidence based, and strategic decisions.

Minimum requirements:

University degree, preferably at an advanced level, in a subject area relevant to information management

Professional experience [number of years, relevant to the assignment, other specifics]

  • Extensive work experience relevant to this post may be considered as a replacement for formal qualifications.
  • Formal training in cluster information management an advantage.

  • Proven technical expertise for managing data capture and storage, for analysing diverse datasets, and presenting information in understandable tables, charts, graphs and reports
  • Knowledge of establishing and managing basic websites (e.g. UNOCHA’s Humanitarian Response platform)
  • Proven skills in GIS and in using map-making packages

  • Skills in web design and software development are an asset

Specific Deliverables:

1.1. Data on education cluster partners work is collected weekly using 5W/Activity Info format.

1.2. Data on school aged children and education personal specific reference to displacement, non-displacement, returnees, and refugee is collected and analysed on monthly basis.

1.3. Required data is weekly provided and analysed to reporting including SitRep (situation report) for UNICEF and other partners/actors using the 5W/Activity Info.

  1. Education information management products made available to facilitate the Cluster performance

Specific Deliverables:

2.1. Dashboards on education situation are produced and disseminated among the cluster partners including related to (a) online learning, (b) displaced children, (c) non-displaced children, (d) returnee children at national and subnational levels.

2.2. Dashboards on education situation in NGCA is produced/updated.

2.3. Dashboard/education situation in newly accessibly areas are produced/updated monthly (or, as it unfolds).

2.4. Mapping of partners presence/geographical distribution is produced and updated monthly.

  1. Support to cluster strategic coordination with Information Management capacity is provided including conducting bi-weekly meetings at assigned sub-national cluster meetings

Specific Deliverables:

• Assigned cluster sub-national coordination meetings are well organized including sharing invitation, capturing minutes and present IM related issues.

• Information management related issues are well addressed through the active participation in the OCHA-led IM meetings.

• Efficient communication with partners is well maintained through updating the cluster contact list on bi-weekly basis.

  1. Contribute to improved/ strengthened information management capacity among relevant partners and actors

Specific Deliverables:

4.1. Training guides for partners on reporting on 5W is developed.

4.2. Training sessions to partners on reporting on 5W are conducted for partners at different sub-national levels.

  1. The education needs of the conflict affected children (displaced, non-displaced, returnees and refugees) in the country are assessed regularly and recommendations made to fill the gaps

Specific Deliverables:

5.1. Multi-sectoral and inter-sectoral needs assessment (e.g. MCNA) are supported including questioner development and partner mobilization.

5.2. Cluster is well represented through the active participation in needs assessment engagements.

5.3. Assessment on education situation in newly accessible areas and NGCAs are conducted, and gaps identified.

All applicants must stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
