In line with the European Youth Goals 2019-2027 and UNICEF’s programmatic priority to empower youth to be connected and engaged as active citizens in their communities and members of democratic societies, UNICEF’s Greece Country Office is planning to launch U-Report Greece. U-Report is a digital tool that empowers adolescents and young people to engage and speak out on issues that matter to them. It is currently implemented by UNICEF and its partners in 89 countries worldwide, engaging more than 17 million users. The tool is built out of RapidPro, an open source platform that has simplified the use of mobile phone technology in development programmes.

U-Report Greece https://ureport.in/ will aim to empower adolescents and young people to share their opinions on issues affecting them. In addition, it will facilitate the generation of data on issues that impact adolescents and youth in Greece, including their needs, the risks and challenges they face as well as their proposed solutions and aspirations. It will also serve to amplify their voices and increase youth engagement and participation in policy dialogue. Furthermore, U-Report will contribute to bridge the gap between young people and decision-makers at local and national level, since it will be used as an instrument to inform the design, implementation and monitoring of policies, interventions and services in line with young people’s needs. At the same time, through its Chatbot function, U-Report will enable young people to access reliable information on COVID-19 vaccination and other topical issues, report rumours, and tackle fake news and misinformation.

The target group for U-Report Greece will be adolescents and young people 14 to 25 years old who live in Greece, including refugees and migrants, Roma, youth with disabilities, and youth living in rural areas.

How can you make a difference?

The Consultant is expected to support the UNICEF Greece Country Office with the set-up, testing and launch of the U-Report Greece platform, as well as the day-to-day management and monitoring of the platform, including the quality control of the content before it is published. S/he is also expected to assist in the development and launch of the U-Report media campaign and provide input to the awareness raising and advocacy plan, with the aim to scale up the initiative throughout the country.

In doing so the consultant will:

  • Adapt the U-Report platform to local needs, including the translation of relevant text from English into Greek when needed.
  • Assist with the set-up, testing and launch of the U-Report platform.
  • Manage the U-Report Greece platform on a day-to-day basis.
  • Monitor the activity in RapidPro, U-Report dashboard and in media.
  • Perform quality control of the content generated and uploaded on the U-Report platform, including the information provided under the Chatbot function.
  • Create Standard Operating Procedures to be followed by all users of the U-Report platform.
  • Assist in the development and launch of U-Report media campaign.
  • Provide input to the awareness raising and advocacy plan and assist in its implementation.
  • Set up a system to ensure that the information collected via U-report is available to the program sections and UNICEF management.
  • Conduct the U-Report induction for partners’ focal points to build their capacity on the utilization of U-report.
  • Carry out monitoring, analysis and evaluation of the U-Report roll-out process.

To qualify as an advocate for every child you will have…

  • University degree (Master’s level) in marketing, international relations, communications, IT or a similar field.
  • At least 3 years of proven progressive experience in communication, digital tools, IT project management, technology for development • Experience with communication and outreach campaigns across multiple media is an asset.

    • Previous experience working with young people from disadvantaged groups in the developing sector and with development actors – donors, UN agencies, civil society, government ministries – would be considered an asset;

    • Previous working experience with digital engagement platforms is an asset;

    • Experience giving user-based feedback to the development of software applications is an asset;

    • Fluency in written and spoken Greek and English required

Management -Reporting

The said Consultant will be contracted directly by UNICEF and report to the UNICEF Communication Engagement Associate.

The consultant will be home-based.

All UNICEF rules and regulations related to travel of Consultants/ Individual Contractors apply.

Equipment

IT Equipment may be provided to the consultant, upon availability, to carry out the deliverables. Interested applicants are expected to have already the necessary IT equipment (lap top, mobile phone).

Timeframe and Payment Schedule

Fees:

Candidates are asked to indicate their required all-inclusive fees for the services to be provided. The final rate will be communicated to the candidate upon recommendation by the selection panel.

Payment schedule: Payment will be made on a monthly basis, based on agreed deliverables and a submission of monthly progress reports to UNICEF by the consultant, upon approval by the direct supervisor. Monthly progress reports will be brief, produced in English and summarize key activities, achievements and challenges faced during the reporting period, priorities for the next reporting period, highlighting any support needs from or recommendations for UNICEF.

Deadlines regarding the deliverables are subject to revision depending on the date of recruitment.

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.
