This assignment reflects the need in 2023, for the continuation of the joint efforts led by the ADAP and SBC units at UNICEF ROSA on engaging adolescents and young people on the U-Report South Asia platform to understand their perceptions, attitudes, behaviors, levels of information on key UNICEF thematic areas and to support youth engagement for their own development and those of their families and communities. The U-Report Data Analyst consultant will support the technical implementation of the digital engagement polls and chatbots in the U-Report system.

Purpose:

During this contract period, the consultant will support the Rapidpro technical activities for the 2023 U-Report South Asia agenda on engaging adolescents, young people, and communities in programme priorities and advocacy initiatives through the collection of data, engagement, and evidence-based information-sharing activities.

Key Assignments and Tasks:

  • Input polls and chatbots into the U-Report and RapidPro system.
  • Liaise closely with UNVs and UNICEF country offices on the translation of each online engagement poll and chatbot into the relevant regional languages.
  • Implement social media campaigns to ensure that young people self-initiate engagement with the U-Report and Rapidpro platform.
  • Design the creatives for the social media campaign. Produce analytical reports of online engagement, important human-interest stories, and social media campaigns.
  • Monitor the system to ensure that there are no technical issues interfering with its optimal performance. Support the U-Report Adolescent Reference Group consultations.

Key Deliverables:

Deliverable 1: Quarter 3 polls are translated in local languages, tested, and set up into Rapidpro; required number of days 11 - by 15 August 2023.

Deliverable 2: Social media campaign creatives to support recruitment are designed and deployed on Meta ad Manager; required number of days 4 - by 21 August 2023.

Deliverable 3: Analytical and visualization products of the polls and chatbots are produced and approved by involved sectoral units; required number of days 7 – by 30 August 2023.

Deliverable 4: Technical implementation services for the quarter 4 poll are provided for English and local language campaigns; required number of days 10 – by 13 September 2023.

Deliverable 5: Analytical report and infographics for the collected data in quarters 3 and 4 are developed and approved by the programme lead; required number of days 12 – by 29 September 2023.

Deliverable 6: Rapidpro user journey for last quarter engagement is developed and shared for all 8 South Asian countries; required number of days 11 – by 16 October 2023.

Deliverable 7: Consultation sessions with the adolescent reference group are organized and documented; required number of days 2 – by 18 October 2023.

Deliverable 8: U-Report poll data analysis is developed and finalized; required number of days 9 – by 31 October 2023.

Deliverable 9: Survey questionnaire is deployed into a Rapidpro flow structure in English and local languages; required number of days 6 – by 7 November 2023

Deliverable 10: Sponsored messages to support user-generated interactions with the system are developed and active; required number of days 3 – by 10 November 2023.

Deliverable 11: Analytical graphs and visuals of collected data are finalized and approved; required number of days 13 – by 29 November 2023.

Deliverable 12: The platform’s annual engagement and reach number summary with related advertising expenses is developed and shared with the programme focal point; the required number of days is 5 – by 8 December 2023.

Deliverable 13: A brief report of the U-Report South Asia adolescent panel discussions is produced; required number of days 3 – by 14 December 2023.

To qualify as an advocate for every child you will have…

Education:

University degree in Information Technology, Statistics, Economics, Computer Science, Communication, Journalism, Marketing, International Development, or a related field as well as a track record of practical data analysis.

Work Experience:

Minimum 3 years of work experience in a position that required practical data analysis and creation of management reports, preferably but not limited to development sectors.

Experience with adolescent and youth issues is a plus.

Language Proficiency:

Fluency in written and verbal English and Nepali is required. Knowledge of Hindi and other South Asia languages

Competencies: Ability to use or learn a new technology platform (RapidPro); previous experience with RapidPro is a plus. Demonstrated understanding of social media engagement techniques and campaign planning is recommended. Highly comfortable using Microsoft Excel for analysis; familiarity with Tableau, R or Python, or similar tools is a plus.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
