U-Report is a platform that in a fast and efficient way encourages and enables the engagement of young people, collects information on issues that are important to them through surveys, and encourages decision-makers to take into account the views of young people in strategies and planning. Through direct collection and analysis of youth opinions, the state institutions, associations, international organizations, media can use survey results in their work on projects, regulation development, policies and strategies as well as for analysis and measurement of progress in various areas related to children and youth.

Information collected through U-Report has been feeding into UNICEF’s programmes and the Government of Serbia’s policy for 3 years now, since UNICEF Serbia launched U-Report in October 2019 together with the Ministry of Youth and Sports. UNICEF Country Program Document is envisaging that opportunities will be expanded for young people to be heard, engaged and connected, including through youth networks, local government participation mechanisms, volunteerism and U-Report for a peaceful, tolerant and inclusive society.

Serbia Country Office has established a practice to conduct up to 24 U-Report polls annually, develop and distribute all poll results in a strong intersectoral manner.

How can you make a difference?

The U-Report Data Analyst will be responsible for: inclusive gender-sensitive planning and programming, active outreach to less included groups, application of new channels for communication with youth from less represented areas and groups, monitoring, data analysis, managing accounts and website, innovation in design and publishing results, partnership and managing suppliers, and advocacy with local self-governments to achieve results for adolescents and young people in Serbia.

Duration of the assignment: September 2022 – August 2023 (full-time, office-based)

To qualify as an advocate for every child you will have…

  • An advanced university degree (Masters or higher) in Business, Economics, Social Sciences, Social Work, Youth Engagement, International Relations, or another relevant field
  • A first level university degree (Bachelor's) in a relevant field combined with 2 additional years of professional experience, may be accepted in lieu of an advanced university degree
  • At least 5 years of work experience in the relevant field (preferably different policy issues - design, evaluation, monitoring and evaluation, youth engagement, innovation, social innovation or entrepreneurship, communication, multi-stakeholder engagement including private sector, and managing relations with those stakeholders who support ecosystem engagement)
  • Experience in deploying digital platforms, tools and approaches
  • Extensive experience with proven records in the preparation of polls and data analysis
  • Excellent understanding of policy, institutional and legal frameworks in the Republic of Serbia
  • Experience in working with national and international stakeholders (civil society, public administration, social partners, local organizations, etc.)
  • Knowledge of children's rights, gender issues, children's and youth participation is an advantage
  • Excellent knowledge of Serbian and English
  • Good analytical skills, writing and reporting
  • Excellent communication skills

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
