Two (2) national individual consultants will oversee the implementation of community engagement activities for COVID-19 vaccine roll-out in Viqueque and Atauro Municipalities.

Work Assignment

  1. Support Ministry of Health at sub-national level to coordinate and organize capacity building for health workers, advocacy meetings with teachers, and parents, community mobilization and monitoring integrated COVID-19 vaccination, and routine immunization campaign in 13 Municipalities (21 days)
  2. Engage mother support group members at Suku level (Atauro: 5 villages and Viqueque 36 villages) in community mobilization of COVID-19 prevention and vaccination through door to door and community meetings (43 days)
  3. Support COVID-19 prevention and vaccination information dissemination at health promotion corners and SISCa outreach 921,5 days)
  4. Support Ministry of Health to engage community radio in disseminating COVID-19 prevention and vaccination information, and/or response to any emerging health issues (21,5 days)
  5. Support Ministry of Health to organize RCCE meeting at municipality level
  6. Support advocacy meeting with faith-based organization, youth groups and other influencers on COVID-19 prevention and vaccination at Municipality level.
  7. Advocacy meeting with teachers, parents and community in the low coverage of COVID-19 vaccination areas (timeline for assignment 5,6 & 7 is 21,5 days)
  8. Support interpersonal communication on emergency response training for health care workers and mother support groups members in low COVID-19 vaccine coverage municipalities (21,5 days)

Deliverables:

1. Participants’ database (disaggregated: gender and disability) for one-day capacity building training for health workers, advocacy meetings and community mobilization.

2.1 Updated of COVID-19 vaccination database at Suku and Aldeia level. 2.2 Updated on population reached by MSG in dissemination information on COVID-19 vaccination and prevention.

3.1 Schedule on information dissemination at health promotion corners and SISCa outreach is submitted

3.2 Participants’ database on utilization of health promotion corners and SISCa

4.1. At least five radio talk show to encourage uptake of COVID-19 prevention and vaccination, addressing rumours or misinformation.

4.2 At least five radio spot/announcement on COVID-19 prevention and vaccination information and/or response to emerging health issues announce regularly.

5.1. RCCE coordination meeting minutes submitted

5.2 Participants’ database of RCCE meeting is submitted

6.1. At least one advocacy meeting conducted in the Municipality level and report submitted.

6.2 Participants’ database on advocacy meetings submitted

7. Advocacy meetings with teachers and parents’ reports submitted

8.1. Training report is submitted

8.2. Participants’ database of interpersonal communication for emergency response, include COVID-19 response for each municipality

Contract Duration: November 2022 - June 2023

To qualify as an advocate for every child you will have…

  • Qualified as bachelor of Public Health, social Behaviour Changes, Social Sciences or other relevant subjects.
  • Experienced in community mobilization and engagement, advocacy and media engagement
  • At least 1 year’s practical experience in COVID-19 response, including prevention and vaccination.
  • Have intermediate level of English (verbal and written). Good written and spoken skills in the language of the humanitarian operation. Knowledge of another UN language and local language in respective municipality is an asset.

  • Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
  • The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
