Background

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

Under various programmes and partnerships, UN women have been working with the objective to promote women’s economic empowerment through interventions that aim at stimulating equal opportunities for women entrepreneurs, capacity building and skills development, financial inclusion through savings groups, market access, business, and enterprise development.

With the partnership with Procter and Gamble (P&G), UN Women aims to train 100 women from rural areas in Minya and Beni-Suef, establish and integrate more women-owned businesses (WOB) in the supply and distribution chains of corporates with the objective to stimulate equal opportunities for women entrepreneurs, provide them with a true business opportunity, build their capacity in marketing and soft-skills, and link them to the market with the aim to increase their market share and return on their investment.

Objective of the Assignment:

Under the overall guidance and direction of the UN Women Economic Empowerment (WEE) programme analyst, the field coordinator(s) contributes to the effective follow-up and coordination of UN Women interventions by supporting in the implementation of the field activities and outreach to women in rural areas. S/he facilitates the delivery of UN Women field related activities by contributing to achieving results and providing advice for enhancements, as necessary.

Duties and Responsibilities

Under the overall supervision of UN Women’s Economic Empowerment programme analyst, the field coordinator(s) will ensure implementation and coordination on UN Women’s field related activities in the governorates of concern, one for each governorate.

Summary of key functions:

  • Prepare, implement and coordinate all field related activities, including the activities taking place in the field;
  • Map and establish linkages with women entrepreneurs, women-owned businesses, and women beneficiaries in rural areas;
  • Coordinate activities with implementing partners including grassroots community-based organizations, non-governmental organizations (national and international);
  • Establish connections and synergies with ongoing programmes in the field;
  • Monitor on-ground implementation and progress in the field from various stakeholders and UN Women’s implementing partners and/or sub-contractors;
  • Maintain communication with UN Women’s target groups for effective follow-up and possible scalability of activities;
  • Report using the results-based approach on activities’ progress.

Prepare, implement, and coordinate all field related activities ensuring the following:

  • Identify, attend and coordinate outreach activities and other field related events;
  • Effective field supervision for the activities, providing information about the timeliness and usefulness of UN Women supported activities;
  • Preliminary assessment of progress towards outputs, and identification of good practices, lessons, and results;
  • Observe and participate directly in programme activities and field activities;
  • Meet people in their own environment and obtain the views of the target and/or potential beneficiaries of the programme (e.g. local leaders, social workers, private agribusiness firms);
  • Manage all the on the ground activities at the field;
  • Handle properly procurement-related processes in the field, maintain supporting documents on expenditures, as deem applicable and feasible.

Map and establish linkages with women beneficiaries in the relevant governorate

  • Identify and map potential partners/target groups and establish linkages with UN Women and other ongoing development partner’s programmes;
  • Ensure coordination and synergies amongst all field related activities;
  • Identify best practices from the field for upscaling;
  • Provide input on the strategic direction of the interventions in the field;
  • Facilitate “asset transfer”, training/ capacity building activities, formalization of businesses for the target groups, as deemed applicable.

Report using Resultant Based approach

  • Prepare monthly concise reports with the following key headings;
  1. Progress updates and achievements;
  2. Challenges and proposed mitigation measures;
  3. Activities and key persons involved including contact information;
  4. Main findings (include any specific evidence, success stories, lessons, and good practices for organizational learning);
  5. Recommendations and follow-up action points (include any proposed adjustment to programme results, activities, and budgets);
  • Ensure reporting is in line with programme’s outcomes, outputs, and indicators;
  • Field trip reports should contain clear findings and recommendations that would feed into programme’s design and effective implementation;
  • Attendance of field-related events (i.e. assessment, training, and advocacy) can often be combined with field observations that provide instant feedback into programme’s design and implementation.
  • Document feedback and feature stories and views from a variety of sources including women beneficiaries and any other relevant direct and/or indirect beneficiary.

Required Skills and Experience

Education:

  • Bachelor’s degree in business, accounting, law, agriculture, social sciences, development studies, or other relevant degrees.

Experience:

  • Minimum of 7 years of relevant experience in project implementation and management in the field with a focus on capacity building, outreach, and rural areas development;
  • Experience in UN interagency cooperation, particularly on gender would be an asset.

****Language Requirements:****

  • Good acquisition of written and spoken Arabic language is required, as well as good command of English.

Evaluation Criteria:

  • Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Technical Weight Criteria: 70% (70 points)

  • Criteria 1: Bachelor’s degree in business, accounting, law, agriculture, social sciences, development studies, or other relevant degrees (10)
  • Criteria 2: Minimum of 7 years of relevant experience in project implementation and management in the field with a focus on capacity building, outreach, and rural areas development (40)
  • Criteria 3: Experience in UN interagency cooperation, national partners particularly on gender issues; in addition to reporting skills, using a result-based management approach. (20)

Financial Weight Criteria: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • (Lowest Bid Offered) refers to the lowest price offered by Offer scoring at least 49 points in the technical evaluation.
