This project aims to support urban recovery and reconstruction through a participatory approach to skills development and job creation to foster social cohesion and community reconciliation through restoration and critical reconstruction of Mosul’s historic urban landscape and urban conservation in Basra. The scope of the project is to foster resilience, cultural identity, social cohesion and inter-community reconciliation through the creation of job opportunities and the development of youth skills among IDPs/returnees of the Old City of Mosul’s local communities, as well as applying the same approach to the recovery of urban cultural heritage through skills development and job creation for urban youth in Basra. The overall objective is to promote the stability and socio-economic development of Iraq. The specific objective for the urban recovery of Mosul and Basra’s Old Cities is to foster and improve community resilience and livelihood with the main outputs of the proposed project to encompass: 1.1 Job and skills opportunities for vulnerable youth in the rehabilitation sector of the urban infrastructure of the old cities of Mosul and Basra to have increased. 1.2 Recovery of the historic urban landscape of Mosul and Basra re-established. 1.3. Social cohesion and identity around urban cultural heritage fostered. The priority areas for support are twofold; youth livelihoods in historic urban areas and the rehabilitation of (primarily but not strictly) cultural heritage assets, resources, skills and knowledge. The approach and actions to be taken address and support both areas simultaneously and produce mutually enriching results. **Purpose of the Assignment** During 2017‐2018, UNESCO supported the development and implementation of a Technical and Vocational Qualification Framework (TVQF) for the Technical and Vocational Education and Training (TVET) subsector in Iraq and the Kurdistan Region of Iraq (KR‐I). The Iraqi Council of Ministers approved the Technical and Vocational Qualifications Framework for Iraq in March 2021. To support this process, UNESCO Office for Iraq is seeking to hire a qualified expert to support the Iraqi government to further develop and implement the TVQF, related curricula in order to undertake the duties and responsibilities detailed below. Particular focus should be given to strengthening the capacities of all actors during the assignment. Under the overall supervision of the Director of UNESCO Office for Iraq and the direct supervision of the Chief of Education and the project Officer, the consultant shall undertake execute the following responsibilities: ***Scope of Assignment*** Most of the TVET curricula in Iraq are supply-driven. As in the other education subsectors, TVET practices are currently obsolete, and subjects do not include the required interaction with the employers and the work environment. Therefore, a multi-sector labour market survey of firms was conducted by UNESCO in Iraq in 2018 with the statistical agencies in Iraq to obtain statistically representative data on the structure of employment by the size of firms, recruitment patterns, current employment of occupations, skills needed, skills shortage/gap, growth projections, and other relevant information. The results and analyses of this survey will create the basis for a sectorial approach to the development of demand-driven curricula. To support the curriculum development process, the UNESCO Iraq Office is seeking to hire a qualified curriculum development and assessment expert to work with a small national team of consultants, government officials and representatives of business and industry to develop and review curricula, including assessment standards and tasks, which are aligned to the approved TVQF. Particular focus should be given to strengthening the capacities of all actors during the assignment. Duties and Responsibilities --------------------------- - Review and edit existing curricula, including assessment standards and tasks based on occupational standards (as per RoMaB Projects Documents) in the construction sector and oversee the implementation of new curricula, in Construction sector - Review and edit existing teaching and learning material, including assessment standards and tasks, in the Construction sector - Development of teaching and learning materials for the newly developed curricula in Construction sector - Delivery of the skills development and orientation of teachers to offer the new curricula - Delivery of the TVET trainings programmes in Mosul, including M&E activities - Supervise the mapping of a sample of existing curricula onto the TVQF - Ensuring alignment with TVQF and the guidance and guidelines for existing and new qualifications are being implemented and met. This would include a comprehensive review of existing qualifications, identification of gaps and development of solutions; international benchmarking/ equivalence (purpose and principles of TVQF), and occupational relevance. - Review of assessment strategies and documentation for existing and new qualifications to ensure compliance with TVQF guidelines and requirements and international good practice in relation to competency-based assessment. - Developing a comprehensive capacity-building support and guidance structure, building on lessons learned from previous programmes, will increase impact. - Identification of gaps and development of the required tools, materials, guidance and resources. ***Deliverables and timeline*** Expected Outputs/Deliverables: \- Monthly Reports describing work undertaken, deliverables and outcomes achieved, the work plan for the coming period, project issues and risks. \- In additional to Monthly Report further specific deliverables will be required on the basis of the responsibilities set out above. These will include, but are not limited to: - Review and edit existing curricula, including assessment standards and tasks, in Construction sector - Review and edit existing teaching and learning material, including assessment standards and tasks, in Construction sector - Development of teaching and learning materials for the unique modules of: \- Level 2 Certificate in Construction \- Level 3 Certificate in Construction \- Level 4 Certificate in Construction The suggested trades (Painting and Decoration, PVC, Plumbing, Electrical Installation, Tile and Marble Setters..) - Co-delivery of subject specific ToT to instructors to deliver the newly developed curricula. - Provide support of the TVET trainings programmes in Mosul including M&E activities. - Capacity building workshops for the implementation of the TVQF. - Capacity building workshops for curriculum developers in relevant Ministry. - Draft accreditation methodology, processes and guidance. **Timeframe and Location** - Duration: 6 months - Estimated start: Mid-April 2021 - Remuneration will be paid monthly according to qualifications and experience in line with the remuneration rates established within UNESCO - The consultancy will require regular missions to Mosul and Erbil, Iraq.
