You have:
- Advanced university degree (Master’s or equivalent) in social sciences, preferably in education, education planning, basic education, teacher education.
- A minimum of 7 years of progressively responsible and relevant professional experience in the field of TVET.
- Professional experience in project management.
- Extensive field experience in supporting public education and/or education in emergencies.
- Holistic understanding of sector-wide education development in the Arab region.
- Solid understanding of the Arab region from political and socio-economic perspectives.
- Excellent written and oral communication skills.
- Knowledge of English and Arabic.
- Experience in programme planning, monitoring and evaluation in the context of UN.
- Knowledge of French.

With its humanistic and holistic approach to education, UNESCO strives to support the efforts of Member States to enhance the relevance of their TVET systems and equip youth and adults with skills required for employment, decent work, entrepreneurship, and lifelong learning. TVET is considered a powerful tool to prepare youth for the labour market and provide lifelong learning opportunities to adults and plays a strategic role in the achievement of the 2030 Agenda for Sustainable Development. Its targets encourage a vision of TVET that supports the transition towards inclusive and sustainable societies and economies which implies the need for TVET systems to develop, transform and adapt to remain relevant. SCOPE OF WORK OF THE ASSIGNMENT ------------------------------- Under the overall authority of the Director of the UNESCO Beirut Regional Office and the direct supervision of the Senior Education Adviser for the Arab region, the consultant will support the planning, coordination, and implementation of the regional Programme on Technical and Vocational Education and Training (TVET). In particular, the consultant will perform the following functions: 1\. Programme Design and Monitoring Support the coordination, planning, monitoring and implementation the Office’s Programme on Skills for life, from Learning to Earning and the world of work (Literacy, TVET, STEM). Support identifying focus areas within the Member States national priorities and in alignment with the UNESCO Strategy for TVET (2022-2029), the UN and other development partners' approaches and strategies. Support the development and monitoring of programmes and strategies with regard to the Sustainable Development Goals 4 (SDG4-Education 2030) and 8 (SDG8-Employment), including in areas of education policy, planning and management in particular in the area of skills for life and the world of work. Support the formulation of the multi-partner initiatives on digital transformation of TVET and skills development in the Arab States. 2\. Policy Advice and Technical Assistance Initiate steps to provide policy advice and technical assistance to Ministries of Education and other key stakeholders to implement more effectively regional and country-level programme activities, particularly in areas of skills for life and the world of work planning, resource projections and information management systems with a focus on TVET. Assist in carrying out focused research activities 3\. Knowledge Management, Partnerships and Resources Mobilization Develop knowledge-based outreach strategies, aimed at expanding and communicating UNESCO programmes on skills for life and the world of work with a focus on TVET. Mobilize and network, in collaboration with UNESCO Specialized Institutes (especially IIEP, UIL, UIS), with national, regional and international partners, including in the context of the Regional Coordination Group on SDG4 – Education 2030. Contribute to resource mobilization to support skills development policy analysis, planning and system development in the region, by preparing project proposals and cooperation frameworks/MOU with Member States and donor agencies **DELIVERABLES** ---------------- 1. He/she shall also take part in in-person meetings at UNESCO Beirut Office premises, if requested. - Reporting: Throughout the assignment, the consultant will work under the overall guidance of the Regional Director of UNESCO Beirut Office and will report to the senior ED Regional adviser.
