OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme is to help countries to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. In the context of the WHO Health Emergencies Program (WHE) and bridging the WHE program with health system strengthening efforts and in line with the new WHO Global Emergency and Trauma Care Initiative, which aims to save lives through improvements to emergency care systems, the objectives of the Emergency and Trauma Care project is to link humanitarian health interventions on trauma and emergency care with health system strengthening objectives to increase capacity to provide quality emergency care, and to foster awareness through advocacy about its potential to save lives.

DESCRIPTION OF DUTIES

  1. Manageand oversee the Trauma and Emergency Care (T&EC) project through development and implementation of the relevant T&EC work plans.
  2. Promote the integration of the project with other WHE projects and health system strengthening approaches ensuring the monitoring and evaluation of related activities to reach UHC.
  3. Conduct needs assessments of the affected population in respect of emergency and trauma care including referral pathways, and document good practice examples at the country level.
  4. Oversee the development and improvement of information systems on T&EC to monitor the progress towards UHC and facilitate its integration into existing health information systems.
  5. Develop and adapt guidelines and Sops related to Trauma Care in oPt.
  6. Liaise and coordinate with concerned technical units, MOH, and build external relations with donors and trauma, humanitarian and development partners to adapt policies and strategies related to T&EC and advocate for multi-sectoral actions.
  7. Enrich the WCO's knowledge and build the technical capacity on matters regarding universal health coverage ensuring the T&EC contribution to the triple-billion goals of GPW13.
  8. Strengthen and integrate private sector engagement models into T&EC.
  9. Assess capacities and gaps with regards to Trauma and Emergency Care to ensure best outcomes for fulfilling the priorities of the project.
  10. Monitor the implementation of WHO's T&EC projects and grants, analyze risks for implementation and propose alternatives.
  11. Determine WHO Trauma and Emergency Care team staffing needs, ensure and follow recruitment arrangements and the mobilization of the required human resources.

REQUIRED QUALIFICATIONS

Education

Essential: Master's degree in public health, or medicine, or nursing, or trauma sciences. Desirable: Post-graduate degree in public health, epidemiology, health system management, emergency, humanitarian, disaster management or related field.

Experience

Essential: At least seven years of relevant experience with proven international exposure in Trauma and Emergency Care in conflict settings, with proven experience in coordinating humanitarian health interventions and health systems strengthening. Desirable: Relevant work experience in health emergency management and related strategy development with WHO and/or other UN agencies.

Skills

  • Sound technical skills and expertise in trauma and emergency care based on evidence.
  • In-depth knowledge of Public health programmes with demonstrated ability to work in disasters and in resource scarce contexts.
  • Excellent skills in the assessment, monitoring, analysis and evaluation of emergency situations.
  • Proven ability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2752 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
