Org. Setting and Reporting The Transport Officer position is located within the Mission Service Delivery Pillar of the United Nations Mission for the Referendum in Western Sahara (MINURSO, in Laayoune. The incumbent will be under the direct supervision of the Chief Service Delivery.
Responsibilities Within delegated authority, the Transport Officer will manage and supervise Transport Section to perform the following duties:
Administration: Formulate Transport Budget and advises the Chief Service Delivery regularly on budget performance (actual expenditure versus planned). Prepare transport team’s spending plan and monitors monthly expenditures; Prepares financial and budget summaries and reports; Develop and implement the Transport Unit's Training Plan; Coordinate with UNGSC for training courses, workshops and other related training activities; Prepare performance reports and response to internal and external audit observations; Supervise the personnel and evaluates staff performance; Ensure the compliance with the UN policies on the workplace safety and environment protection; Determine technical specifications for goods and services, reviews responses to bid and conducts technical evaluations to ensure that vendor's proposals meet technical requirements; Oversee contracts for the provision of goods and services and evaluates vendor's performance in coordination with the Contracts Management Unit and/or the Procurement Unit; Ensure that quality control/quality assurance procedures are implemented, that plans, and work processes comply with the established procedures; Participate in the technical evaluations of bids received from vendors; Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting; Ensures that requirements and background information used for data analysis are documented.
Fleet/Sector Motor Transport Management: Manage the provision of the surface motor transport support within a specific geographic area in a field mission which includes the United Nations Owned Equipment and commercial transportation services; Participate in the development and implementation of the Vehicle Establishment Program in accordance with the decisions of the Mission Vehicle Establishment Committee and the Department of Operational Support policies and directives on the acquisition, receipt, distribution, maintenance, utilization and disposal of the surface transport fleet; Participate in the development and implementation of the Mission Vehicle Acquisition Plan, the Mission Vehicle Maintenance Plan and the Mission Vehicle Recovery Plan in order to ensure that a filed mission fleet is optimized to meet operational requirements; Ensure the inventory control and supervises the physical annual checks of vehicles and equipment; Ensure that the UN vehicles are used in accordance with the UN regulations and rules, and that vehicle usage data are correctly recorded; Ensures the accuracy and validity of data recorded in the management information systems; Develop the performance monitoring plan, manages the information system, and transition to data-driven transport operation.
Fleet Vehicle Inventory: Monitor distribution of non-expendable transport assets; Ensure that bi-annual physical inventory of non-expendable transport assets is conducted regularly and in accordance with the established procedures and deadlines; Ensure that records are maintained for non-expendable transport assets, including records in fleet management databases; Coordinate the Mission Vehicle Establishment Committee (VEC) meetings; Implement the Vehicle Replacement Policy; Ensure that vehicle write-off cases are processed in accordance with the established procedures and deadlines. Provide inputs for statistical report on transport fleet utilization and composition; Ensure that monthly trip tickets and Electronic Vehicle Monitoring System (EVMS) statistics of the mission vehicle fleet are processed in accordance with the established and guidelines.
Transport Dispatch: Ensure the routine transportation requirements are identified within the area of responsibility; Analyze transportation requests and supervises route planning and reconnaissance; Prepare and disseminates information regarding transport services and transport facilities available to customers; Ensure maximum utilization and effective use of vehicle and driver resources; Ensure the provision of ad-hoc transportation services to meet all requirements including staff and equipment movement for operational duty purposes; Monitor the periodic maintenance and repair of the vehicles to ensure the reliability of the transportation service; Ensure that files and documentation related to assigned duties are maintained and prepares reports for supervisors; Monitor monthly mileage and fuel consumption reports for UN-owned vehicles and confirms the return of the individually assigned vehicles upon departure of staff from the service; Ensure that databases to monitor the Mission personnel in possession of UN driving permits are maintained.
Maintenance Workshop: Supervise the maintenance and repair of UN-owned vehicles in accordance with the vehicle manufacturer's standards for automotive electrical system including Electronic Vehicle Monitoring System (EVMS), air conditioning system, suspension system, braking system (including ABS system) and bodywork and painting; Supervise the diagnostic and fault finding, quality control/assurance, road testing and vehicle recovery; Develop reports to document workshop performance (including personnel matters), vehicle warranties, vendor support and other workshop related activities; Ensure that information in the Electronic Vehicle Monitoring System (EVMS) and Fuel log software packages is accurate and up-to-date; Identify requirements for spare parts, hand tools and workshop floor equipment. Perform other related duties as required

Education High school diploma or equivalent is required. Technical or vocational certificate in mechanical engineering, transportation, logistics or other related fields is desirable. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
Job - Specific Qualification A valid driving license is required.
Work Experience A minimum of 10 years of progressively responsible experience in motor vehicle transport operations management or related area is required. The minimum years of relevant experience are reduced to 5 years for candidates who possess a first level University degree.
A minimum of 4 years of combined experience in transport asset’s management, fleet maintenance and/or fleet operations at the international level is required.
2 years or more of experience in data analytics or related area is desirable.
Languages English and French are the working languages of the Secretariat. For this position advertised, fluency in oral and written English is required. Knowledge of Arabic is desirable.
Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
