UNMISS was established in 2011 under the auspices of the UN Department of Peacekeeping Operations (DPKO); subsequently, UNMISS mandate has been renewed through resolutions 2057 (2012), 2109 (2013), 2155 (2014), 2187 (2014), 2223 (2015), 2241 (Dec. 2015), 2304 (2016) and 2327 (2016), 2392 (Dec. 2017), 2406 (Mar. 2018).

“Carlog”, is an electronic vehicle data collection system that has been introduced in field operations to improve the management of vehicle fleets. Under the direct supervision of the Motor Transport Officer (MTO) the UN Volunteer will undertake the following tasks.

• Ensures that the mission’s electronic fleet management and vehicle tracking system (Carlog) is operational Mission-wide all the time. • Coordinate with the Field Technological Services for a quick intervention in case of system failure, maintenance or software update. • Coordinate with the Field Motor Transport officers for a quick intervention in case of vehicle tracking device failure to send data to the receiving station/server. • Create carlog database that meets the requirements of the organization with improved efficiency, accuracy and data quality. • Record and maintain correct data regarding everything pertaining to the fleet – vehicles/equipment and drivers. • Analyze the carlog data and establish trends, patterns, relationships and possible errors. • Extract data from different sources and put it together in reports. • Share analyzed carlog data with authorized stakeholders in an easy-to-understand way. For example, use of graphs, charts and other visual elements to communicate patterns and trends. • Generate reports that are accurate, timely and can be used for a variety of purposes - fleet planning, budgeting, investigations and auditing. • Perform data cleaning by removing unnecessary data from the data set to make it more manageable. • Set up schedules and alert messages for vehicle maintenance, driving permit and insurance renewal in the Carlog database in order to have a fleet in an excellent shape. • Use the carlog to monitor compliancy of the road safety regulations and rules set by the local authority and the Mission leadership. • Monitor compliancy of SOPs governing usage of UN vehicles/equipment. • Coach, mentor and share experience with international and national colleagues to develop their work performance and professional skills in the respective specialized area. • Performs duty mechanic shifts as per Transport section duty roster. • May perform other related duties as directed by the supervisor.

• Training in Data Management and Analysis. • Have good data analytical skills • Ability to create databases • Ability to create visual elements to communicate data patterns and trends. • Knowledge of SQL database management. • Possess data mining skills. • Valid Driving License. • Excellent typing and transcription skills • Analytical and problem-solving skills • Ability to set and meet deadlines • Ability to work in high-pressure situations • Experience with statistical software. • Experience in Automotive telematics and fleet management solutions/software. Desirable.

Living conditions vary between UNMISS duty stations. Each duty station where UNMISS has a field presence has basic residential camp facilities, which includes running water and electricity. Candidates should be aware that accommodation may be austere with the possibility of water shortages and power blackouts. As the accommodation situation improves single unit accommodation, with an attached ablution, should become available in all locations. Hard wall accommodation is available in Juba.

All UNMISS duty stations apart from Entebbe, Uganda are considered non - family duty stations. The security level of UNMISS duty stations is classified by the UN Department of Safety and Security (UNDSS) who will brief on arrival. A number of locations in South Sudan are prone to conflict.

Primary health care services (preventive and curative) are provided in 11 United Nations Owned Equipment (UNOE) Level-I clinics, 21 Contingent Owned Equipment (COE) Level-I clinics, 4 COE Level-II medical facilities within the mission area and the establishment of contractual agreements for Level-III and Level-IIII care outside the mission area. The 4 Level-II facilities available in Juba, Bor, Malakal and Wau, run by the Troop Contributing Countries (TCC), take referrals from the Level-I clinics and provide hospital-based care.

The climate is tropical with a rainy season in many areas, which should normally span from around April to October. Ability to live and work in difficult and harsh conditions is essential.
