UNMISS was established in 2011 under the auspices of the UN Department of Peacekeeping Operations (DPKO); subsequently, UNMISS mandate has been renewed through resolutions 2057 (2012), 2109 (2013), 2155 (2014), 2187 (2014), 2223 (2015), 2241 (Dec. 2015), 2304 (2016) and 2327 (2016), 2392 (Dec. 2017), 2406 (Mar. 2018), 2459 (Mar. 2019), 2514 (Mar. 2020), 2567 (Mar. 2021), 2625 (Mar. 2022).

Under the direct supervision of the Motor Transport Officer (MTO) the UN Volunteer will undertake the following tasks:

• Ensure the routine transportation requirements are identified within the area of responsibility. • Analyze transportation requests and supervise route planning and reconnaissance. • Act as task manager coordinating operations in the absence of the Transport Unit supervisor. • Establishes service timetables and driver/technician rosters. • Ensure the provision of ad-hoc transportation services to meet all requirements including staff and equipment movement for operational duty purposes in the area of responsibility. • Ensure that the mechanical conditions of all vehicles and daily maintenance of the fleet vehicles are performed. • Monitor the periodic maintenance and repair of the vehicles to ensure the reliability of the transportation service. • Plan and perform the preventive maintenance plan for the fleet. • Monitor distribution of non-expendable transport assets. • Ensure that records are maintained for non-expendable transport assets, including records in fleet management databases. • Provides inputs for statistical reports on transport fleet utilization and composition. • Ensure that vehicle write-off cases are processed in accordance with the established procedures and deadlines. • Assign vehicle mechanics and drivers to the relative tasks and monitor the major and minor mechanical repairs on United Nations vehicles and equipment. • Diagnose and monitor the skilled and semi-skilled repairs of mechanical defects in United Nations Vehicles and Equipment. • Monitor the fleet utilization through the vehicle tracking system and report any violations. • Enforce the road safety rules and regulations in the area of responsibility. • Initiate requisition for spare parts, materials, and equipment used in in the vehicle repair workshop. • Prepare task orders and insure the timely records in the system. • Maintain adequate inventory of spare parts, equipment, and supplies used in repairing and servicing motorized vehicles. • Conducts regular inventory checks of the Transport Warehouse stocks. • Implement Occupational Safety and Health policies at the workshops and workplace. • Ensure vehicle incidents/accidents are reported and damage discrepancy reports are raised in a timely manner. • Implements the vehicle replacement policy. • Enforce annual vehicle rotational policy to maximize utilization of the fleet. • Monitor attendance and leave records of staff. • Perform various additional related duties as and when assigned by the Supervisor.

• Ability to work in high-pressure situations is required. •Working knowledge of Enterprise Resource Planning (ERP) system supporting asset management activities is required. • Knowledge of practices and procedures for large volume transportation operations in the field is required. • Ability to work in a multicultural team of international and national personnel is required. •Knowledge of tools, equipment and procedures used in the general overhaul, repairs and maintenance of automotive equipment is required. • Knowledge of basic technologies involved in electrical, hydraulics and fuel systems is required. • Knowledge of complete bus, truck and automotive vehicle maintenance operations is required. • Knowledge of health and safety regulations is required. •Have affinity with or interest in volunteerism as a mechanism for durable development, and the UN system is desirable. • Qualified females that meet the requirements of this post are particularly encouraged to apply and will be given full consideration in accordance with the United Nations efforts to increase women's participation in its workforce and maintain gender parity.

Living conditions and remarks Living conditions vary between UNMISS duty stations. Each duty station where UNMISS has a field presence has basic residential camp facilities, which includes running water and electricity. Candidates should be aware that accommodation may be austere with the possibility of water shortages and power blackouts. As the accommodation situation improves single unit accommodation, with an attached ablution, should become available in all locations. Hard wall accommodation is available in Juba.

All UNMISS duty stations apart from Entebbe, Uganda are considered non - family duty stations. The security level of UNMISS duty stations is classified by the UN Department of Safety and Security (UNDSS) who will brief on arrival. A number of locations in South Sudan are prone to conflict.

Primary health care services (preventive and curative) are provided in 11 United Nations Owned Equipment (UNOE) Level-I clinics, 21 Contingent Owned Equipment (COE) Level-I clinics, 4 COE Level-II medical facilities within the mission area and the establishment of contractual agreements for Level-III and Level-IIII care outside the mission area. The 4 Level-II facilities available in Juba, Bor, Malakal and Wau, run by the Troop Contributing Countries (TCC), take referrals from the Level-I clinics and provide hospital-based care.

The climate is tropical with a rainy season in many areas, which should normally span from around April to October. Ability to live and work in difficult and harsh conditions is essential.
