Org. Setting and Reporting This position is located within the Transport Unit in the Mission Support Service of the United Nations Support Mission in Libya (UNSMIL). The position is located in Tripoli, Libya and is expected to redeploy to Sirte, subject to certain conditions or when authorized by the Head of Mission. (Tripoli and Sirte are classified as a Hardship "E" duty station and a non-family duty station). The incumbent will be under the overall supervision of the Chief Transport Officer.

On 29 April 2022, the Security Council, by its resolution 2629 (2022) renewed the mandate of the United Nations Support Mission in Libya (UNSMIL) through 31 July 2022, by roll-over of its resolutions 2542 (2020) of 15 September 2020, 2570 (2021) of 16 April 2021 and 2599 (2021) of 30 September 2021. The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to GNA-led efforts to stabilize post-conflict zones, including those liberated from Da'esh. On 16 April 2021, the Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities Responsibilities Within delegated authority, the Transport Assistant FS5 will be responsible for the following duties: Fleet Vehicle Inventory Unit duties: - Monitors distribution of non-expendable transport assets. - Ensures that bi-annual physical inventory of non-expendable transport assets is conducted in accordance with the established procedures and deadlines. - Ensures that records are maintained for non-expendable transport assets, including records in fleet management databases. - Coordinates the Mission Vehicle Establishment Committee (VEC) meetings. - Implements the Vehicle Replacement Policy. - Ensures that vehicle write-off cases are processed in accordance with the established procedures and deadlines. - Provides technical expertise on Contingent Own Equipment (COE) and safety inspections. - Provides inputs for statistical report on transport fleet utilization and composition. - Participates in the technical evaluations of bids received from vendors through the Procurement Section. - Ensures the constant availability of vehicles for temporary assignment in support of one- off and emergency tasks as directed by a Chief of Unit/Section, Transport. - Ensures that transportation equipment is returned in good working order on check-out by the outgoing personnel.

Transport Warehouse duties: - Assist Central Warehouse with inventory checks of the Transport stocks. - Monitors warehouse records, prepares financial and budget summaries, writes reports and submits them to a Transport Officer or a Chief Transport Officer in accordance with the established procedures and deadlines. - Determines generic technical specifications, estimates quantity (number of units), drafts proposals for requisitions for spare parts, tools and equipment in accordance with the UN procurement procedures.

Transport Dispatch duties: - Ensures the routine transportation requirements are identified within the area of responsibility. - Analyzes transportation requests and supervises route planning and reconnaissance. - Establishes service timetables and driver rosters. - Prepares and disseminates information regarding transport services and transport facilities available to customers. - Ensures maximum utilization and effective use of vehicle and driver resources - Ensures that all mission personnel are aware of the services available to them and communicates any changes that occur. - Ensures the provision of regular shuttle bus services along established routes. - Ensures the provision of ad-hoc transportation services to meet all requirements including staff and equipment movement for operational duty purposes. - Ensures that the mechanical conditions of all vehicles and daily maintenance of the shuttle buses are performed. - Monitors the periodic maintenance and repair of the vehicles to ensure the reliability of the transportation service. - Ensures that files and documentation related to assigned duties are maintained and prepares reports for supervisors. - Monitors monthly mileage and fuel consumption reports for UN-owned vehicles and confirms the return of the individually assigned vehicles upon departure of staff from the service. - Ensures that databases to monitor the Mission personnel in possession of UN driving permits are maintained. - Ensures that driving test assessments are conducted for UN personnel.

Transport Driver Testing / Damage Discrepancy Reporting duties: - Maintains databases to monitor the mission personnel in possession of the UN driving permits. - Conducts driving test assessments for the field mission staff members. - Monitors contractual performance of vendors and verifies financial invoices. - Participates in the development of the Transport Unit’s/Section’s annual budget proposals. - Participates in the development of the Transport Unit’s/Section’s Standard Operating Procedures. - Participates in training activities to enhance the capacity of international and national staff members. - Performs other related duties as required.

Other duties: - Supervise and distribute the work assignments, and guidance to junior staff members - Monitors contractual performance of vendors and verifies financial invoices. - Participates in the development of the Transport Unit’s/Section’s annual budget proposals. - Participates in the development of the Transport Unit’s Standard Operating Procedures. - Participates in training activities to enhance the capacity of unit’s staff members. - Performs other related duties as required.

Education High school diploma or equivalent is required. Technical or vocational certificate in mechanical engineering, transportation, logistics or other related fields is desirable. A valid driver’s license is required.

Experiences with passengers and transportation of goods by air, surface and sea are desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this job opening, fluency in oral and written English is required.
