Background

UN Women is grounded in the vision of equality enshrined in the Charter of the United Nations. It works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Lebanon Office assists national governments to fulfill their gender equality commitments under the applicable national and international laws, and in furtherance of national and regional implementation of Agenda 2030 and the Sustainable Development Goals. A significant element of Lebanon’s Strategic Note is focused on an enhance strategic approach to communications, with the aim of increasing the visibility of Lebanon CO and public awareness of bot success stories and the specific gaps and challenges to gender equality and the empowerment of women and girls in th region. Lebanon’s CO communications activities will also aim to strengthen and expand partnerships with diverse stakeholders in the region and internationally.

The translator will be engaged under a retainer contract for one year in length and is expected to provide high quality Arabic to English, English to Arabic, French to English, English to French, French to Arabic, Arabic to French written translation services for UN Women on a per assignment basis. Individual assignments will vary in form, ranging from a half day to a week or more.

UN Women Lebanon Office will identify in advance translation assignments, ascertain whether the hired consultant is available during the time period of the assignment, and clearly inform the hired consultant of the nature, timeframe, and expected outputs for each assignment. Flexibility is expected as the nature of the communications work often evolves to respond to contextual needs and demands, including deadlines set at short- notice. After completion of the assignment, the consultant will be required to submit an invoice detailing time spent on task and/or the number of pages/words translated (to be agreed with UN Women).

Duties and Responsibilities

Under the supervision of the Communications and Advocacy Specialist, the consultant will provide written translation (Arabic-English French) for a range of documents, including briefs, reports, speeches, presentations, meeting notes etc.

Deliverables: High-quality reports and social media materials of diverse objective and format, compliant with UN Women language guidelines within the indicated timeline.

Required Skills and Experience

Education:

  • Master’s degree in translation or languages, or a related field.
  • A bachelor’s degree plus two additional years of work experience may be accepted in lieu of a master’s degree.

Experience:

  • Minimum 4 year of experience in Arabic-English-French translation.
  • Familiarity with gender-sensitive language in Arabic, French and English.
  • Work experience with UN Women or the UN system would be an asset

Language Requirements:

  • Fluency in oral and written English, Arabic and French is required.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Technical Evaluation (70%) split such as:

  1. Education: (10 points)
  2. Professional Experience & background: (60 points)

Financial Evaluation (30%):

  • The cover note should include the financial proposal, including:
  • Arabic to English, English to Arabic, French to English, English to French, French to Arabic, Arabic to French Price per page of 250 words
  • The points for the Financial Proposal will be allocated as per the following formula:
  • (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);

Interested Individual Consultants must submit the following documents/information to demonstrate their qualifications:

  • A cover letter with a brief presentation of your consultancy explaining your suitability for the work;
  • UN Women Personal History form (P-11) which can be downloaded from http://www.unwomen.org/about- us/employment;
  • Personal CV; and Financial proposal; Proposed inclusive daily rate.

The above-mentioned documents should be merged in a standalone file including all of them, since the online application submission does only permit to upload one file per application. Incomplete submission can be a ground for disqualification.
