Background
United Nations Development Program (UNDP) works to support the ongoing peace and confidence building process by promoting initiatives that encourage dialogue and cooperation between the communities of Cyprus.
UNDP provides expertise and technical support to ensure a smooth implementation of its partners' priorities. Within this context, UNDP is seeking to engage a consultant for provision of professional translation and interpretation services on an as-needed basis.
The consultant’s work will include but will not be limited to:
- translation of texts, catalogues, educational books, website content, reports, press releases, etc.;
- simultaneous and consecutive translation during meetings, conferences, seminars, trainings, etc.

Duties and Responsibilities
Under the overall guidance of the Programme & Communications Analyst, the consultant will be requested to deliver the services below:
- Translation Services (English to Turkish, Turkish to English)
- Produce 100% accurate translation from Turkish to English or vice versa of various documents, written / recorded speeches, talking points, presentations, brochures, fact sheets, reports, website content, press releases, etc. as assigned by UNDP;
- Use the appropriate terminology considering the style and nuances of the original text. Areas frequently covered by such documents include cultural heritage, art, history, conservation/restoration, educational material, peace and confidence building, architectural texts, technical texts, environment, legal, PR and Business texts, etc.
- Quality check and proofreading of translation ensuring no typographical errors in the final text;
- Ensure timely delivery of translated materials as agreed prior to each task assigned;
- Make necessary corrections or changes required by UNDP or its partners and re-submit corrected text within the agreed timeframe;
Deliver the translated documents as per the plan developed by the of the Programme and Communications Analyst, as per each specific assignment.
- Consecutive Interpretation Services (English to Turkish, Turkish to English)
Provide consecutive interpretation during project events (ceremonies, workshops, trainings, conferences, informative community events, etc.) and meetings (technical working groups meetings, meetings between international advisors/experts or UNDP representatives and local counterparts, etc.);

Provide simultaneous interpretation during project events (ceremonies, workshops, trainings, conferences, informative community events, etc.) and meetings (technical working groups meetings, meetings between international advisors/experts or UNDP representatives and local counterparts, etc.).
Deliverables / Outputs
Translation and interpretation services relating to UNDP programmme activities will be required (as per the table below) on as need basis.

Required Skills and Experience
Education:
- University Degree in Literature related to Language Translation and/or Interpretation (Turkish – English) or relevant field
Experience:
- Minimum five years of relevant experience with a proven record in providing translation, consecutive and simultaneous interpretation services from Turkish to English and English to Turkish;
- Completion of:
- at least five translation works
- at least five consecutive translation works
- at least five simulatenous translation works
- Good knowledge of the Cypriot Context;
- Work experience in Cyprus
- Previous experience in working in bi-communal projects in Cyprus and/or work experience with an UN agency will be considered as an asset.
Language Requirements:
- Fluency in English and Turkish is required

Total price in Euro excluding VAT.
The financial proposal shall cover all expenditures including fees, health insurance, vaccination, international (all travel to join duty station/repatriation travel) or local travel (place of residence to office and office to place of residence), cost of living and any other relevant expenses related to the performance of services. Leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractors and absent days including weekends and office holidays are not payable. For written translation assignments, the consultant is expected to use his/her own necessary equipment, whereas equipment required for simultaneous translation will be provided by UNDP.
Evaluation / Selection Process
All applicants will be screened against qualifications set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.
Technical Criteria (CV review and interviews/desk review) – 70% of total evaluation– max. 70 points
CV review: 20 points:
- Educational qualification as defined in the ToR (10 points)
- Experience as defined in the ToR (10 points)
Only candidates who obtained at least 70% of points from the CV review (who will score at least 14 points) will be eligible to be invited for an interview/desk review.
Interview/Desk review: 50 points
- Relevant work experience (30 points)
- Knowledge of the Cypriot Context (8 points)
- Work experience in Cyprus (8 points)
- Experience in bi-communal projects and/or an UN agency (4 points)
Only those individual consultants who obtained at least 70% of points from the CV review and Interview/desk review (49 out of 70) will be considered for financial proposal evaluation.
Financial Criteria - 30% of total evaluation – max. 30 points.
Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].
UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.
Payment Term:
Payments shall be made upon the completion and approval of each output by UNDP.
