Translation and editing services (Individual contract)

How can you make a difference?

1. Background

UNICEF Iran produces a range of key documents and publications every year. These reports require urgent and high-quality translation from English to Persian and vice versa. In order to meet the increasing needs of translation and editing, UNICEF Iran would like to expand the pool of translators whose services will be shared among the UN agencies.

In view of the above, an individual contract will be initiated for 12 months with the possibility of an extension of another year.

2. Objectives

• Provide accurate and consistent translation from English to Persian and vice versa for publications and any other material requested like training material, technical reports, newsletter, brochures, statements, and press releases.

• Establish a professional roster of experienced translators who can provide a quality translation, when required.

• Harmonize the fees of translation in the UN.

• Timely response to required service.

3. Description of the Assignment

• The contractor shall translate the UN documents and apply the agreed fees as per the initial financial proposal.

• UNICEF Iran will provide a purchase order for each task during the contract period describing the nature of the job and timeframe.

• The Purchase Order (contract) will be signed by the two parties, the UN and the translator.

4. Expected Deliverables:

Translated texts should have the following traits to be considered as satisfactory delivery:

• Use of correct vocabulary and grammatical structure.

• Free from misspelling and grammatical errors.

• Faithful to the original text both in purpose and structure.

• Consistent in tone and style matching the original text.

• Fluent and natural in the target language. Use of context-based and accurate equivalences for the Jargons and technical words and expressions.

• Replication of final layout based on equivalent files from the original version.

• Be in direct contact with a UNICEF project officer/focal point to discuss the technical terms, the precise scope of work, and any specific expectations for each document to be translated.

• The final document should also follow the same format/design of the original document unless it is agreed otherwise.

• Revised/edited before final submission.

5. Reporting Requirements:

Upon completion and submission of each job, UN will assess the quality of work and communicate with the service provider by email. Based on the assessment and final certification of service, the service provider will submit the final invoice to be settled by the UN.

6. Contract Management:

Management of the individual contract will be under the Budget Owner and Requisitioner.

7. Proposed Payment Schedule

The final original invoice will be settled upon satisfactory completion of work and receiving the certification of service from the Budget Owner and Requisitioner.

8. UNICEF Recourse in Case of Unsatisfactory Performance

In case of unsatisfactory delivery of service, the payment will be withheld until quality deliverables are submitted. If the individual is unable to complete the assignment, the contract will be terminated within 30 days along with an official notification letter.

9. Conditions and Administrative Issues:

Contractor to observe confidentiality and refrain from divulging any information about the content of UNICEF documents. In no event shall the contents of such documents or any information known or made known to the contractor by reason of its association with the UN Iran be made known by the contractor to any unauthorized person without the written approval of UN Iran. The obligations in this article shall not lapse upon termination of the contract.

The contractor will work on its own computer (s) and use his/her own office resources and materials.

10. Activities, Deliverables, Indicators, Timeframe, and Schedule of Payment

Activity: Translation of the documents

Indicator: Quality of documents to be approved by Budget Owner and Requisitioner

Timeframe: As agreed by both parties (Requisitioner and Translator)

N.B. All reports, translations, and presentations should be submitted in English and Persian

Financial proposal to include price / a word for translating regular documents and reports, and price / a page for translating a technical report.

Evaluation:

Qualification #1: Minimum BA degree in English or relating disciplines: Score: 20

Qualification #2: Minimum 8 years of working experience in the field of translation and editing, Score: Each year 3.75 points maximum Score: 30

Qualification #3: Proficiency in English and Persian is required, Score: 20

- Technical proposal: total score is 70

- Financial proposal: total score is 30

• Total Score: 100

• Only technical proposal which receives a minimum of 55 points will be shortlisted for the evaluation of the financial proposal.

To qualify as an advocate for every child you will have…

• Minimum BS degree in English or relating disciplines.

• Minimum 8 years of working experience in the field of translation and editing.

• Demonstrate experience in translating professional documents

• Demonstrate effective organizational and communicative skills and the ability to manage work in an efficient and timely manner.

• Experience working with international development organizations is desirable.

• Past work with the UN will be an advantage.

• Proficiency in English and Persian is required.

• Quality of previously translated documents, submitted with the application

• Experience in technical translation in areas of children’s rights and wellbeing, child protection, children’s development, health and nutrition, education, policy, and law is required.

• Experience of collaboration with International Organizations, NGOs, United Nations, and Embassies is an asset

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
