Org. Setting and Reporting This temporary position is located in the Office of the Director of Administration, United Nations Office at Geneva. The incumbent reports to the Transition Team Lead.

The General Assembly has approved a CHF 836 Million budget for the progressive renovation of the historic Palais des Nations at Geneva. The project, referred to as the Strategic Heritage Plan (SHP), entails multiple staff relocations, sequential closures of conference facilities and the implementation of mandated flexible working arrangements. The Division of Administration which is at the centre of all these activities has established a Transition Team that works hand in hand with the SHP project team and focal points from UNOG offices affected by office moves to support non-construction related aspects of the project implementation, with particular focus on facilitating the necessary transitional arrangements and related communications aspects. The Transition Team is responsible, on behalf of the Director of Administration, to: - Facilitate open communications across functional and divisional boundaries to establish an inclusive environment where individuals are valued for their role in the organization and their contribution to the transition effort. •Transform the way UNOG operates to make best use of the facilities and technologies of the Palais des Nations after completion of the SHP project and to take advantage of opportunities presented by the significant financial investment in the new and renovated buildings. - Facilitate moves of groups of persons throughout the life of the SHP project by helping teams transition between different working environments and provide a reference point for them during the settling-in period. - Prepare and make presentations to, and take guidance from, the Transition Board; implement decisions taken by the Board.

Responsibilities Within delegated authority, the Transition Programme Management Officer will be responsible for the following duties:

  • Participates in the implementation of the transition management plan, ensures that planned activities are carried out in a timely fashion and co-ordinates work in assigned areas both within the Division of Administration, with the SHP team and with all Offices of UNOG and its clients, as appropriate, during all phases of the transition.
  • Implements assigned programmes/projects, etc.; monitors and analyses programme/project implementation; reviews relevant documents and reports; identifies problems and issues to be addressed, logs, evaluates and prioritises them on the transition team’s issue tracker and initiates corrective actions; liaises with relevant parties; ensures follow-up actions; escalates issues to Transition Team management as required. •Supports policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, drafting of new or revised policy documents for approval by management. •Organizes and prepares and/reviews written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, training materials, business and operational guidance, user documentation, etc. •Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. •Provides training and transition support to clients and stakeholders throughout the project, supporting the needs of the client management and end-users of the Palais des Nations buildings and facilities. •Assists planning and organizing the work of the assigned team and/or consultants, as/if applicable. •Performs other duties as required.

    Education Advanced university degree (Master’s degree or equivalent degree) in business or public administration, management, social sciences, engineering or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.

    Experience with policy development related to administration issues in the United Nations or a similar large multi-cultural international organization is desirable.

    Experience with the delivery of organizational change associated with large-scale infrastructure projects is desirable.

    Data management experience is desirable.

    Content management experience for intranet and/or extranet websites is desirable.

    Experience providing client service and coordinated response during large-scale moves of staff is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in either language and knowledge of the other is required. Knowledge of another official United Nations language is desirable.
