What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the position

ICRC has more than 20,000 staff in over 100 countries. The IT Field Services ensures that ICRC’s Field Operations and users are supported in activities with relevant technological means and adequate Information and Communication Technology (ICT) infrastructures.

Reporting into the Head of ICT Field, this is a broad strategic role, and is accountable for the delivery of the ICT Field vision and performing a regular assessment of the progress. The role will also deliver an annual strategic review to identify how we can deliver customer-centricity, digitization of processes and optimization of new technology and services. For this role to be successful, rapid implementation of modern IT “best

practices” is required.

  • Co-create and drive the Unit’s programmatic roadmap based on its strategy
  • Develop strategies to transform and support governance of field-initiated ICT projects
  • Deliver on the " Field 2.0" transformation projects
  • Co-design communication strategies for projects within IT Field Services
  • Handle the ICT Field Learning and Development transformation project and support the talent management within the ICT Field pool.
  • Ensure successful delivery of these strategic projects to transform and support IT Field service within the constraints of scope, quality, time and budget

Main duties and responsibilities

  • Contribute to overall ICT Field and T&I strategies, their evolution and adoption.
  • Maintain a strategic and global view of the IT Field Services Transformation programme

  • Define and implement metrics to measure progress against strategic objectives

  • Align the delivery of the strategic initiatives with modern IT best practices
  • Work with each project manager of the initiatives is to ensure that the scope and project plans are accurately defined, enabling us to meet our communicated commitments
  • Handle the programmatic interdependencies between ICT Field and HQ teams (Cybersecurity, Projects and Deployments) to support projects and bring new services to the Field.
  • Lead select programme projects and facilitate support to ICT Field staff within ICRC’s project governance framework
  • Lead the ICT Field Learning and Development transformation project and ensure the adoption of the new training activities through change management, facilitation and advocacy
  • Drive the ICT Field communications plans to evolve services by setting a high- quality, standard and client-centric approach
  • Responsible for the alignment of the concepts, systems and services developed with the Information Management (IM) service portfolio and processes; as well as the overall services portfolio of T&I in the Field
  • Participate to the annual budgeting exercise in specific streams

  • Consists of multiple, interdependent projects that require coordination and sequencing for effective deployment
  • Has a global impact on both headquarters and field
  • Complexity results in a potentially significant level of risk to the organization

Relationships

IT Field Services Transformation Programme Manager will report to the Head of Field ICT Services and collaborate with a wide variety of teams and related project sponsors, managers, the Steering Committee and impacted collaborators, across geographical boundaries, institutional business units and external providers

Education required

  • Master's diploma in business, computer science, engineering, or a related field of study,

  • Significant professional experience to include 5 years professional experience with Information and Communication Technology management

  • Phenomenal teammate with 5 or more years’ experience in multidisciplinary teams
  • An expert Transformation Manager who can influence and persuade business, IT leaders and Field Staff about the adequate IT Field Services
  • Project Management certification is a must
  • Humanitarian field experience is a plus

Desired profile and skills

  • Shapes and communicate a clear strategy, which will encourage the confidence of business and IT teams
  • In-depth know-how to craft user-centric, service strategy in technical domains, and lead strategy implementation
  • Actively listens and understands partner needs
  • Establishes and manages relationships with key partners; anticipates customer or interlocutor needs; optimally communicates difficult concepts by adjusting style to audience; persuades others to adopt a point of view for ideas and initiative
  • Effectively communicates highly sophisticated ideas to multiple levels, crafting broad acceptance for ideas and initiatives
  • Demonstrated experience to work independently, and with different internal/external teams/units in a matrix organizational setup
  • Confirmed skill in advising senior management and working with technical teams, and able to push back in a professional, diplomatic way and drive consensus
  • Solves higher order problems and stand alone issues taking a broad perspective and using considerable judgment to identify innovative solutions
  • Open minded, problem-solving and resolution oriented
  • Excellent comprehension of English and French, additional languages desired (especially Spanish, Portuguese, Arabic and Russian )
