Result of Service i. Undertake a review of HCFP documentation (e.g., course materials, participant evaluations, reports and lessons learned etc.) and carry out a first round of consultations with key stakeholders. ii. Prepare an inception report which outlines the key study questions, proposed methodology including data collection methods, gender analysis as well as outstanding research issues and how they will be addressed. A framework3 should be included in the report encompassing expected results, indicators, and source of data as well as a detailed work plan with deliverables (data collection, drafting, validation meeting) and timelines. iii. Design of data collection tools including surveys & interview questionnaire. iv. Data collection and analysis. v. Draft report and make a presentation to a core group of stakeholders for validation and feedback. vi. Prepare final draft report, incorporating comments from stakeholders.

Work Location Home-based, with possibly some travel.

Expected duration The consultancy is expected to start early in February 2022 until end-May 2022. The required input totals 35 working days, spread within this four-month period.

Duties and Responsibilities - To assess the relevance, effectiveness, and efficacy of the HCFP as an enabler for staff development and improved capacity. - To assess the relevance, effectiveness, and efficacy of the HCFP to build networks and shape a diverse and inclusive organizational culture - To identify areas for strengthening the effectiveness of the HCFP, lessons learned and good practices to build upon including the overall rationale, design and delivery including assessment criteria. - To propose a set of strategic and operational recommendations for enhancing the HCFP towards improved performance and including in the context of the Covid-19 pandemic.

Qualifications/special skills Academic Qualifications: An advanced university degree (Master's degree or equivalent) in political science, social science, international studies, or a related field, is required. A first-level university degree (i.e., Bachelor’s degree or equivalent) in one of the above-mentioned academic disciplines, in combination with qualifying relevant professional experience may be accepted in lieu of the advanced university degree. Experience: A minimum of 10 years of progressively responsible experience in the design, delivery, and evaluation of blended learning programmes (online and onsite) is required. Experience in the humanitarian sector, in organizational development, capacity building, knowledge management and/or performance management, is an asset. Knowledge of OCHA's mandate and its operational processes would be an added value. Language: English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in English (both written and verbal skills) is required. Working knowledge of French is desirable.
