Background

The UN programme on Unlocking Cambodian Women’s Potential through Fiscal Space Creation, known as credit guarantee scheme for women enterprises (CGS). The objectives of CGS are to support the women owned M/SMEs, predominantly operating in the informal sector, for their recovery from the COVID-19 and their turning into the driving force for accelerating Cambodia’s recovery from COVID-19 and the SDG achievement. The programme has been delivered through components: [1] support the policy design and the operational roll-out of the credit guarantee facility, which targets the marginalized groups from the first phase of the RGC’s support, particularly the women owned M/SMEs in informal sector; [2] quick action research on women’s economic empowerment (WEE), employment, poverty alleviation and reducing inequality aspects of the credit guarantee scheme

Capacity building for MSMEs especially women entrepreneurs is one of CGS’s activities to assist MSMEs in gaining practical knowledge, skills set, tools, and capable of surviving and sustaining their business operations and growths through expanding their access to finance given available options and sources, which in the end, they can cope with business challenges especially impacts caused by Covid19 pandemic.

CGS in collaboration with another UNDP’s Incubation Program on Business Digitalization And E-Commerce Acceleration will provide a capacity building focusing on Access to Finance for MSMEs especially women entrepreneurs.

Incubation Program on Digitalization aims to increase MSME's capacity and understanding of digital technologies' adoption, improve business operations' efficiency and effectiveness, and strengthen its competitiveness. It promotes digital technologies' adoption to support Cambodian MSME's business model.

The expected participants are mixed in nature of business types and different level of business annual turnovers ranging across MSMEs, of which majority are women entrepreneurs. The followings types of businesses should be engaged as part of the training programme, but not limited to:

  • Agricultural commodities
  • Eco-friendly products
  • Garments
  • Digitization transition and introduction of new technologies with a focus on readiness for export
  • Fin-Tech, Agri-tech, food-tech, or any technology for agriculture promotion
  • Agriculture product,
  • Handmade/Handicraft,
  • Digital business solutions, or any automation of business processes
  • Trade solutions in payment or logistics, smart retails/wholesale innovation

In addition to the overall arrangement of the training on Access to Finance, UNDP will invite representative from CGCC to present a credit guarantee schemes as an information sharing session (30-60 minutes long) currently available in Cambodia.

Duties and Responsibilities

The consultant is expected to deliver the following within the duration of this assignment:

  • Develop a training curriculum, methodology, tools and materials, and assessment criteria in English/Khmer
  • Develop work plan, concept note and agenda for facilitation and training in consultation with UNDP’s team in English/Khmer
  • Facilitate online training sessions in Khmer or English with Khmer translation for two cohorts/groups of trainees (two days training for each cohort)
  • Assess improvements of trainees’ knowledge upon completion of the training
  • Collect and report feedbacks from participants
  • Produce final training report inclusive of trainees’ assessment report in English
  • Meetings with UNDP’s team upon request and on-going consultation with UNDP when needed
  • Provide coaching and mentoring supports post training upon request from trainees

Required Skills and Experience

Education:

  • Master’s degree in business administration, finance and banking, financial management, development finance, or similar field

Experience:

  • At least 5 years of relevant work experience in designing training curriculum, tools and materials, and assessment on financial aspects in business operations especially access to finance and credit guarantee
  • Experience in facilitating the trainings with mixed groups of MSMEs especially women entrepreneurs
  • Experience of similar assignments in similar international or Cambodian development contexts

Language Requirement:

  • Fluency in written and spoken English
