With over 30,000 newly arrived migrants, the Mayor’s Office, in collaboration with New York City’s Health and Hospital (NYC H+H), has established six Humanitarian Emergency Response and Relief Centers (HERRCs) within the boroughs of NYC.

The Training Officer will be responsible for coordinating and delivering capacity-building to NYC H+H staff and vendors running the HERRCs in NYC by delivering and managing training programs in trauma-informed case management, legal orientation, preventing abuse and exploitation, and client-centered service planning, building appropriate referral pathways, and partnering with communities. The Training Officer will work closely with the IRC technical staff to further refine the recently developed trauma-informed, client-centered subject matter materials and training. Additionally, referral pathways based on strategic community partnerships with other service providers, government agencies, foundations, employers, and additional key partners will be developed and provided.

The anticipated duration of this assignment will be three months, with a possibility of extension.

Major Responsibilities:

Training and Technical Assistance

- Deliver and refine training related to strengths-based services: webinars, self-paced e-learning, online certificate courses, etc. - Provide consultation, mentorship, and recommended resources in response to questions and technical assistance requests. - Develop relevant learning resources such as information guides, job aides, videos, etc.

Project Management

- Provide related inputs into developing a staff and vendor training and onboarding plan. - Ensure related trainings and learning resources are developed and delivered on time and budget. - Support subject matter expert/consultant relationships with IRC NY office and RAI Technical Advisors and project plans as they supply the development of related training programs.

Monitoring and Evaluation (M&E)

- Develop training rollout plans and achievement targets with the H&H team - Track related activities, outputs, and outcomes against targets developed in coordination with the H&H team (materials developed, trainings delivered, individuals participating, etc.) - Review and analyze feedback data from related participants, and suggest revisions as appropriate. - Provide input into donor and internal reports, including monthly activity updates - Other duties as assigned.

Internal and/or external contacts: The position requires close collaboration with a variety of colleagues, including but not limited to: the RAI Research, Analysis, and Learning team; the RAI Program Quality and Innovation Unit; H&H, other refugee service providers (resettlement agencies, affiliates, and others), state refugee programs, and external subject matter experts/consultants.

Job Requirements:

Education: Bachelor’s Degree in relevant field required. Licensed Clinical Social Worker (LCSW), Master of Social Work (MSW), or equivalent preferred.

Work Experience:

- Minimum four years of direct service experience (caseworker, social worker, or similar) with asylum seekers, refugees, and/or other ORR-eligible populations. - Experience delivering strengths-based and trauma-informed case management services - Experience providing training and technical assistance to build the capacity of casework/case management staff - Experience developing and delivering engaging remote trainings using webinar platforms - Experience contributing to project M&E (data collection, management, and reporting) - Preferred: experience managing external subject matter experts and/or consultants

Demonstrated Knowledge and Skills:

- Strong familiarity with relevant Asylum Programming and/or Office of Refugee Resettlement (ORR)-funded programs, including Preferred Communities, Refugee Support Services, Refugee Health Promotion, etc. - Familiarity with and commitment to data-driven, evidence-based programming - Excellent written and oral communication skills - Proven ability to effectively manage complex projects with strict timelines

Language Skills: Fluent in written and spoken English. Spanish is a plus.

Working Environment:

- Standard office environment with occasional opportunities to participate in community outreach and legal assistance events. - May require occasional weekend and/or evening work.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirement.
