Result of Service

Work Location

Home-Based w/ travel.

Duties and Responsibilities

Under the guidance and supervision of the Chief of the UNOCT/UNCCT Countering Terrorism Section and the Head of the Border Security and Management (BSM) Unit:

• Draft the Training of Trainers (ToT) curriculum and possible related annexes associated to the Global Counter Terrorism Forum (GCTF) Border Security and Management (BSM) Good Practices documents to be presented to the GCTF plenary event in September 2024; • Provide substantive inputs in relation to the area of expertise during the drafting process; • Collect and include inputs from internal (Global Counter-Terrorism Coordination Compact Border Management and Law Enforcement working group) and external partners that will contribute to the drafting of the ToT; • Organize and participate in workshop, briefings, validation, and results-sharing meetings with relevant experts; • Collect and include elements related to Human Rights and Gender practices in the context of border security; • Revise inputs in relation to the area of expertise based on comments received from the various consultative processes, also including full proofreading and editing; • Ensure that the ToT curriculum is submitted in a timely and satisfactory manner and in line with the quality criteria checklist.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in law, education, social science, security or a related field. A first-level university degree in combination with two additional qualifying years may be accepted in lieu of the advanced university degree.

Professional experience in drafting and implementing training courses relating to counter-terrorism, border security and teaching techniques is required.

A minimum of 7 (seven) years of professional technical experience in border security and management is desirable. Knowledge and experience of the UN System and, in particular, of UNOCT is desirable.

Experience in adopting a human rights-based approach, gender-sensitive topics, and an understanding of human rights, disability inclusion and ethical issues in relation to programming are desirable.

Languages

English and French are the working languages of the UN Secretariat. For this position, Fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.
