Result of Service

The consultant will be in charge of updating the Environment in Humanitarian Action course as part of the JEU’s project on Localisation of Environment in Humanitarian Action (EHA). The main objective of this consultancy is to update, design and develop an interactive and comprehensive course on "Environment and Humanitarian Action" that equips learners with the knowledge and skills necessary to integrate environmental considerations into humanitarian practices effectively through a blended course consisting of online and face to face delivery. The consultant will undertake the necessary research on the relevant environment and sustainability tools and guidelines, will review the content of the EHA course (https://learning.eecentre.org/course/index.php?categoryid=4) and update it to with the latest available knowledge.

Duties and Responsibilities

Background Information The Joint UNEP/OCHA Environment Unit (JEU) is the United Nations emergency response mechanism that mobilizes and coordinates international assistance to countries facing environmental emergencies and natural disasters with significant environmental impacts. It is a partnership between the United Nations Environment Programme (UNEP) and the UN Office for the Coordination of Humanitarian Affairs (OCHA). The Joint Environment Unit is integrated into OCHA’s Response Support Branch. The mission of JEU is to mobilise and coordinate a comprehensive response to environmental emergencies to protect lives, livelihoods, ecosystems, and future generations. JEU assists Member States in preparing for and responding to environmental emergencies by coordinating international efforts and mobilizing partners to aid affected countries requesting assistance. By pairing the environmental expertise of UNEP with the humanitarian response network coordinated by OCHA, the JEU ensures an integrated approach in responding to environmental emergencies. JEU can mobilize environmental expertise and mobile laboratories to conduct rapid assessments and to develop appropriate response strategies. The section provides independent, impartial advice and practical solutions, while working to ensure a seamless transition to recovery. JEU also works to ensure that the environmental impacts on humanitarian needs are incorporated during all phases of humanitarian action. The proposed project will be a sub-project of the JEU’s Environment in Humanitarian Action (EHA) workstream, which was initiated in 2018 through funding from various sources. The workstream’s primary objective is to implement a climate-sensitive integration of the environment into humanitarian action. The project's main goal is to strengthen the abilities of local humanitarian responders who are facing additional challenges due to environmental and climate issues. It aims to do this by providing specialized and locally contextualized training for integrating environmental concerns into humanitarian efforts. Expected Results The following deliverables and indicative schedule are expected from the training technical expert. The final schedule will be agreed upon in the beginning of consultancy assignment. All deliverables should be submitted to JEU by the consultant in English. • Compilation of collected data and resources about environment in humanitarian action, and consolidation of technical inputs in a report. • A comprehensive training curriculum on the environment in humanitarian action, including a storyboard for updating the online course and a full training curriculum (outline, materials, exercises, case studies and other materials, ready for adapted and contextualized delivery of training in selected pilot countries. • Detailed conversion plan and timeline for online adaptation of the training program.• Review the existing online EHA training (available on: https://learning.eecentre.org/course/index.php?categoryid=4), and identify required updates or areas for strengthening in course contents, engagement, and interactions • Conducting capacity building needs assessment, and development of learning path accordingly • Produce a storyboard to update the online course • Design and develop engaging and informative training format, based on the needs assessment and review, for 5-7 days face-to-face training, in alignment with and building on the online contents for a coherent learning experience, on the topic of environment in humanitarian action, including presentations, participant guides, facilitator manuals, and assessments. • Collaborate with subject matter experts, environmental experts, humanitarian practitioners, and other stakeholders to ensure content accuracy, relevance, and alignment with the latest industry standards and practices on key issues on environment and humanitarian affairs (eg, plastic waste, recycling, safe energy, climate change, natural resources scarcity and management, water conservation etc). • Incorporate case studies, simulations, and real-life scenarios to enhance practical understanding and application of environmental sustainability in humanitarian contexts. • Apply adult learning principles and instructional design theories to create interactive and learner-centered training experiences. • Work with identified counterparts to adapt training materials for local delivery, ensuring they are accessible and optimized for locally identified learning platforms - in addition to global platforms. • Facilitate pilot training sessions, gather feedback, and make necessary adjustments to improve the learning experience. • Stay updated on emerging trends, challenges, and innovations in environmental sustainability and humanitarian action to keep training content current and impactful. • Develop and implement evaluation mechanisms to measure training effectiveness, learner engagement, and application of knowledge in real-world humanitarian settings.

Qualifications/special skills

• A degree in Environmental Science, Sustainable Development, Humanitarian Studies, Education, or a related field is required. • At least five years of work experience in the field of environment, disaster management – with experience in capacity building and training development is desirable. • Demonstrated experience in designing and developing educational content for both online and face to face trainings, with a strong preference for expertise in trainings on environmental issues and humanitarian action is desirable. • In-depth knowledge of environmental sustainability practices, climate change adaptation, and the integration of environmental considerations in emergency response and recovery. • Proficiency in instructional design methodologies • Basic knowledge of e-learning authoring tools (e.g., Articulate Storyline, Adobe Captivate) is desirable.
