You have:
- Master's degree in human rights, social policy, development studies, gender studies, political sciences, economy, or engineering is required.
- Bachelor's degree with an additional 2 years of qualifying experience may be accepted in lieu of the Master degree.
- At least ten years of proven experience in leading strategic planning processes focusing on sustainable development and public policies is required.
- Proven experience in strategic planning and leading programming exercises for government institutions is required.
- Experience in working with multi-stakeholder institutions in Tunisia will be an advantage.
- Ability to work with minimal supervision and meeting tight deadlines is required.
- Knowledge of the UN System Reform and the programmatic process (UNSDCF) will be an advantage.
- Excellent oral and writing skills in French are required.
- Working knowledge of English or Arabic would be an asset.
Result of Service - Training sessions on strategic planning are organized and provided. - Prerequisites for the ENA strategic plan 2025-2030 are identified. - Methodology, detailed action plan and timeline of the strategic plan are developed. - ToRs of the strategic planning mission are drafted. - A synthetic Conceptual Note (2-3 pager) to be sent to potential donors is developed.

Duties and Responsibilities Background
Nowadays, the public administration is faced with unprecedented challenges such as optimization of the processes and resources, reduction of costs, improving of the quality of services, particularly in terms of efficiency and transparency and many other challenges. To meet these challenges, the public administration must elaborate a strategic plan allowing it to define its vision, its mission, and its objectives. This will allow to establish its priorities and decide of the resources allocation to support this vision.
The National School of Administration of Tunis (ENA) has an important role in impacting administrative development by promoting the quality of administrative service, by contributing to the implementation of public policies with high responsibility and continuous innovation, and by considering the importance of mainstreaming sustainable development in public policies. The ENA aims, through this role, to strengthen its strategic positioning as a leading training institution and to be recognized as a training destination of excellence and an attractive platform.
In this context, the ENA is planning to enhance the capacities of its staff and initiate a reflection on the fundamentals of strategic planning to meet the needs of human resources in terms of skills development and to be able to go further with the strategic planning process.
Responsibilities or scope of work
Under direct supervision of the United Nations Resident Coordinator Office in Tunisia (represented by the Head of Office), the consultant will be responsible for supporting the “ENA” to conduct a training on strategic planning and prepare for the launch of the strategic planning process. Main actions will be as follows:
- Develop the skills of ENA staff in terms of strategic planning.
- Develop the methodology and action plan for ENA's strategic planning process.
- Identify the prerequisites for the exercise of strategic planning at ENA.
Consolidate the above in a ToRs document.
Qualifications/special skills A master degree in human rights, social policy, development studies, gender studies, political sciences, economy, or engineering is required.
